Configuration drift is the gap between how a system is configured now and the configuration its team intends, records, or declares. In cloud infrastructure, that often means live resources no longer match infrastructure-as-code (IaC). Detecting a difference is only the first step: a team must decide whether to adopt an intentional change or restore the intended configuration.

What configuration drift means

In an IaC workflow, version-controlled declarations describe the desired configuration, while cloud APIs and other systems hold the live resources. Drift occurs when those two views diverge. AWS describes it as a difference that develops between cloud infrastructure and IaC configuration; CloudFormation identifies drift when actual resource properties differ from the properties expected by a stack template.

The term also applies beyond cloud IaC: any managed system can drift when its current settings stop matching an agreed or recorded baseline. A reported difference is not automatically a security incident, nor proof that the declaration is correct. Defaults, provider behavior, and deliberate operational changes can all explain a difference.

Why configuration drift happens

Changes outside the normal workflow

A person may edit a resource in a cloud console or use a provider API or CLI instead of changing the IaC declaration. The live environment then changes without the version-controlled configuration changing with it. AWS identifies direct, untracked changes and console activity as common sources of drift.

Shared ownership and poor change visibility

Drift accumulates more easily when several people or teams manage shared infrastructure without a coordinated change record. A platform team may not know about a workload team’s adjustment, or vice versa, making it harder to determine which settings are intentional.

Emergency fixes and lifecycle changes

Out-of-band changes can be intentional. CloudFormation documentation notes that operators may change resources directly to respond to time-sensitive events. Service degradation, failures, certificate expirations, and manual changes can also make a resource differ from its original intended settings.

Resources or attributes missing from IaC

A resource that is not tracked in the IaC state or described in the expected template may sit outside the normal management process. HashiCorp’s Terraform walkthrough demonstrates bringing a manually created security group under management by defining and importing it.

Coverage also depends on what is declared. Terraform drift detection reports changes to attributes defined in the configuration; unset attributes may inherit cloud or provider defaults that later appear as differences. HashiCorp recommends explicitly setting attributes that are operationally critical.

What can go wrong

  • Security exposure: A changed rule may expose a resource or data that was intended to be restricted. HashiCorp’s tutorial illustrates this with a security-group CIDR changed from a restricted range to 0.0.0.0/0; that is an example, not an inevitable result of drift.
  • Surprise during deployment: A later Terraform plan may discover live changes that are absent from code. Operators may need to pause planned work and review a large execution plan before proceeding.
  • Complicated stack operations: AWS warns that out-of-band CloudFormation changes can complicate stack updates or deletions. AWS CloudFormation documentation says, “Resolving drift helps to ensure configuration consistency and successful stack operations.”
  • Inconsistent environments: If environments change independently, reproducing a setup or applying the same security and operational standards becomes harder. AWS recommends regular baselining and making environment changes through IaC.

How drift detection works—and what it can miss

Terraform plans and state

terraform plan -refresh-only inspects how Terraform’s state would change to reflect live infrastructure and lets an operator review the observed differences. Applying a refresh-only operation updates Terraform state; it does not itself modify infrastructure. A regular plan or apply can instead propose changes intended to reconcile live resources with configuration, so review the proposed actions before applying them.

HCP Terraform health assessments

HCP Terraform health assessments compare actual infrastructure settings with resources recorded in workspace state. HashiCorp describes these as non-actionable, refresh-only plans: the assessments do not update state or infrastructure configuration. The product documentation describes scheduled and on-demand assessments; check current HCP Terraform documentation for availability and requirements, which can change.

AWS CloudFormation drift detection

CloudFormation compares actual resource properties with the expected properties in a stack template, including parameter values, and can report individual resource details. It only checks resource types that support drift detection. Unsupported types are marked NOT_CHECKED, so a clean report is not proof that every resource was examined.

Comparison boundaries and apparent differences

Terraform coverage is limited to resource attributes defined in configuration. CloudFormation coverage depends on resource-type support. Comparison semantics matter, too: CloudFormation notes that values such as 1024 MB and 1GB can represent the same quantity yet differ textually and produce a drift result. Provider defaults for unset Terraform attributes can also appear as differences. Inspect what the tool compared and how values are normalized before treating a report as a real configuration problem.

How to reconcile a detected difference safely

  1. Inspect the finding. Identify the resource and properties involved. Check whether the resource type and attributes are covered, and whether an unset default or equivalent value explains the difference.
  2. Establish intent and ownership. Review the change record or incident context. Find out who made the change, why it was made, and whether it is still needed. An urgent out-of-band adjustment may be intentional.
  3. Choose the desired state. If the live change is valid, update IaC so it describes and manages that state. If it is not wanted, plan a reviewed corrective action to return the resource to the declaration. If a resource should be managed but is not tracked, define it and bring it into management, for example by importing it into Terraform state.
  4. Review the proposed impact. Examine a Terraform plan or the equivalent proposed action before applying it. Reconciliation may revert a manual change, and a large change set deserves particular scrutiny. Do not automate remediation without clear intent and safeguards.
  5. Verify and communicate. Run detection again, confirm the chosen configuration is represented, and record the disposition so another team or later deployment does not reintroduce the same change.

Preventing drift in day-to-day operations

  • Make IaC the routine path for changes. Use version-controlled infrastructure definitions for deployments, updates, and new environment features so changes can be reviewed, tested, and reproduced.
  • Test in staging. AWS recommends a separate staging environment for testing changes before production to reduce disruption or errors.
  • Declare critical attributes explicitly. Set operationally important Terraform attributes even when a provider supplies a default; otherwise, drift detection may not cover them.
  • Encode standards and validate them. Terraform preconditions, postconditions, input constraints, and policy engines such as Sentinel or OPA can express requirements. Configuration-level checks still depend on module authors and users including or consuming them; organization-level policy can enforce broader rules.
  • Coordinate shared ownership. Define responsibilities, protect controls from unauthorized modification, and communicate platform changes to workload teams.
  • Use recurring and targeted checks. Scheduled checks provide ongoing visibility; on-demand checks are useful after a suspected change or incident. Their value depends on product coverage and execution requirements.
  • Maintain an inventory. Identify resources outside IaC and bring those that should be controlled under management.

Choosing a drift-management approach

Terraform and CloudFormation follow different state and template models, so there is no universal winner. Compare them—and any tool already in your workflow—on the questions that affect your operations:

Decision point What to check

Policy and validation Can you express required settings and enforce organizational rules with configuration checks or policy?
Reconciliation Can operators inspect proposed changes, preserve approved external adjustments, restore intended settings, and import resources that were not previously managed?

Choose based on your existing IaC model, resource coverage, review controls, alerting needs, and operational requirements. Product capabilities and prerequisites can change; consult current vendor documentation when selecting or configuring a workflow.
