License plate recognition is technology that captures an image of a vehicle’s plate and uses optical character recognition (OCR) or similar software to convert its characters into text. A system can attach the read to a time and location, then compare it with a database or vehicle list. In the UK it is commonly called automatic number-plate recognition (ANPR); in the US, license plate recognition (LPR) or automated license plate reader (ALPR).

How does license plate recognition work?

  1. Capture: A camera records an image of a vehicle and its plate.
  2. Read: Software locates the plate in the image and interprets its characters as text using OCR or similar methods.
  3. Record context: The system may associate the read with details such as when and where it was captured. In the UK law-enforcement context, the Home Office defines an ANPR read as a vehicle registration mark interpretation associated with time and location; its read record includes the registration mark, time, location, and camera identifier. This is a UK standard, not a universal specification for all systems. Home Office National ANPR Standards
  4. Compare or alert: Some systems compare the text with a database or list of vehicles of interest and can alert an operator when they find a match.

The precise equipment and functions vary by system. A plate read is a software interpretation of an image, not the same thing as a person independently confirming a vehicle’s identity.

Where is license plate recognition used?

LPR systems may be deployed in fixed, mobile, or portable configurations. The National Institute of Justice’s overview describes these system types and identifies lighting, vehicle speed, accuracy, location, communications, and cost as considerations for agencies planning a deployment.   • Fixed: Cameras are installed at a set location.
  • Mobile: Cameras operate from a moving vehicle or other mobile platform.
  • Portable: Equipment can be moved between locations.

These labels describe deployment styles, not a guarantee of identical capabilities. The NIJ overview does not establish one accuracy figure that applies to every system or operating condition, so a general percentage would be misleading.

What information can an LPR system record?

At minimum, recognition involves a plate image and the text interpreted from it. Depending on the system, the read may also be associated with time, location, or a camera identifier, and may be checked against a list. A record connecting a vehicle registration to a time and place can reveal information about a vehicle’s movements, which is why data handling and access controls matter.

What are the privacy and legal considerations?

Rules depend on where the system operates, who runs it, and why it is used. In the UK National ANPR Capability and law-enforcement context, the Home Office standard treats ANPR read data as personal data under the Data Protection Act 2018 context and says access must be proportionate, taking account of effects on rights and freedoms. Those requirements should not be assumed to apply unchanged to a business system or to another country. The Home Office also discusses operation and privacy expectations in its UK-specific ANPR privacy impact assessment; operators and users should check the law applicable to their own circumstances.

What should you consider when evaluating an LPR system?

There is no single performance figure or product ranking that makes sense for every deployment. Relevant questions include:

  • Is a fixed, mobile, or portable setup appropriate for the location and use?
  • Can the cameras capture usable plate images under the expected lighting, traffic speed, and placement conditions?
  • How are reads transmitted and stored, and who can access them?
  • How long are records retained, and what rules govern their use and deletion?
  • What are the full system and operating costs?

The NIJ planning overview identifies several of these dimensions, but it dates from 2012; it is useful for broad planning considerations, not current product availability or a current performance comparison.
