Mobility as a Service (MaaS) connects transport options and journey information in a coordinated service—often a digital platform—so people can plan, and sometimes book and pay for, trips using more than one mode. The key is integration: a service may bring together buses, rail, taxis, or shared cycles, but its actual coverage and transaction features depend on local operators and their data and ticketing arrangements.
What does Mobility as a Service mean?
The UK Department for Transport defines MaaS as “the integration of various modes of transport along with information and payment functions into a single mobility service.” The department’s 2023 code of practice attributes this definition to its 2019 Future of mobility: urban strategy.
In practical terms, MaaS brings together different ways to travel and the information needed to use them. A platform might combine public transport with taxis and hired or shared cycles, then show routes, timetables, fares, availability, or disruption updates. If participating operators support it, the platform may also handle reservations, ticket purchases, or payment.
Japan’s Ministry of Land, Infrastructure, Transport and Tourism describes MaaS as matching individual travel needs by combining mobility services and bringing search, reservation, and payment together. It also describes possible links to services at destinations, such as tourism and healthcare.

How does MaaS work?
- It gathers transport information. Operators or other providers share details such as routes, schedules, fares, availability, and service disruptions.
- It combines options into a journey. The platform presents ways to connect modes, such as travelling by train and then taking a bus or bicycle.
- It may support transactions. Depending on agreements with operators and local ticketing systems, a user may be able to reserve or pay for some or all of the trip in the same service.
The experience depends on reliable, timely data and workable arrangements between the platform and operators. Missing data, incompatible ticketing systems, or limited participation can leave modes out or split planning, booking, and payment across separate services.
What can a MaaS service let you do?
There is no single feature set shared by every MaaS platform. Some combine journey information for several modes but do not sell tickets; others support booking or payment for only selected operators or legs. A one-app journey is therefore a possible service design, not a guarantee that every trip can be completed in one transaction.
The UK Department for Transport’s 2023 code names Citymapper and Whim as examples of MaaS features, including booking or combining modes where available. Those examples describe features documented in that code, not a guarantee of their current coverage or availability.

What are the potential benefits of MaaS?
By making multimodal options easier to find and coordinate, MaaS could make trip planning and payment more convenient, help people tailor journeys, and improve connections to jobs, healthcare, and communities. A platform could also make public transport and shared mobility easier to access and present information about emissions or active-travel benefits.
These are potential benefits, not automatic results. They depend on which services are included and how the platform presents choices. MaaS itself does not guarantee lower costs, complete geographic coverage, accessibility, or more sustainable travel.
What are the challenges and risks?
- Incomplete coverage and information: If operators do not share accurate, timely data, some modes may be missing and journey recommendations may be less useful.
- Accessibility and offline support: Useful services need accessible route and transfer information, support for passengers with different needs, and alternatives for people who cannot readily use online services.
- Choice and algorithmic bias: Ranking systems can reflect historic or social inequalities. Clear explanations and meaningful user control over how options are displayed matter.
- Responsibility when plans fail: A traveler should be able to understand who handles disruption support, refunds, and problems during transfers when a trip involves multiple providers.
- Personal data: Journey and location information requires careful handling, especially when it is sensitive or described as anonymized.
How can you assess a MaaS platform?
Before relying on a service for a trip, check what it actually integrates rather than relying on the MaaS label alone:

- Which transport modes, operators, and areas are covered?
- Does it provide information only, or can you also book and pay? Which parts of a journey are included?
- Are route, timetable, fare, availability, and disruption details current and complete?
- Does it provide accessibility and transfer information, along with support if you cannot use the app?
- Are responsibility for disruptions and refunds, and the use of personal data, explained clearly?
Where is MaaS being developed?
Official initiatives show that MaaS is being developed through local and national programs, but their counts describe particular programs rather than worldwide adoption.
