A frontier AI model is not defined by a permanent parameter count or a single benchmark score. A widely used operational definition from Epoch AI calls a model frontier when it ranks among the 10 models with the greatest training compute at the time it is released. Epoch also tracks a separate static threshold of more than 1023 floating-point operations (FLOP) for large-scale models. Both definitions move as new training runs appear.

GPT-4-era frontier training required roughly 1025 FLOP in published tracking estimates. That does not mean every future frontier system needs exactly that amount: architecture, data quality, algorithms, post-training and test-time reasoning can change the compute needed for a given capability. Dollar estimates already reached tens or hundreds of millions for named 2023-era systems, and the largest runs could exceed $1 billion by 2027 if historical cost growth continues.

Frontier is a moving comparison class

“Frontier” describes a model’s position relative to other models being developed and released, not an everlasting category. A model can remain highly capable for years while no longer being frontier because newer systems were trained with more compute or achieved better results with similar resources.

Epoch AI’s operational test is release-time ranking: a model is frontier if it was in the top 10 by training compute when released. This measures the scale of the training run, not whether the model is automatically the most useful, safest or highest-scoring system on every task. Epoch also uses more than 1023 FLOP as a static large-scale threshold in its tracking work. The threshold is easier to apply consistently, while the top-10 definition better reflects the changing leading edge.

Why the definition changes

Training runs have expanded rapidly, and reporting is incomplete. A company may disclose a model name and a few technical details without publishing the total accelerator hours, failed experiments, data-processing work or final utilization. As a result, a model’s frontier status can be uncertain until independent estimates or later disclosures become available.

“Frontier” also says nothing by itself about deployment size. A large training run can produce a model that is distilled, quantized or otherwise compressed for ordinary hardware. Conversely, a smaller model may require substantial compute at use time if it performs long chains of reasoning or serves millions of requests.

What compute means in AI

In this context, compute is the computational work and associated hardware resources used to train and operate a model. The basic accounting unit is a floating-point operation, or FLOP: one arithmetic operation on numerical values represented in floating-point format. A training run can involve an enormous number of additions, multiplications and related operations across many accelerators.

FLOP measures a total amount of work. Hardware capacity is normally expressed as FLOP per second (FLOP/s), which describes how quickly a processor or cluster could perform operations under specified conditions. A useful simplified relationship is:

elapsed training time ≈ total training FLOP ÷ achieved cluster FLOP/s

The word achieved matters. Advertised peak throughput is not the same as application throughput. Communication between accelerators, memory movement, synchronization, thermal limits, software overhead and interruptions all reduce delivered performance. Two clusters assigned the same theoretical FLOP can therefore finish at different speeds and costs.

What increases training FLOP

  • Model complexity: More layers, wider hidden representations, larger embeddings and other architectural choices increase the work per token.
  • Training-data volume: Processing more tokens requires more forward and backward passes.
  • Sequence length: Longer contexts can increase attention and memory work, depending on the architecture.
  • Optimization and training steps: More updates, larger batches or repeated passes over data add operations.
  • Architecture: Dense networks activate most parameters for each token, while mixture-of-experts and other sparse designs can activate only a subset.
  • Efficiency: Better kernels, parallelism, numerical formats and scheduling can deliver more useful training per unit of hardware time.

Published FLOP figures are therefore estimates of a particular training recipe, not a universal “price” for intelligence.

How much compute does a frontier model need?

For scale, published tracking estimates place GPT-4-era frontier training on the order of 1025 FLOP. This is an order-of-magnitude description, not a disclosed invoice or a guaranteed minimum for all frontier systems. Exact figures for current models are often uncertain because organizations do not release complete run details.

Epoch AI reported that training compute for frontier models grew by roughly four- to fivefold per year from 2010 through May 2024. Stanford HAI’s 2025 AI Index described a different but related trend: compute for notable training runs was doubling approximately every five months. The same trend reporting indicated that datasets were doubling about every eight months and that annual training power requirements were rising. These are historical trend summaries, not promises that every subsequent model will follow the same curve.

Why a capability target has no single FLOP requirement

Compute is a major capability driver, but the relationship is not one-to-one. Algorithmic improvements can make a model more capable at a given training budget. Higher-quality or better-curated data can be more valuable than simply adding low-quality tokens. Sparse or mixture-of-experts architectures can increase total parameter capacity without activating every parameter for every token. Post-training can improve instruction following, factual behavior or tool use after the main pretraining run. Test-time reasoning can spend additional computation per request rather than putting all of the budget into pretraining.

These choices mean that two systems with similar capabilities can have very different training FLOP, while two systems with similar training FLOP can perform differently on real tasks. A reported number should always be read alongside the model’s architecture, data, optimization method and evaluation results.

From FLOP to dollars: what training costs include

Compute cost is not the same as FLOP. A dollar estimate may include accelerator purchase or rental, networking, storage, electricity, cooling, facility overhead, engineering labor, failed or exploratory runs and post-training. Hardware prices, utilization and financing can move the total substantially even when the arithmetic work is similar.

System or estimate Reported compute-cost figure Qualification
OpenAI GPT-4 $78 million Stanford HAI estimate published in 2024 for compute, not a complete program budget
Google Gemini Ultra $191 million Stanford HAI estimate published in 2024 for compute, not a complete program budget
Largest projected training runs More than $1 billion Epoch AI conditional 2024 projection for 2027 if historical cost growth continued

Epoch AI estimated that total frontier-model training cost was growing about 2.4 times per year in 2024. That estimate combined hardware, energy, cloud rental and research-and-development staff approaches. It should not be interpreted as a universal tariff per FLOP: the same arithmetic can be performed on owned hardware, rented cloud accelerators or a mixed infrastructure at different effective prices.

Why the bill can exceed the main run

The headline pretraining run is only one component. Teams may run small experiments to choose an architecture, perform data cleaning and deduplication, repeat training after a failure, and conduct alignment or instruction-tuning passes. Evaluation, safety testing, red-teaming and serving infrastructure add further resources. If a company reports only the final run, the figure may understate the program’s total cost.

Does more compute automatically produce a better model?

No. More compute increases the opportunity to learn, but it does not guarantee better results. The outcome depends on how that compute is allocated and whether the data, objective and optimization are appropriate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Data quality and coverage: Additional tokens with errors, duplication or narrow coverage can produce less benefit than a smaller, cleaner dataset.
  • Training design: Poor learning rates, unstable optimization, inefficient parallelism or an unsuitable architecture can waste hardware time.
  • Post-training: Preference tuning, supervised instruction data, tool training and safety work can change how useful the base model is to people.
  • Inference strategy: A model may use more test-time computation to check steps, generate alternatives or call tools, improving difficult-task performance without changing its pretrained weights.
  • Evaluation choice: A system can gain on one benchmark while failing to improve on another or on practical workflows.

For this reason, parameter count alone is not proof of frontier status. A model with fewer parameters may use a more efficient architecture, better data or stronger post-training. Conversely, a very large model can underperform if its training process is inefficient or its evaluation is narrow.

How to compare two claimed frontier systems

Use a common set of axes instead of ranking models by a single number.

  1. Training FLOP and utilization: Ask whether the figure is measured or estimated, whether it covers the final run only, and what achieved hardware utilization was assumed.
  2. Data quantity and quality: Compare token count, modality, filtering, deduplication and the freshness or domain coverage of the data when those details are available.
  3. Architecture and training method: Check dense versus sparse activation, context length, optimizer choices, precision and parallel-training strategy.
  4. Post-training and test-time compute: Separate pretraining resources from instruction tuning, preference optimization, tool use and reasoning-time budgets.
  5. Benchmark and real-task capability: Look at multiple evaluations, contamination controls and practical tasks relevant to the intended use.
  6. Dollar cost, energy and disclosure quality: Record what is included in each estimate and how much of the underlying run is publicly documented.

This framework prevents a common error: treating a larger parameter count or a larger marketing number as conclusive evidence that one model is frontier.

Why current figures are difficult to pin down

Training data, hardware topology, utilization and experiment logs are commercially sensitive. Public estimates may infer FLOP from parameter counts, token counts and assumed training formulas, then infer dollars from accelerator prices, energy and rental rates. Each assumption introduces uncertainty. A company can also use proprietary accelerators, reserved capacity or older hardware whose effective cost differs from public cloud list prices.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Comparisons become especially difficult when one source reports only theoretical peak FLOP/s, another reports measured throughput, and a third reports a dollar estimate that includes staff and facility costs. Before comparing numbers, identify the unit, the scope, the date, the geography or hardware market, and whether the value is a one-time estimate or a recurring operating cost.

Training compute versus operating compute

Training is the large upfront optimization process that adjusts model parameters using data. Operating, or inference, compute is the work required to answer requests after training. A frontier model can have a very large training bill but modest per-request cost when compressed or served efficiently. The reverse can also occur: a smaller model that generates long reasoning traces, processes large contexts or invokes several tools may consume substantial compute for each answer.

When estimating a system’s total resource needs, separate at least three budgets: the original training run, post-training and evaluation, and ongoing inference. Mixing them produces misleading comparisons and hides whether a design is expensive because of its initial development or because of everyday use.

A practical checklist for interpreting a frontier claim

  • Is “frontier” being used as a release-time top-10 comparison, a greater-than-1023-FLOP threshold, or an informal quality label?
  • What date does the claim describe, and which competing releases were available then?
  • Is the compute number total FLOP, achieved FLOP/s, accelerator hours or a dollar estimate?
  • Does it cover pretraining only, or also experiments, post-training, evaluation and failed runs?
  • Are the figures measured, company-disclosed or inferred from assumptions?
  • What architecture, data quality, sparsity and optimization choices affect the comparison?
  • Do independent benchmarks and real-task tests support the claimed capability?
  • Are energy, cooling, networking and serving costs included in the stated budget?

Bottom line

A frontier AI model is best understood as a model at the leading edge of training scale at a particular time, commonly operationalized as being among the top 10 by training compute at release. GPT-4-era systems were trained with roughly 1025 FLOP, while historical estimates show frontier compute and cost continuing to rise. Yet no FLOP threshold guarantees a capability level: architecture, data, algorithms, post-training, test-time reasoning and evaluation all influence the result. Compare those factors—and the quality of the disclosure—before treating a compute figure as evidence that one model is better.
