Monokle is Android surveillance malware, not a consumer app. In 2019, security firm Lookout linked it to Russia’s Special Technology Centre (STC), a St. Petersburg-based contractor, based on technical indicators including infrastructure shared with Android security applications Lookout associated with STC. That is a researcher attribution, not a court finding. The reporting documented highly invasive capabilities, but the sources here do not establish whether Monokle is still deployed in 2026.
What is Monokle?
Monokle is the name Lookout gave to targeted Android surveillanceware. Lookout said it first encountered a sample in 2018. Its 2019 report described the malware as appearing in a very limited set of applications, which the company considered consistent with targeted campaigns—not evidence of widespread infection.
Lookout reported that its data indicated continued deployment in 2019. That observation is historical: it does not establish Monokle’s activity today, the number of people affected, or a complete list of victims.
What could the Android spyware do?
Lookout reported that Monokle abused Android accessibility services to collect information from other applications without requiring root access. Accessibility services are designed to help people interact with devices; malware that misuses them may be able to observe or manipulate information displayed in apps.

Capture unlock credentials and infer interests
Lookout said Monokle could record the screen around a device-unlock event in an attempt to capture a PIN, pattern, or password. The report also described predictive-text dictionaries that could help infer a target’s interests. These are reported capabilities, not proof that every sample captured credentials or used the dictionaries successfully.
Collect device, account, and activity data
MITRE ATT&CK’s profile catalogs capabilities reported in the underlying research, including capturing screen and audio, collecting contacts and call history, and gathering device and network information. The profile records reported behavior; it does not show that every capability was present or exercised in every infection.

Use a trusted certificate for interception
Lookout described Monokle as able to install an attacker-specified certificate into the device’s trusted store, a capability intended to facilitate adversary-in-the-middle interception. A certificate installation does not automatically expose all communications: interception depends on the surrounding conditions and the applications’ handling of certificates.

The malware could communicate with command-and-control infrastructure, enabling operators to interact with an infected device. Lookout’s 2019 technical report included a list of more than 80 indicators of compromise—network or file indicators defenders could use to identify possible activity. That figure describes the report’s indicator list, not infections or victims.

Why did Lookout link Monokle to Russia’s STC?
Lookout assessed that Monokle was developed by STC, a St. Petersburg-based organization. A central part of its attribution argument was that Android security applications Lookout associated with STC shared infrastructure with Monokle. The report also said STC had developed those applications for a government customer, citing a developer; it did not independently establish the customer’s identity.
This is a technical-research attribution, not a judicial determination. CyberScoop’s contemporaneous July 24, 2019 coverage quoted Lookout threat research head Christoph Hebeisen saying the company had seen evidence of Monokle being actively developed for years and had no reason to believe work was not continuing. That statement reflects the assessment at the time, not confirmation of activity in 2026.

Who was reportedly targeted?
CyberScoop reported in July 2019 that Lookout identified people interested in Ahrar al-Sham and individuals living in or associated with the Caucasus region among target interests. This does not amount to a comprehensive victim list, and the reporting does not justify inferring particular victims’ identities or locations.

The 2019 reporting discussed indicators that iOS development might be underway. MITRE ATT&CK likewise says code artifacts suggested an iOS version may have been in development. Neither establishes that a functioning iOS implant was released or used.

How can Android users reduce spyware risk?
India’s Cyber Swachhta Kendra alert recommends installing apps from reputable marketplaces, reviewing app details and permissions, avoiding untrusted links and sources, and applying Android updates. Google defines sideloading as loading an app from an unknown source rather than through Google Play. Sideloading is a risk consideration, not proof that every app installed outside Play is malicious.
- Check the source and developer. Prefer reputable marketplaces and scrutinize an app’s publisher, description, and reviews before installing.
- Review permissions. Be cautious when an app requests access that does not fit its purpose, especially access that lets it observe or control on-screen activity.
- Avoid unexpected links and downloads. Do not install an app just because a message or website urges you to do so.
- Install Android updates. Updates can address security weaknesses, although they cannot guarantee that a device is free of spyware.
- Use security tools as one layer. Mobile security software may help detect threats, but no app store, antivirus product, or single precaution can promise to prevent all spyware.
Lookout said its own customers had been protected since early 2018. That is the vendor’s statement about its service, not an independent guarantee for other devices or users.
