Flicker fusion frequency (also called critical flicker fusion frequency, or CFF) is the rate at which a flickering light stops looking intermittent and appears steady to an observer. It is a perceptual threshold, not a fixed refresh-rate limit shared by everyone: the measured value depends on the light, viewing conditions, and observer.
What does flicker fusion mean?
When a light turns on and off quickly enough, the visual system may no longer perceive separate flashes. The transition point is called the flicker fusion threshold. Below an observer’s threshold, the light can appear to flicker; above it, the light appears continuous. Ganesh and colleagues define CFF as “the critical frequency above which a flickering light source appears steady to the observer” (Advances in Physiology Education, 2017).
CFF is a psychophysical measure related to temporal visual processing: it describes how perception responds to a changing visual stimulus under specified conditions. It is not a single biological cutoff for all vision, nor does it describe every aspect of visual performance (Critical Flicker Fusion Frequency: A Narrative Review).

The threshold changes with the stimulus and the conditions in which it is viewed. Relevant factors include flicker frequency and depth, mean illumination, color or wavelength, the part of the retina receiving the stimulus, ambient light, viewing distance, and stimulus size. Observer factors such as age and fatigue can also affect a measurement (Ganesh et al., 2017).

Brightness is particularly important: CFF depends on stimulus intensity, and experimental work describes a relationship between CFF and the logarithm of luminance over a specified range. That relationship should not be treated as unconditional or applied without regard to the setup (Webvision, NCBI Bookshelf).
Consequently, a number reported as “the” human CFF is incomplete unless it is tied to the stimulus, viewing arrangement, observer, and measurement procedure. A threshold measured with one color, brightness, or retinal location need not match a result obtained under different conditions. Early work on measuring CFF explicitly controlled retinal location, intensity, spectral composition, and interruption frequency (Journal of General Physiology, 1933).
How is critical flicker fusion frequency measured?
Researchers present a flickering stimulus and determine the point at which the observer’s report changes between “flickering” and “steady.” Common psychophysical procedures include the method of limits, method of constant stimuli, and staircase procedures. The selected method and stimulus conditions belong with the result because they can affect both the time required and the measured threshold (Eisen-Enosh et al., 2017).

Methods compared in a 2017 study

In that study, Eisen-Enosh and colleagues reported a correlation of r = 0.92 (p ≪ 0.001) between staircase and constant-stimuli measurements, with Bland–Altman 95% confidence-limit variation of ±3.6 Hz. These figures describe agreement between those two methods in that study’s setup; they are not a universal error range for CFF testing (Scientific Reports, 15 November 2017).

A CFF value can help researchers study temporal aspects of visual processing, and the measure has been discussed for possible clinical or other research applications. Its meaning depends on the protocol, stimulus, and population being assessed (Critical Flicker Fusion Frequency: A Narrative Review).
- Interpret the value in relation to the test’s brightness, wavelength, modulation, stimulus location and size, viewing conditions, and procedure.
- Compare values only when the measurement conditions and relevant population are sufficiently alike.
- Do not treat a CFF result by itself as a diagnosis or as a universal boundary between normal and abnormal vision.
A consumer display, generic strobe, or light meter is not automatically interchangeable with a controlled CFF measurement. Research measurements require control of stimulus timing and optical conditions; the apparatus and protocol matter as much as the threshold value (Journal of General Physiology, 1933).
