Direct carrier billing (DCB) is a payment method that puts an eligible purchase on your mobile account or phone bill. Instead of paying the merchant directly with a bank card, you choose a carrier-billing option at checkout and the mobile operator handles the charge through its billing arrangement.
What direct carrier billing means
Direct carrier billing is also called direct operator billing or carrier billing. Checkout labels can include “Charge To Bill,” “Charge To Mobile,” or “Charge-to-mobile.” The exact name and steps vary by provider and country.
DCB is a way to pay, not necessarily the name of the company that sold the item or service. Digital content is a common use, but the term can also cover other products or services where local rules and the operator allow them.

- Choose the payment option. At checkout, select the carrier-billing choice offered for your account or device.
- Complete the confirmation steps. Follow the prompts provided in that market. There is no single confirmation sequence that applies to every carrier or merchant.
- The charge goes through the operator’s billing arrangement. Depending on the service, it appears on the mobile account or phone bill.
For the specific confirmation process, check the merchant’s or operator’s current instructions. Availability can depend on the merchant, carrier, account, and jurisdiction.

What you can pay for with DCB
Digital content is a central use case. BEREC’s 2021 report describes DCB as billing digital content services or other products and services directly to an end-user’s mobile phone bill. As a country-specific example, Bangladesh’s regulator lists app-store and in-app purchases, online utility-bill payments, e-ticketing, and electronically consumable goods among permitted categories in Bangladesh. Those examples do not mean the same purchases are available everywhere.
DCB may be useful if you prefer to pay through a mobile account or do not use a bank card. That convenience alone does not establish that carrier billing is cheaper, safer, or more secure than another payment method.

How DCB differs from premium SMS
Direct carrier billing and premium SMS are distinct methods, although both can result in third-party charges on a phone bill. In a 2014 consumer-protection discussion, the U.S. Federal Trade Commission described a trend away from premium SMS toward charges placed through mobile websites or apps using DCB. The distinction matters when identifying how a charge was made; the label on a bill may not tell you which service provider sold the item.

- Read the billing label carefully. It may identify the payment mechanism rather than the seller or service provider.
- Ask your phone provider who supplied the service. Ofcom recommends this when relevant service messages or short codes appear and the provider is unclear.
- Check the service’s price and terms. Confirm what was purchased and how the service works.
- Use the applicable complaint or dispute process. Follow your carrier’s instructions and your local regulator’s current guidance; rights and refund rules differ by jurisdiction.
BEREC’s 2021 report describes consent in its covered context as a freely given, specific, informed, and unambiguous indication of agreement, such as a statement or clear affirmative action. That report wording should not be treated as a universal legal rule: the requirements that apply depend on local law.

Why availability and rules vary
There is no single global DCB checkout, eligibility rule, transaction limit, fee, or refund policy. Supported merchants and purchase categories depend on operator arrangements and local regulation. For example, Bangladesh’s regulator describes categories permitted in Bangladesh, while that list does not establish what a carrier elsewhere will accept.
The sources relevant to this definition span different dates: the FTC discussion is from 2014, BEREC’s report is from 2021, and the Bangladesh regulator’s page was last updated on February 8, 2022. Check current carrier and local-regulator information before relying on specific eligibility, charges, limits, refund rights, or legal obligations.
