The Mahanadi water dispute is a long-running disagreement between Odisha and Chhattisgarh over how the river’s waters should be shared and managed. Union Home Minister Amit Shah chaired a meeting with the two states’ chief ministers on October 1, 2026; reports available as of October 3 confirm the meeting but do not establish a settlement or a detailed outcome.
What is the Mahanadi water dispute about?
The Mahanadi flows from Chhattisgarh into Odisha, making the states’ upstream and downstream interests central to the disagreement. Odisha alleges that projects built in the river’s upper reaches in Chhattisgarh affect water flows downstream in Odisha, particularly outside the monsoon season. Chhattisgarh says it needs water for irrigation, industry and domestic use. These are the states’ positions in the dispute, not findings that establish a specific impact or allocation.
The dispute involves both the effects of upstream projects and the broader management and distribution of the river’s waters. A February 2026 Ministry of Jal Shakti parliamentary answer says the tribunal’s issues for adjudication included six industrial barrages in Chhattisgarh and their alleged impact on downstream flows in Odisha. That description records an issue being considered; it is not a tribunal finding that the barrages caused a particular reduction.
Why does the non-monsoon season matter?
Odisha’s complaint focuses in part on downstream flows during the non-monsoon season. The states’ positions reflect a recurring tension: Odisha is concerned about the water reaching it from upstream, while Chhattisgarh points to its own irrigation, industrial and domestic requirements. The sources cited here do not provide a verified water-volume allocation or flow figure, so the dispute should not be reduced to a numerical claim.

How did the dispute reach a tribunal?
- November 19, 2016: Odisha filed a complaint with the Union government under the Inter-State River Water Disputes Act, 1956, seeking adjudication of the interstate dispute.
- March 12, 2018: The Union government constituted the Mahanadi Water Disputes Tribunal under section 4(1) of the Act and referred the dispute to it.
- August 29, 2020: According to the Ministry of Jal Shakti’s February 2026 parliamentary answer, the tribunal finalized issues for adjudication, including the six industrial barrages and their alleged downstream effects.
A later government answer recorded an extension of the tribunal’s reporting period to April 13, 2026, or until its report and decision, whichever came first. That date has passed; the material available here does not establish a later extension or a final award.
What happened before Amit Shah’s October 1 meeting?
On July 29, 2026, an expanded technical committee chaired by the Central Water Commission chair held its first meeting. On July 30, Union Jal Shakti Minister C. R. Paatil met with the Odisha and Chhattisgarh chief ministers. The government account described progress and consensus on several technical issues and said the states reaffirmed constructive technical consultations. These talks were a parallel effort to address technical matters; they do not, by themselves, settle the tribunal’s adjudication.

Did Amit Shah’s meeting resolve the dispute?
No settlement is established by the reporting available as of October 3, 2026. News reports confirm that Amit Shah chaired the October 1 meeting with the two chief ministers and the Union Jal Shakti Minister, but do not substantiate a specific agreement, decision or final settlement. The dispute therefore remains distinct from the technical progress reported in July: consultations may advance state-to-state discussions, while the tribunal is the forum charged with adjudicating the referred dispute.
