Former Austrian chancellor Sebastian Kurz co-founded Dream Security with Shalev Hulio, the former head of NSO Group, and business partner Gil Dolev. The company was initially presented as a cybersecurity provider for critical infrastructure; later reports describe a broader mix of artificial intelligence and cyber-defense products. Hulio’s NSO background—and NSO’s Pegasus spyware controversy—is relevant context, but the available reporting does not establish that Dream makes or sells Pegasus.
What is Dream Security?
Dream Security is an enterprise cybersecurity and artificial-intelligence company co-founded by Kurz, Hulio, and Dolev. In its October 2022 coverage, Austria’s ORF described it as a Tel Aviv-based company aiming to protect critical infrastructure, including energy, water, and health services. Kurz said the need to protect such infrastructure from cyberattacks was growing.
Later reporting presents a wider focus on AI and cybersecurity for governments and infrastructure operators. Those descriptions indicate the company’s stated market and purpose; they are not independent evaluations of its products or their effectiveness.
Who founded the company, and when?
The founders named in reporting are Sebastian Kurz, Shalev Hulio, and Gil Dolev. ORF reported in October 2022 that Dream had been founded, while its February 2025 report described the company as founded in early 2023. Salzburger Nachrichten, carrying APA reporting in June 2026, also gave 2023 as the founding year. The reports therefore differ on the precise founding date.
#1 Best Overall
ORF’s 2022 article said Kurz was expected to take a president role. The June 2026 Salzburger Nachrichten report described him as co-founder and president, Hulio as co-founder and CEO, and Dolev as a co-founder.
What does Dream Security say its products do?
In a June 2026 report, Salzburger Nachrichten relayed Dream’s descriptions of three products. These are company-stated functions, not independently tested capabilities.
| Product | Reported description |
|---|---|
| Atlas | Organizes sensitive data to support decision-making. |
| Sphere | A cyber-defense offering. |
| Hero | Helps identify previously unknown vulnerabilities. |
Is Dream Security connected to Pegasus?
The connection in the reporting is through Hulio’s career: he formerly led NSO Group, the Israeli technology company associated with Pegasus. Pegasus became the subject of extensive reporting and investigations into surveillance of journalists, politicians, and activists.

That history is a reason for scrutiny, but it is not evidence that Dream sells Pegasus or has used its products for surveillance. The reporting cited here does not establish either claim, so NSO’s record should not be attributed to Dream without evidence.

How much has Dream raised, and what is it valued at?
Press reports cite two fundraising announcements. The dollar amounts and valuations below are reported figures, not audited financial statements or proof of profitability.
| Report date and source | Reported investment | Reported valuation | Other reported details |
|---|---|---|---|
| February 2025, ORF | $100 million, led by Bain Capital | $1.1 billion | ORF reported that Kurz held about 15% and that the company had around 150 employees, citing company information. These are figures from that report, not current headcount or ownership data. |
| June 2026, Salzburger Nachrichten / APA | $260 million | $3 billion | Reported as a Dream fundraising announcement. |
In the 2026 report, Kurz characterized his holding as “highly profitable.” That is his description; the reported valuation and fundraising do not independently establish Dream’s revenue or profitability.

Were Austrian government contracts or deployments confirmed?
A 2025 written parliamentary question from opposition members asked Austria’s finance minister about possible ministry contacts, contracts, and use of Dream products. The document records questions raised; it is not a ministerial answer and does not prove that a contract or deployment existed.
