An AI model becomes useful in a cyberattack when it can perform relevant technical tasks—such as understanding code, finding weaknesses, generating or modifying code, and operating security tools—and those tasks can be connected into a reliable, multi-step workflow. Capability is therefore not an inherent “evil” trait or a single intelligence score. It depends on the model’s skills, the tools and permissions around it, the amount of planning and feedback it receives, and whether a person must approve important decisions.

The short answer: capability is a stack, not a single talent

A model that can write ordinary software is not automatically able to conduct an intrusion. Cyber capability emerges when several abilities work together:

  • Technical understanding: reading source code, protocols, configuration files, logs and documentation.
  • Weakness discovery: spotting insecure assumptions, exploitable bugs or exposed services.
  • Code generation and adaptation: producing scripts or changing existing code to fit a particular environment.
  • Tool use: invoking debuggers, scanners, sandboxes, terminals, test harnesses or other approved interfaces.
  • Planning and persistence: choosing the next step, interpreting feedback, recovering from failure and maintaining context across a long task.
  • Access: credentials, network reach, files, APIs or a human operator who can carry out actions the model cannot perform directly.

These elements can be combined in an agentic system, where a model repeatedly observes results, decides what to try next and calls tools. A chat model answering one question has a much narrower risk profile than the same model connected to a shell, source repositories and a workflow that runs without constant approval.

Which technical tasks can an AI model assist with?

Understanding software and systems

Models can summarize unfamiliar code, infer how components interact, translate between programming languages and explain error messages. This lowers the time needed to understand a target, but it does not guarantee that the explanation is correct. A model can miss an important dependency, misunderstand a security boundary or confidently invent a behavior that is not present.

Finding vulnerabilities

Vulnerability discovery involves looking for input-handling errors, unsafe assumptions, broken authorization or other paths by which software behaves outside its intended rules. Models can prioritize suspicious code, propose test cases and correlate findings across files. Their effectiveness varies with the language, framework, bug class and quality of the surrounding analysis tools.

Writing or adapting malicious code

An attacker may need to modify existing code for a particular operating system, library version or network layout. A model can generate boilerplate, translate code, repair syntax and adapt an existing program to new constraints. This is a dual-use capability: the same functions can help defenders write detection tests, reproduce a bug in an isolated lab or build a patch-validation harness.

Analyzing malware and operational data

Models can extract indicators from logs, describe behavior observed in a sandbox and connect events into a probable sequence. They can also reduce the workload of a security analyst by drafting a hypothesis or a report. The result still requires validation because a plausible narrative is not proof that an event occurred.

Solving sequential security problems

Some tasks require a chain of decisions rather than one answer: identify an entry point, test a hypothesis, interpret the response, select a next action and stop when the objective is reached. Models with memory, tool access and an execution loop can attempt this kind of sequence. Reliability often drops when the task is long, the environment changes or an early mistake contaminates later decisions.

Why combining tasks creates more capability

Individual skills have limited effect when isolated. Code explanation does not create access, and a vulnerability report does not automatically become a working intrusion. Risk rises when an orchestration layer lets a model connect analysis, code generation, execution and feedback.

Consider a high-level workflow in an authorized test environment:

  1. The system inventories a permitted application and identifies relevant components.
  2. The model reviews code or observations and proposes a hypothesis about a weakness.
  3. A tool runs a constrained test and returns output.
  4. The model interprets that output, revises its hypothesis and generates the next safe test.
  5. A human or policy gate decides whether an action with greater impact is allowed.

Each step may be imperfect, but an automated loop can retry, compare alternatives and preserve context. That can make a moderately capable model useful at scale. Conversely, removing tools, network access, memory or feedback may reduce the same model to a text adviser.

What current evidence shows

The International AI Safety Report 2026 describes continued improvement in cyber-related evaluations and says there is strong evidence that criminal groups and state-sponsored attackers actively use AI in cyber operations. That establishes operational use, not a universal level of effectiveness or proof that AI caused a particular incident.

One result illustrates the distinction between demonstrated capability and a general attack-success rate. The report says an AI agent identified 77% of vulnerabilities in real software in a cybersecurity competition and ranked in the top 5% of more than 400 mostly human teams. Those figures belong to that competition’s rules, software and scoring method. They should not be read as “AI finds 77% of vulnerabilities in live systems.”

The same report says the aggregate effect on the scale or severity of attacks remains uncertain. Attribution is difficult: records may not reveal which parts of an operation were automated, and an attacker’s use of AI does not by itself show that AI increased the outcome.

Why benchmark scores cannot be reduced to one “hacking ability” number

Cyber evaluations test different tasks and environments. A high score in one does not establish performance in another.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Evaluation What it tests What the result does not prove
CyberGym Whether a model can produce inputs that trigger known vulnerabilities in real software. That it can discover unknown flaws or compromise an arbitrary live service.
Cybench Professional-level capture-the-flag exercises. That it can operate in an uncontrolled production network.
HonestCyberEval Automated software-exploitation tasks. That every generated attempt would work outside the test conditions.
CyberSOCEval Analysis of malware behavior from sandbox detonation logs. That the model can deploy malware or conduct an end-to-end operation.

Meaningful comparisons should record at least five axes: the task, the environment, the model’s autonomy and scaffolding, the reliability of the evaluation, and whether there is operational evidence beyond a benchmark. “Model alone” and “model plus scripts, agents, tools and human intervention” are different systems and should be reported separately.

How evaluations can overstate or understate capability

Training-data contamination

If answers, walkthroughs or near-duplicates from a test appear in training data, a score may reflect memorization or pattern matching rather than a transferable skill. Evaluators need controls for contamination and should publish enough task detail to make the result interpretable.

Failure to elicit a real capability

A test can also understate performance. The model may need a particular prompt, tool, timeout, memory arrangement or decomposition strategy. External scaffolding—such as an agent loop, a code executor or a retrieval system—can materially change results.

Unrealistic or narrow environments

Known vulnerabilities, clean inputs and clearly defined objectives are useful for repeatability but unlike messy production systems. Real environments contain undocumented dependencies, defensive monitoring, rate limits, changing data and ambiguous objectives. A benchmark should therefore be treated as evidence about the tested task, not as a forecast of every attack scenario.

Assistance is not the same as autonomy

There are several practical levels between a model answering a question and a system completing an operation:

  • Advisory assistance: a person asks for an explanation, code review or investigative hypothesis and performs the actions.
  • Tool-assisted execution: the model can run approved tools, but a person confirms consequential steps.
  • Semi-autonomous operation: the system handles routine decisions and loops while a human intervenes at critical points.
  • End-to-end autonomy: the system chooses objectives, conducts the sequence and completes it without human decisions.

The 2026 report describes at least one incident involving semi-autonomous cyber capability with human intervention at critical decisions. It also states: “Fully autonomous end-to-end attacks, however, have not been reported.” That is a statement about the evidence reviewed, not a claim that such systems are impossible or that future systems will remain at the same level.

What makes an agent more dangerous than a stand-alone model?

Deployment choices can amplify or constrain a model’s technical ability.

  • Permissions: read-only access is materially different from the ability to alter systems, send messages or create accounts.
  • Reachability: an isolated laboratory limits consequences; broad network access increases the number of systems the agent can affect.
  • Tool quality: reliable parsers, debuggers, search systems and execution environments reduce friction between a suggestion and an action.
  • Memory: persistent state allows the system to retain discoveries and continue after interruptions.
  • Feedback: logs, test results and environmental responses help the model correct failed attempts.
  • Speed and scale: automation can repeat a modestly effective procedure across many targets, even if it does not make each attempt more sophisticated.
  • Guardrails: approval gates, isolated sandboxes, allowlists and monitoring can prevent a harmless analysis from becoming an uncontrolled action.

These factors explain why asking whether “the model” can hack is incomplete. The relevant object is the model-plus-system configuration, including credentials, tools, policies and operators.

What this means for defenders and policymakers

The dual-use nature of cyber capability makes blanket rules difficult. The International AI Safety Report identifies technical approaches such as detecting malicious AI use and using AI to improve defensive work, while warning that overly broad restrictions on cyber-related responses could impede legitimate defenders.

NIST’s adversarial-machine-learning taxonomy provides shared terms for attack types, lifecycle stages, attacker goals, capabilities and knowledge. It is useful for describing threats consistently, but it is not a universal control checklist for every model. NIST’s May 2026 summary of feedback on AI-agent security reports that respondents saw novel threats from agents and viewed established cybersecurity principles as relevant but in need of adaptation.

A practical defensive review should therefore ask:

  • What can the model read, change, execute or transmit?
  • Which actions require explicit human approval?
  • Can prompts, retrieved documents or tool output manipulate the agent into bypassing policy?
  • Are tool calls logged with enough context to reconstruct decisions?
  • Are credentials isolated, short-lived and limited to the task?
  • Can the system be stopped quickly, and are its actions reversible?
  • Have tests covered long sequences, misleading feedback and partial failures rather than only single prompts?

Defenders can also use models for code review, alert triage, malware analysis and test generation, provided that outputs are verified and execution is constrained. The security objective is not to assume that every model is an attacker, but to control the pathways that turn technical suggestions into real-world effects.

How to judge a claim about AI cyber capability

When a vendor, paper or news report makes a strong claim, check five details before drawing a conclusion:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the exact task. “Found a known bug,” “solved a capture-the-flag challenge” and “completed an intrusion” are not interchangeable.
  2. Record the environment. Note whether the test used real software, a sandbox, a simulated network or a live target.
  3. Separate model from scaffolding. List tools, scripts, memory, agent orchestration and human approvals.
  4. Check the measurement. Look for contamination controls, repeatability, failure rates and whether the benchmark elicited the relevant behavior.
  5. Distinguish use from impact. Evidence that attackers used AI does not, by itself, establish that AI increased the total number or severity of attacks.

Evidence and benchmarks are changing rapidly. The most defensible conclusion today is that AI can already assist with important cyber tasks and can combine them in semi-autonomous workflows, while the evidence does not establish routine, fully autonomous end-to-end attacks or a settled increase in overall attack severity.
