The Premier League’s independent disciplinary Commission is a case-specific panel that decides a written complaint referred by the League’s Board. The Board investigates suspected or alleged rule breaches and chooses how to respond; it does not automatically send every allegation to a Commission. If a Commission finds a breach, it decides the sanction. A party may appeal to a separate Appeal Board.
What the Commission is—and how it differs from the Judicial Panel
The Premier League says it has an independent Judicial Panel made up of legal, financial and other experts. That Panel is a pool, not the body that automatically hears every case. Its independent chair selects members to sit on a Commission for a particular matter. The League describes Commissions as independent of both the Premier League and its clubs. The League says it moved to an entirely independent Judicial Panel in 2019. Premier League governance
The League’s current governance page names Sir Gary Hickinbottom as Judicial Panel chair. It says clubs approved his appointment to a five-year term in February 2025. These are the League’s stated arrangements for structural independence; they do not, on their own, establish every procedural safeguard or hearing rule.
How a club charge reaches a Commission
- The Board investigates. The Premier League Board has authority to investigate suspected or alleged breaches of the League’s Rules. A Commission referral is one possible response, not an automatic consequence of an allegation.
- The Board may issue a written complaint. If the Board believes there is a suspicion or allegation of a Rules breach, it can issue a written complaint and refer the matter to a Commission. The complaint is what the Commission considers. Premier League explanation of the process
- The independent chair selects the Commission. The chair appoints members from the Judicial Panel to hear the case. This is distinct from the Board’s investigative and referral role.
What the Commission decides
The Commission determines whether the referred complaint establishes a breach of the Rules and, if it does, what sanction should follow. In the Premier League’s description of Profitability and Sustainability Rules (PSR) cases, the Commission makes both decisions. Its sanctioning discretion is broad: the League gives fines and points deductions as examples, alongside other sporting sanctions. Those examples are not an exhaustive list. The League’s public summaries do not establish the applicable burden or standard of proof, disclosure requirements, witness arrangements, party rights to challenge panel composition, or the complete order of a hearing. Those mechanics depend on the applicable Handbook provisions; consult the version governing the particular proceeding rather than infer details from a short public explanation. The League’s proceedings index points readers to the Handbook for the rules. Premier League explanation of the process · Premier League proceedings index
Private hearings, published awards and appeals
Section W proceedings are held in private and are confidential. The League says the Commission’s final award is published. A private hearing and a publicly available final decision are therefore compatible: confidentiality applies to the proceeding, while publication of the final award is a separate step. A party may appeal under Section W to a three-member Appeal Board appointed by the independent chair. One member who has held judicial office chairs the Appeal Board. It may allow or dismiss an appeal, or make another order, including varying the Commission’s order. Premier League explanation of the process

What the public process description does—and does not—tell you
- Investigation is not adjudication: the Board investigates and chooses a procedural response; a Commission decides the complaint referred to it.
- The panel is not the case panel: the Judicial Panel is the expert pool, while a Commission is selected to decide an individual matter.
- A charge is not a finding: the Commission determines whether the Rules were breached; an allegation or referral alone does not resolve that question.
- Rule details can change: numbering and timelines may vary between Handbook versions. Use the edition applicable to the proceeding.
The League’s official proceedings index lists published proceedings commenced under Sections W, X, Y and Z and directs readers to the Handbook for the governing detail. It is a record of published matters, not a substitute for the rules applicable to a specific case. Premier League proceedings index
