The Great Firewall of China (GFW) is the common name for the system the People’s Republic of China uses to restrict access to the global internet from within mainland China. It is not one literal wall or a single device: it is a combination of filtering and blocking practices operating across network infrastructure and internet services.

What does “Great Firewall of China” mean?

The Internet Society defines the name as “a nickname given to the system used by the People’s Republic of China to restrict access to the global Internet within the borders of Mainland China.” The term most often refers to controls on traffic crossing China’s network boundary, alongside related filtering that affects what users can reach. The Internet Society describes filtering at infrastructure level and at a limited number of cross-border links—not a single centrally located box inspecting every packet. Internet Society overview

The GFW is distinct from all other forms of online control. Network-level blocking, content moderation by platforms, platform rules and data regulation can be related, but they are not interchangeable terms. The Internet Society characterizes the controls as supported by laws establishing data-localization and transfer regimes, including cybersecurity review for some transfers; that is a high-level description, not a complete account of Chinese law.

How does the Great Firewall work?

Documented mechanisms include interference with domain lookups, blocking destination addresses, inspecting unencrypted traffic and disrupting connections based on information visible during encrypted connections. The exact rules and deployment are not fully transparent and can change. RFC 9505 surveys censorship techniques; it is not a complete public specification of the GFW. RFC 9505

DNS interference

When a device looks up a domain, a censor can race the legitimate UDP DNS response and inject a forged answer. The incorrect address or other disruption can prevent the user from reaching the intended site. This is one documented technique, not a guarantee that every blocked domain is handled this way. USENIX study of web censorship

IP address blocking

Filtering systems can block traffic to selected IP addresses or ranges. Because multiple websites can share an address, this method may affect more than the intended hostname. Internet Society overview

HTTP inspection

Ordinary HTTP is unencrypted, so a filter can inspect fields such as the hostname, URL or content for matches. A documented response is to inject TCP reset packets when a censored host or keyword is detected. USENIX study of web censorship

HTTPS and visible hostnames

HTTPS normally encrypts the URL path and page content, but it does not necessarily hide the hostname from a network observer. Historically, the requested hostname is visible in the TLS ClientHello through Server Name Indication (SNI), which can let a filter drop connections to selected domains. RFC 9505 also notes that QUIC’s initial ClientHello protection does not effectively conceal it because the initial keys derive from a visible value. RFC 9505

Encryption therefore limits what a passive observer can read; it does not automatically make a connection unreachable by filters. The hostname, destination address and traffic patterns may still provide signals.

Classifying some encrypted traffic

A 2023 study reported a passive system that used heuristic signals to identify and block some encrypted circumvention traffic, including Shadowsocks, VMess and Obfs4. The researchers estimated that applying the studied rule broadly could potentially affect about 0.6% of normal internet traffic as collateral damage. That is an estimate for a broad-application scenario, not a measured share of all traffic actually blocked in China; the finding does not mean all encrypted traffic is blocked. Does the Great Firewall block every foreign website?

No. A site’s accessibility can depend on the exact address, connection method, network and time. A homepage may behave differently from a particular page; HTTP and HTTPS versions may also produce different results. Blocking can be partial or intermittent, so a result for one URL does not establish the status of an entire website. GreatFire’s FAQ explains why a site may open for one person despite a “blocked” result, and why HTTP and HTTPS can differ. GreatFire FAQ

Historical study results show why counts need dates and methods attached. In a nine-month measurement period reported at USENIX Security 2021, the GFWatch study authors tested an average of 411 million domains per day and detected 311,000 domains in the GFW’s DNS filter. They also found 41,000 innocuous domains matched the studied DNS filters, evidence of overblocking in that measured rule set. These are study findings, not current counts of all blocked sites. Why might a site open on one network but not another?

Filtering can vary by network operator, location and measurement time. A site can also load on one protocol or path but fail on another. Thus, two users—or the same user at different times—can see different results without either observation disproving the other.

GreatFire tests an exact URL, including its scheme, hostname and path, using several probes inside mainland China and an outside control, normally in the United States. The probes check for signals including connection resets, DNS poisoning, redirection to a mainland China server, and a failure to load when the outside control succeeds. Its headline verdict reflects conclusive tests over the preceding 90 days; inconclusive results are not proof that access is clear. GreatFire testing method

GreatFire also cautions that its probes cover only a few fixed places. A “not blocked” result means those probes reached the tested address; it does not establish that every user in mainland China can reach it. For a meaningful comparison, record the exact URL, the test date or aggregation window, the mainland probe and outside control, the observed failure signal, and whether the result was conclusive or intermittent.

What does a blocking test actually prove?

A test supports a claim about a particular address observed from specified network vantage points during a defined time window. It does not, by itself, prove a permanent nationwide block. Prefer reports that identify the exact URL and date, explain where the probes and control were located, and distinguish a conclusive result from intermittent or inconclusive failures.
