An internet video portal is an online destination that organizes access to video content, often bringing videos from multiple programs together in one place. It may host the videos itself or help viewers find videos hosted elsewhere.
What does “internet video portal” mean?
The Canadian Radio-television and Telecommunications Commission (CRTC) describes a video portal as a place that pulls together video content from many programs. In practical terms, it is a website or online service where viewers can browse or search for videos and choose what to watch. The term describes the service’s role; it does not by itself specify how videos are stored or delivered. CRTC, Changing channels: Alternative distribution of television content (2008).
How is a video portal different from a program portal?
The distinction is about organization. A video portal collects video across multiple programs. A program portal centers on one particular program and may combine its videos with non-video information about that program. A broadcaster can use both: a program page may hold that show’s material, while a broader video portal gathers clips from several shows. CRTC (2008).

Portals may offer ways to browse or search for videos, select items to watch, and share content. These are possible features, not requirements that define every portal. The CRTC report noted search and sharing among the sites it discussed, but the term itself does not guarantee that a service has either feature. CRTC (2008).

Does a portal host its own videos?
Not necessarily. A portal may store and serve videos directly, or it may aggregate listings and direct viewers to videos hosted by a broadcaster or another service. A 2006 announcement for FreeTVonline.com described categorizing streaming content and aggregating video search results from multiple hosting websites—an illustration of the aggregator model at that time, not evidence that the site still operates. Houston Chronicle, republishing a 2006 PR Newswire announcement.
Is “internet video portal” a formal technical standard?
The sources do not establish one universal technical or legal definition. A W3C Web and TV Interest Group task-force draft includes an “online video portal” as an example of a video distributor, but the draft explicitly says it has no official standing and does not represent standards-body consensus. The term is therefore most useful as a descriptive label for a service that organizes access to video. W3C Web and TV Interest Group task-force draft, Content Streaming.

How to describe or compare video portals
When assessing whether a service fits the term, or comparing two services, look at how it organizes access rather than treating the label as a certification. Useful dimensions include:

- Organization: Does it collect video across programs, or focus on individual program pages?
- Discovery: What browsing and search options does it provide?
- Sharing: Can viewers share video links or content through the service?
These are descriptive comparison points, not a formal checklist that a service must satisfy to qualify as a portal.
