Cochineal is an insect-derived source of red food coloring. Food makers use its coloring material to give foods color. The terms are related but not identical: cochineal comes from the dried bodies of female insects, cochineal extract is made from that source, carminic acid is its main coloring principle, and carmine is a related lake color additive.

What cochineal, cochineal extract, carminic acid, and carmine mean

The starting material is the dried bodies of female Dactylopius coccus insects, according to the FAO/JECFA specification. Cochineal extract is a concentrated solution made by extracting color from cochineal. Its principal coloring component is carminic acid; commercial extracts may also contain protein material derived from the insects.

Carmine is a related lake color additive derived from cochineal extract. You may also encounter names such as cochineal carmine, Natural Red 4, or INS 120. These terms do not necessarily serve as interchangeable ingredient declarations in every country. For example, the U.S. FDA specifies “cochineal extract” or “carmine” as the common or usual names on food labels.

Why food makers use it

Its function is to impart color. The FAO/JECFA specification lists its functional use as “Colour,” and the FDA lists cochineal extract and carmine among color additives permitted for food use under applicable requirements. That establishes the ingredient’s purpose, not which particular products currently contain it; red-colored foods do not all use cochineal-derived color.

How to identify it on a food label in the United States

When present in food intended for human use in the United States, cochineal extract or carmine must be declared in the ingredient statement by its respective common or usual name. The FDA’s guidance explicitly includes foods such as butter, cheese, and ice cream. The rule was published on January 5, 2009, and took effect on January 5, 2011. See the FDA Small Entity Compliance Guide for the label requirement. Label requirements vary by jurisdiction; this article verifies the U.S. rule.

The FDA explains the reason for naming it directly: “Because of potential allergic reactions in some people, carmine/cochineal extract are required to be identified by name on food labels.” FDA Color Additives Questions and Answers for Consumers.

What FDA regulation does—and does not—mean

The FDA lists cochineal extract as permanently listed and exempt from batch certification. That certification exemption is not an exemption from regulation. Color additives must meet applicable identity and purity specifications and use limitations; the FDA says color additives require premarket approval for their intended uses and are not covered by a GRAS exemption under the statutory color-additive definition. See the FDA’s regulatory listing for cochineal extract and its overview of color-additive review.

In evaluating color additives, the FDA considers factors including likely exposure, cumulative dietary effects, safety factors, and methods for determining purity and impurities. Regulatory approval for specified uses does not mean that no individual can react to the ingredient.

Allergy concerns and the JECFA acceptable daily intake

The FDA and the Joint FAO/WHO Expert Committee on Food Additives (JECFA) recognize that cochineal-derived color can provoke allergic reactions in some people. JECFA notes that cochineal extract, carmines, and possibly carminic acid in foods and beverages may cause reactions in some individuals. The cited sources do not establish how common reactions are or their typical severity.

JECFA records a group acceptable daily intake (ADI) of 0–5 mg per kg of body weight for carmines, expressed as ammonium carmine or equivalent calcium, potassium, and sodium salts. The ADI was established in 1982 and maintained at JECFA’s 55th meeting in 2000. It is an expert committee’s population-level assessment, not an individual consumption target or a guarantee of personal tolerance. JECFA’s separate cochineal-extract record says no ADI was allocated in 1977, so the carmine ADI should not be applied indiscriminately to every cochineal-derived material. The records are available in the WHO/JECFA database.

Names you may see in ingredient information

FAO’s additive compendium identifies carmines as INS 120 and lists synonyms including carmine, CI Natural Red 4, and cochineal carmine. These names can help explain references to the color, but the correct label name depends on local rules. For U.S. food labels, look specifically for “cochineal extract” or “carmine.” See the FAO/JECFA entry for carmines.
