Radio spectrum is the shared range of radio frequencies used for wireless communications. For satellite communications, international rules identify which services may use particular frequency bands and under what conditions; they do not give every satellite operator automatic permission to transmit. The rules are coordinated internationally through the International Telecommunication Union (ITU), then applied through national authorizations.
What radio spectrum means
Radio spectrum is the range of radio frequencies used to carry wireless signals. Because many systems rely on it—including satellites, terrestrial networks, and safety services—it is a limited shared resource. Rules are needed to let services operate while limiting harmful interference.
The ITU describes the goal as equitable access and rational use of radio-frequency spectrum and geostationary satellite orbits, which are globally shared and limited natural resources. Its framework also supports efficient operation of radiocommunication services and the introduction of new technologies. ITU announcement, 28 August 2024
Who sets the international rules?
ITU Member States establish the international framework through the Radio Regulations, a treaty that covers sharing spectrum among terrestrial and space services. The treaty includes a Table of Frequency Allocations showing which radiocommunication services may use each frequency band, subject to conditions. The 2024 edition of the Radio Regulations incorporates the results of WRC-23 and entered into force on 1 January 2025. The ITU announced the updated edition on 28 August 2024. The ITU announcement says the electronic edition is available to download free.
WRC-27 agenda topics include satellite earth stations in motion, gateway access, sharing conditions, equitable access to some satellite bands, and regulatory issues involving non-geostationary systems. How satellite allocations are defined
A satellite allocation is not just a frequency range. To understand what a band permits, read the applicable table entry and its conditions. Satellite services include fixed-satellite service (FSS), mobile-satellite service (MSS), and broadcasting-satellite service (BSS). An allocation may also specify the direction of transmission:

- Space-to-Earth: a transmission from a satellite to a ground station or receiver, commonly called a downlink.
- Space-to-space: a link between satellites, where an allocation provides for it.
The same frequency range can have different allocations or conditions in the ITU’s three regions. Entries may also depend on footnotes, sharing conditions, or technical limits. A band chart without those details can therefore give a misleading impression of universal access. ITU’s satellite frequency-coordination explainer discusses regional and technical distinctions.

What allocation does—and does not—authorize
An allocation identifies services that may use a band under the treaty framework. It is not an individual operator’s license, nor does it by itself establish that a specific network can transmit at a particular location. Actual use also depends on the service and link direction, applicable technical conditions, international coordination procedures, network filings, and domestic rules.
Satellite networks and administrations use ITU procedures that include coordination under Article 9 and notification under Article 11 of the Radio Regulations. Coordination addresses how networks and services can share frequencies and orbital resources while managing interference. It is an international process, not a replacement for national licensing. Countries implement the international framework through their own authorizations and rules. Anyone assessing a particular network or place of operation should check the current Radio Regulations and the relevant national regulator rather than infer permission from a general satellite-band listing.
Why coordination matters
Multiple services and networks may seek to use the same or nearby frequencies. Without compatible technical conditions and coordination, transmissions can interfere with one another. The framework is intended to balance access, efficient use, compatibility, and protection of existing services. It also helps preserve frequencies used for distress and safety communications. Satellite orbits associated with spectrum use are limited resources as well. The ITU’s satellite-orbit regulation overview explains the connection between frequency use and orbital coordination.
How to assess whether a satellite band applies
For a real system, use the relevant allocation table and national rules together. Check these factors before treating a band as available:
- Service type: determine whether the proposed use is FSS, MSS, BSS, or another defined service.
- Link direction: confirm that the allocation covers the intended Earth-to-space, space-to-Earth, or space-to-space transmission.
- ITU region: identify the region that applies and read its table entry rather than assuming a global rule.
- Allocation status and footnotes: check whether the allocation is primary or secondary and whether footnotes or sharing conditions constrain it.
- Coordination and filings: account for the applicable ITU coordination and notification procedures for the network.
- National authorization: confirm domestic licensing and operating requirements for the relevant country and location.
These details can change the legal and technical answer even when two bands have similar frequencies. A satellite service allocation somewhere in the world is not, on its own, a global right for a particular system to use that band.
