Demand response (DR) is a change in a household’s normal electricity use after a price signal or a request from a utility, retailer, or grid operator. You might reduce consumption for a few hours during a grid event, allow an approved device to adjust automatically, or move flexible use to cheaper hours on a time-of-use tariff.

The financial result depends entirely on the local offer. A program may provide a bill credit, rebate, event payment, or other remuneration; a time-variable tariff can reduce the price of shifted electricity but does not guarantee a lower total bill. Eligibility, device compatibility, event rules, and contract terms matter more than simply owning a smart appliance.

What demand response means

The Federal Energy Regulatory Commission (FERC) defines demand response as:

“Changes in electric usage by end-use customers from their normal consumption patterns in response to changes in the price of electricity over time, or to incentive payments designed to induce lower electricity use at times of high wholesale market prices or when system reliability is jeopardized.”

In practical terms, DR changes when or how much electricity you use. A utility may ask customers to let a thermostat raise the cooling setpoint for an hour, delay electric-water-heater heating, pause vehicle charging, or discharge a home battery. A customer can also respond to a tariff by running a pool pump or charging an electric vehicle during a lower-priced period.

DR is different from several related ideas:

  • Energy efficiency permanently reduces the energy needed for a task, such as replacing an inefficient appliance. DR changes the timing or level of use, often temporarily.
  • An outage or emergency shutoff is an unplanned loss of service. A DR event is normally a voluntary, program-defined action, although the available opt-out rights vary.
  • Time-of-use (TOU) pricing changes the price by hour or day. An event-based DR program instead offers an incentive for changing use when requested. A household can have one, both, or neither.

The grid uses DR when demand is unusually high, wholesale prices rise, renewable output changes, or reliability is at risk. The household’s contribution can be small; programs combine many homes so the total change is useful to the system.

How a household can receive value

Event incentives and bill credits

An event program asks you to reduce or shift load during defined periods. Payment may be an enrollment incentive, an event payment, a bill credit, a rebate, or another form of remuneration. Some offers pay for being available; others pay only when measured performance meets a condition. The program agreement should say whether payment depends on a baseline, the number of events, the amount reduced, or continued enrollment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Participation can be manual: you receive a notification and decide whether to turn down cooling, postpone laundry, or stop charging. It can also be automatic: an enrolled device receives a signal and changes operation according to settings you approved. Automatic control is convenient, but it makes the control limits, override process, and data permissions especially important.

Saving on a time-of-use rate

A TOU tariff charges different prices at different times. Moving flexible consumption from a peak window to an off-peak window can lower the cost of that consumption. This is a price saving, not a separate event payment.

Whether the whole bill falls depends on your actual usage profile. A household that shifts very little, misses the off-peak window, or uses substantially more electricity during expensive hours can pay more after switching tariffs. Compare the complete tariff—including fixed charges, peak and off-peak prices, seasonal rules, and any critical-peak periods—with at least several months of your interval usage before enrolling.

Avoided energy cost

Even without a direct program payment, shifting use can avoid buying electricity at an expensive time. For example, delaying an EV charge until a lower-priced period may reduce the charging cost under a TOU tariff. That benefit is only as large as the price difference and the amount you can move; it is not a guaranteed income stream.

Mechanism What triggers the action How value is delivered What to verify
Event-based DR A utility, retailer, aggregator, or grid signal Bill credit, rebate, event payment, or other remuneration; amount not stated universally in official guidance Event frequency, duration, notice, performance rule, opt-out rights, and payment schedule
TOU pricing The published hourly or seasonal tariff Lower price for electricity used in cheaper periods Whether your measured usage can shift and whether peak costs outweigh off-peak savings
Aggregated DER participation A market or grid signal sent through an aggregator Compensation shared under the aggregator contract Region, market eligibility, revenue split, control authority, term, and exit conditions

Which household loads can respond

Programs select loads that can move in time without creating an unacceptable safety or comfort problem. Common examples include:

  • Air-conditioning and heat-pump systems controlled through a compatible smart thermostat.
  • Pool pumps that can run later or pause briefly.
  • Electric resistance or heat-pump water heaters with approved controls.
  • Home batteries that can charge, discharge, or preserve a reserve according to program settings.
  • Rooftop solar paired with storage or controllable equipment.
  • Electric-vehicle chargers that can delay or vary charging while still meeting a departure time.

Owning a smart thermostat, battery, charger, or other connected device does not by itself make you eligible. The exact model, firmware, communications path, utility territory, and program provider must match. Some programs accept an existing device at no equipment cost; others require a particular provider or installation. Do not buy hardware solely because it is described as “smart” until the utility confirms that model’s eligibility and the expected value exceeds its installed cost.

How participation is organized

Direct utility or retailer programs

Your electricity provider may enroll you directly, send event notifications, and apply credits to your bill. The provider normally defines the eligible service address, device list, event limits, measurement method, and cancellation rules.

Aggregators and distributed energy resources

A battery, EV charger, thermostat, or solar installation is a distributed energy resource (DER). An aggregator can bundle many small DERs and offer the combined capability in a regional wholesale market. FERC’s Order 2222 framework enables such participation in eligible organized markets, but it does not mean that a household independently receives a wholesale-market price.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Participation generally depends on living in the territory of a regional transmission organization or independent system operator (RTO/ISO), plus the rules of the local utility and market. Order 2222 does not apply in Texas ERCOT; ERCOT has its own pilot effort. An aggregator contract determines how compensation is calculated and shared, who can control the device, how performance is measured, and what happens if you leave. Existing retail DR enrollment, a solar arrangement, a battery incentive, or a utility restriction may affect whether simultaneous participation is allowed.

Enrollment: a step-by-step check

  1. Confirm the service territory. Use the utility or retailer serving the address, not the manufacturer’s national eligibility page. Check whether enrollment is open to your rate class and meter type.
  2. Identify the controllable load. Record the device manufacturer, exact model, software version if shown, and whether it is already enrolled in another program.
  3. Ask for the complete compensation rule. Request the amount and timing of any enrollment bonus, event payment, bill credit, rebate, or performance-based payment. Confirm whether the offer is recurring, one-time, discretionary, or conditional.
  4. Read the operating rules. Note expected event frequency, maximum duration, notice period, seasonal window, temperature or charging limits, battery reserve, and whether events can occur on weekends or holidays.
  5. Check control and opt-out settings. Find out how to override an event, how often overrides are allowed, whether an override loses payment, and whether the provider can change settings remotely.
  6. Compare the complete bill impact. Include fixed charges, any new rate, equipment or installation cost, expected savings, and the value of inconvenience. If the offer is aggregated, include the provider’s share and any fees.
  7. Review data and exit terms. Check what device data is collected, who receives it, the contract length, renewal process, early-termination charge, and the procedure for removing the device or changing address.

Estimating whether the offer is worthwhile

There is no defensible national average for household DR earnings in the official material cited for this topic. Program design and local tariffs differ too much for a single figure to represent a typical home. Treat any advertised amount as an offer for a particular territory, device, provider, and time period—not as a market-wide expectation.

Use a net-value calculation before enrolling:

Net annual value = expected program payments + avoided peak-energy cost − equipment and installation cost − fees − estimated cost of inconvenience or backup-energy limits.

For an event program, estimate how often you can realistically respond and whether your normal consumption leaves enough flexible load. A household that rarely runs air-conditioning, keeps an EV unplugged, or needs a full battery for backup may deliver little measurable reduction. A home with substantial flexible cooling, water heating, charging, or storage may have more opportunity, but it may also face greater comfort or charging constraints.

For a TOU tariff, obtain interval or hourly usage if available. Mark which loads can move, then compare the cost of the same load in peak and off-peak periods. Include days when weather, work schedules, or vehicle departures make shifting impossible. A lower off-peak price does not guarantee a lower total bill.

Trade-offs to examine before joining

Issue Questions to ask Why it matters
Comfort How far can cooling or heating change, and for how long? A payment may not compensate for uncomfortable indoor temperatures or impacts on vulnerable occupants.
EV availability Will the vehicle reach the required charge by departure, and can you override charging? Delayed charging is useful only if transportation needs remain covered.
Battery backup What minimum state of charge is reserved, and can events discharge the battery? Event participation can conflict with outage preparation or a solar-storage strategy.
Water heating Can the system recover before showers or other high-demand periods? Short interruptions may be acceptable, but recovery timing affects comfort and energy use.
Contract and data Who controls the device, what data is shared, and how can you leave? An apparently free incentive can be less attractive if control or exit terms are restrictive.
Program interaction Does enrollment affect another rebate, solar export arrangement, rate, or aggregator contract? Stacking incentives is not always permitted, and one program can change the economics of another.

A concrete utility example: PG&E automated response

PG&E’s Automated Response Technology program illustrates why local details matter. Its residential offering is for customers with eligible smart technologies. The program page says events may occur at any time, last one to four hours in a day, and be scheduled either the same day or one day ahead.

The listed technology categories include battery storage, smart thermostats, and EV chargers connected through specified providers. Heat-pump water heaters are identified as a type of equipment that can respond automatically. Providers manage enrollment and may offer customer incentives at their discretion; the PG&E page does not state one universal customer payout.

This example should not be treated as a national template. It shows that the address, device model, provider relationship, event notice, event duration, and incentive terms all need to be confirmed for the particular offer.

Common problems and how to resolve them

“My device is smart, but the program rejects it.”

Check the exact model and supported communications platform. A device may be technically connected yet excluded because the utility supports only certain firmware, installers, or control providers. Ask whether an approved adapter or enrollment pathway exists before purchasing anything.

“I enrolled but received no payment.”

Review the payment trigger. Some programs pay only after a qualifying event, a measured reduction, or a minimum participation period. Verify that the device was online, the account and meter were matched correctly, and no opt-out or override was recorded. Request the provider’s event and baseline calculation in writing.

“Automatic control disrupted charging or comfort.”

Use the program’s override or preference controls and document the event time. Ask whether you can set a departure time, temperature range, or battery reserve. If the controls cannot protect essential needs, compare the value of remaining enrolled with the value of leaving under the contract’s exit rules.

“The TOU rate increased my bill.”

Compare actual interval usage before and after the change, including fixed charges and peak events. Look for loads that were unintentionally moved into the expensive window, seasonal schedule changes, and days when normal routines prevented shifting. If the tariff is not working for your household, ask about the provider’s rate-change or return process.

Location and regulatory limits

The most detailed regulatory and utility examples here are U.S.-focused. FERC and the Department of Energy describe U.S. market and incentive concepts, while Australia’s Department of Climate Change, Energy, the Environment and Water provides household guidance on automation and flexible devices. In every country, the utility or retailer serving the address controls the practical eligibility, tariff, event rules, and payment terms.

Wholesale-market participation is particularly location-dependent. Living in an RTO/ISO region may make aggregation possible, but it does not guarantee acceptance, payment, or permission to combine a wholesale program with a retail one. Texas ERCOT follows a separate framework from the Order 2222 markets described by FERC.

The practical decision

Demand response can turn flexible electricity use into a bill credit, rebate, event payment, or lower-cost consumption. The sensible path is to start with equipment you already own, confirm that the exact device and address qualify, and calculate the net value after fees, comfort limits, charging needs, battery reserves, and other incentives. If the provider cannot explain the event schedule, control settings, measurement method, payment conditions, and exit terms, you do not yet have enough information to estimate what the program is worth.
