“Russia’s everything app” is a loose label for a platform that brings communication together with other digital services—not a formal product category or a promise that one app does everything. The label described VK’s broad ecosystem in 2023; today, MAX is the newer messenger and services platform being developed toward that role.
What does “everything app” mean?
An everything app, also called a super-app, combines functions that people might otherwise use separate apps for. That can mean messaging and media alongside payments, bookings, document tools, or government-linked services. There is no official checklist or certification: the phrase describes a platform strategy, and the services included can change over time.
For Russia, the answer depends on when the phrase is used. In 2023, NATO StratCom COE called VKontakte “VK, the Kremlin’s Everything App,” referring to VK’s expansion beyond social networking into areas such as payments, messaging, short video, documents, video hosting, and videoconferencing. The report also discussed VK’s role in state and business workspaces.

MAX is the newer platform most closely associated with Russia’s current national-messenger and super-app project. VK says MAX launched on 26 March 2025. It combines messaging and calls with additional services and government-linked digital features, but it is still developing; not every feature is necessarily mature, universally available, or integrated into one seamless experience.

MAX’s official site presents it as an app for communication and everyday tasks. Its listed functions include text chats, audio and video messages, animated stickers, large-file sharing, calls, author channels, and document functions such as age confirmation and online signing. These are the company’s published product descriptions, not independent test findings.
What does MAX offer, and what is still developing?
VK’s H1 2025 report describes a staged rollout. The distinctions matter: an announced agreement, a pilot, or a test does not mean a feature is broadly available to all users.

The MAX site currently advertises age confirmation and online document functions. That current product description should not be conflated with the narrower deployment details in VK’s 2025 Digital ID pilot announcement.
How large is MAX, and how do its audience figures compare?
On 2 October 2026, VK reported more than 90 million daily users, over 140 million app installs, 1.9 billion messages per day, and approximately 34 million calls per day for MAX. These are company-reported figures, and the measures are different: installs are not the same as users, while daily users are not the same as monthly audience. VK’s release provides the figures.

For context, VK reported 92.5 million average monthly users in Russia for VKontakte in Q2 2025, citing Mediascope. That is a monthly audience measure for VKontakte, not a MAX daily-user figure, so the numbers are not directly comparable. VK’s investor materials provide the VKontakte figure.
NATO StratCom COE also summarized VK’s Q3 2023 results as reporting more than 95% monthly reach and 76 million daily active users for VK services. Those figures are historical context, not current reach or a measure of MAX adoption. The brief identifies them as VK’s reported figures. None of these measures by itself establishes that MAX has replaced competing services or that users use every integrated feature.
What does MAX’s privacy policy say?
MAX’s privacy policy, revised 25 September 2026, lists several categories of information it may process. These disclosures describe the company’s published policy; they are not an independent security audit or proof of how every case is handled.
- Account details: information such as a user’s name and phone number.
- Technical and interaction data: device, IP address, operating system, browser, location, and activity information.
- Contacts: address-book data if the user authorizes access.
- Cookies and service use: the policy says usage and channel data may support service provision and personalization, including content and advertising.
- Government-system data: information from Russian government information systems when a user consents to a relevant Digital Service.
The policy says disclosures to executive and judicial authorities are made on legal grounds in response to official lawful requests. It says the company conducts a legal assessment and provides only the minimum data required by applicable law. That is the policy’s description of its process; it does not establish how often requests occur or independently verify outcomes. Read MAX’s published privacy policy.

The practical consideration is that MAX brings communications, everyday services, and some government-linked functions into one platform, while its published policy describes collection across account, device, usage, authorized-contact, and consent-based government-service categories. People weighing convenience against privacy or institutional dependence should review the policy and decide which permissions and integrated features they want to use.

“Is MAX Russia’s version of WeChat?” is a useful shorthand question, but it should not be treated as proof of equivalence. Both the “everything app” and “super-app” labels are broad descriptions. MAX’s documented functions and rollout are evolving, and the sources above do not establish that it matches WeChat’s full service breadth, maturity, reach, or operating model.
For a meaningful comparison between any super-apps, look separately at service breadth and maturity, government identity or service integration, audience and geographic reach, data governance, and how voluntary adoption is. Those dimensions tell more than the label alone.
