The real cost of a lost work phone can extend well beyond replacing the handset: the organization may also spend time securing accounts, investigating possible exposure, restoring work access, and responding to affected customers. Those costs depend on what the device stored or could reach. There is no reliable average dollar figure for a single lost work phone, and a missing device does not automatically mean data was exposed.

What costs can a lost work phone create?

Think of the handset as one part of an incident, not the whole bill. Some losses involve little more than replacement and setup; others require a wider security response. Record these cost categories separately rather than treating every missing phone as a data breach.

Cost category What may be involved
Replacement and setup A substitute handset, configuration, and restoring work access. The amount varies by device and employer arrangement; no current model price is established here.
Response labor Employee reporting, IT and security investigation, account protection, coordination, and restoring operations. The time required varies; no universal hours estimate is supported.
Data and customer response If information may have been compromised, the organization may need forensic work, legal review, data recovery, customer support, notification, or other remediation.
Operational and trust impact Work can be disrupted while accounts, data, systems, or services are secured and restored. Customer confidence may also be affected, but neither outcome is inevitable.
Insurance Some cyber policies may cover specified forensic, legal, notification, recovery, or interruption costs. Coverage depends on the policy’s terms, exclusions, limits, and the facts of the incident.

The Federal Trade Commission (FTC) describes breach response as dependent on the incident and the organization. Its business response guide advises: “Mobilize your breach response team right away to prevent additional data loss.” That guidance supports prompt action; it does not establish a specific legal deadline.

Why the exposure matters more than the handset price

The key question is what the phone stored and what its user could access. A work device may connect to organizational networks and systems that process sensitive data. The FTC recommends keeping an inventory of devices and information so an organization can assess what may be affected.

Risk varies with the device’s contents, accessible accounts, security configuration, and the circumstances of its loss. A locked, encrypted phone with limited access presents a different situation from one that can reach sensitive systems without strong controls. Those safeguards can reduce risk, but they do not prove that information was never exposed.

Do not use broad data-breach statistics as a price tag for one missing phone. IBM reported a USD 4.88 million global average data-breach cost in its 2024 report, based on research conducted independently by the Ponemon Institute and analyzed by IBM. That figure describes studied breaches, not the expected or typical cost of a lost handset. IBM also reported that 70% of 604 surveyed organizations said a breach significantly or moderately disrupted operations; that is a finding about breached organizations, not a forecast for a lost-phone incident. What to do if a work phone goes missing

Use your employer’s incident process rather than assuming a single response fits every device or organization. The appropriate actions depend on the phone’s configuration, the accounts it could reach, and whether it is employer-issued or personally owned.

  1. Report the loss promptly. Contact the employer’s established security, IT, or management channel so the responsible team can assess access and possible exposure.
  2. Identify what was accessible. Determine which accounts, systems, and information the device could reach or store. The FTC recommends mobilizing the response team and identifying potentially affected information and people.
  3. Secure the device and accounts. The organization can use its device-management and account controls to lock the phone, restrict access, or wipe it when appropriate. The right action depends on configuration and, for a personal phone, the agreed management setup.
  4. Assess possible exposure and notification needs. Investigate whether information was accessed and whether affected people or relevant authorities may need to be notified. Duties vary with the facts and applicable law; consult qualified counsel about a specific incident.
  5. Track the work and expense. Record replacement, setup, response labor, and any recovery or notification costs as distinct items. This shows the incident’s actual components without relying on an unsupported universal total.

How preparation changes the response

Mobile security is a lifecycle and management issue, not just a handset purchase decision. NIST Special Publication 800-124 Rev. 2, published in 2023, addresses mobile-device security through deployment, use, and disposal for both organization-provided and personally owned devices. Its guidance emphasizes that mobile devices can access enterprise networks and systems that process sensitive information.

Controls for any work phone

  • Use encryption on mobile devices that connect remotely, as the FTC recommends.
  • Keep software current and secure remote access.
  • Set an automatic lockout and plan for remote-wipe capability where the device and management setup support it. Verizon includes these among its recommendations for portable end-user devices.
  • Maintain an inventory of devices, work accounts, and the information they can access so a response team can assess the scope of a loss.

These measures can limit access or reduce exposure, but they cannot establish by themselves whether someone accessed information before the device was secured.

Employer-issued phones and BYOD

An employer-issued phone can generally be managed through the organization’s device policies and administration tools. A personally owned phone used for work raises an additional question: how to protect organizational data while respecting the owner’s privacy. NIST identifies data-loss and privacy risks when personal devices are not secured effectively.

Do not assume an employer can always inspect or erase an entire personal phone. What the employer can manage or see depends on the device setup, technology, workplace policy, and applicable law. Before using a personal phone for work, clarify how work data is separated, what management actions are possible, and what happens if the device is lost or employment ends. NIST’s SP 800-124 Rev. 2 covers both organization-provided and personally owned device models.

What breach statistics do—and do not—say about lost phones

Statistics about broad breach datasets can provide context, but they do not establish the probability or cost of a specific lost-phone event.

  • Verizon’s 2024 DBIR preview reported that 68% of breaches involved a non-malicious human element, including examples such as social engineering and error. This is broad breach context, not a work-phone loss rate. See Verizon’s 2024 DBIR preview.

Neither statistic supplies a defensible average dollar amount for one lost work phone. The incident’s cost has to be assessed from its actual response, exposure, and disruption.

How employers can plan for the cost

A practical plan makes the response easier to carry out and the eventual cost easier to explain. Employers can define a reporting channel, maintain a device and access inventory, document who can lock or wipe each device type, and establish a process for assessing exposure and notification needs.

For budgeting, distinguish the cost of replacing and configuring a phone from the staff time and other response work that a particular incident requires. Review any cyber insurance policy directly: the FTC notes that policies may cover specified response costs, but a lost phone is not automatically covered. The policy language and incident facts determine whether a claim qualifies.
