License plate reader cameras create time-and-place records associated with vehicles. A read commonly includes a plate image or recognized plate characters, a timestamp, and a location; some systems also retain a wider vehicle image or vehicle details. A plate read does not, by itself, identify the driver or prove wrongdoing. Retention and access rules depend on the agency and program: official examples range from 30 to 90 days, while one regional consortium policy supports a longer maximum subject to vendor and other limits.
What do license plate reader cameras collect?
Automated license plate readers (ALPRs) capture an image of a plate and use optical character recognition (OCR) to convert the image into readable characters. A record typically associates the read with the date and time and the camera’s location. Depending on the system and its policy, it may also include a contextual image of the vehicle or vehicle characteristics.
The fields are not identical across all programs. For example, Portland’s April 2026 directive defines a “Read” to include the date and time, vehicle characteristics, images of the plate and vehicle, and the vehicle’s location. Illinois State Police describes collecting a vehicle image and plate image along with a date-stamped time and geographic location. California’s Bureau of Automotive Repair says its system records the plate image, OCR-derived characters, scan time and location, and can provide a contextual vehicle photo. These are descriptions of particular programs, not a universal ALPR specification: Portland Police Bureau directive, Illinois State Police ALPR information, and California Bureau of Automotive Repair ALPR policy.
Portland’s directive says its devices are not designed to use facial recognition or other biometric technology. That statement applies to the devices described in that policy; it should not be generalized to every camera system without checking its specifications and governing policy.

Does a plate-reader camera identify a person?
Not necessarily. The camera’s raw read is primarily a record about a vehicle: a plate image or characters, time, location, and possibly a vehicle image. The camera record may not itself contain a person’s name.
A vehicle record can become associated with a named person when it is cross-referenced with registration information, such as DMV records. California BAR explains that an ALPR record can be linked this way and then associated with vehicle details, including make, model year, and registered-owner information. That association identifies the registered owner, not automatically the driver or the person who was in the vehicle at the time. BAR’s ALPR policy describes this distinction.
How long is ALPR data kept?
There is no single retention period for all ALPR data. These official policies illustrate how rules vary by agency, system configuration, and whether a record is preserved for an investigation or proceeding.

These are policy examples, not a national rule or a ranking of programs. For a specific camera, check the agency’s current policy for the routine deletion period, exceptions for investigations or court matters, and any shorter limit imposed by law or the vendor.
Who can access ALPR data?
Access is commonly restricted to trained, authorized users and official purposes, but user roles, approval conditions, outside sharing, and audit practices differ. The policies below show why it is important to check the rules for the specific program.

Portland Police Bureau
Portland limits routine system access to designated members and requires ALPR and database training. Users may access data only when they reasonably believe it relates to an investigation in a specific criminal or civil action. The directive says access to downloaded data is logged by user identity, date, and time. It describes the data as for law-enforcement use and permits legitimate use by prosecutors or others legally entitled to receive evidence. Portland Police Bureau directive.
Illinois State Police
Illinois State Police says trained law-enforcement personnel can access the data. Sharing with other law-enforcement agencies or officers is for law-enforcement or public-safety functions and requires written consent or a memorandum of understanding (MOU). The agency says activity is logged and audited monthly. Illinois State Police ALPR information.
City of Palo Alto
Palo Alto says its police policy permits sharing with local law-enforcement agencies in California under individual data-sharing agreements. In an April 2026 update, the city also described a specific historical vendor feature called “Nationwide Lookup.” Palo Alto said it learned the feature had allowed eligible out-of-state local or federal agencies to search a nationwide network that included Palo Alto cameras. The city reported that the feature was disabled for its department by late October 2024 and for California law-enforcement agencies by March 2025, and that it confirmed no Palo Alto camera data was returned to those out-of-state or federal searches. Northern California Regional Intelligence Center and California BAR
NCRIC’s 2024 policy permits sharing only with California state or local law-enforcement agencies. It requires logs that record the user, agency, access time, queried plate, and case number. NCRIC 2024 ALPR policy.
California BAR limits access to trained and authorized staff. Its policy restricts outside sharing to authorized law-enforcement purposes or public agencies that have signed confidentiality agreements, and calls for monitoring of access and use. BAR ALPR policy.

Can an ALPR match be wrong?
Yes. OCR can misread characters, and an alert can be mistaken or otherwise insufficient to establish what happened. NCRIC instructs users to compare the interpreted plate characters with the original image and to confirm any enforcement justification using an additional source outside the ALPR system. Portland also requires visual confirmation of hot-plate alerts. Its directive states: “A Hot Plate alert alone does not create reasonable suspicion to take police action.” NCRIC 2024 ALPR policy and Portland Police Bureau directive.
A match is therefore a lead to verify, not conclusive evidence that a particular person was driving or involved in wrongdoing. How verification is required before action depends on the applicable agency policy and circumstances.
What is the retention and access policy for the specific camera program I mean?
Start with the agency that operates the cameras, rather than assuming the rules follow the camera brand or a neighboring jurisdiction. Look for the current ALPR policy, directive, or public program page, then check the details that determine what a read means and who can use it.
- Collected fields: Does the system retain plate characters, the original plate image, a vehicle/context image, time, location, or vehicle characteristics?
- Retention and exceptions: What is the ordinary deletion period? Can records be preserved or exported for an investigation, court proceeding, or other legal purpose? Are there vendor or local-law limits?
- Authorized access: Which staff can search, what training is required, and what investigative purpose or approval is necessary?
- Sharing: Which outside agencies or public bodies can receive or query records, and are written agreements required?
- Oversight: Are searches logged, who reviews them, how often are audits performed, and what information is publicly reported?
- Alert verification: Must users compare a match with the original image and corroborate it with another source before enforcement action?
Policies describe stated rules, but the agency’s latest version is the best source for the program’s current requirements. Local law and vendor settings may affect how those rules operate.
