AI model containment is the set of technical and operational boundaries around a model or agent that limit what it can access and do. In an agent system, those boundaries include restricted tools and data, authorization enforced by the application or downstream service, isolated execution, network controls, and human review for selected consequential actions. The model’s instructions can guide its behavior, but should not be the only thing deciding whether an action is allowed.
What containment means for an AI agent
A chatbot that only generates text has limited direct ability to change the outside world. An agent can have tools: it may read files, search internal data, run commands, send messages, or make changes in another service. That makes the key safety question not just what the model says, but what it is able to do after it says it wants to act.
Containment is the architecture that bounds those capabilities and their effects. It does not make a model infallible, nor does it establish that an attack is impossible. Instead, it aims to reduce the chance and potential impact of a mistake or manipulation by limiting access, placing permissions outside the model, and constraining execution. OWASP’s Least Model Privilege guidance describes the goal as minimizing what a model can do or access.
It helps to distinguish containment from a prompt. A prompt can tell an agent not to disclose private information or not to take an action without approval. That instruction may be useful, but it is not an independent permission boundary: the model is still the component interpreting the instruction. A stronger design makes the application or system that performs an action check whether the requested operation is authorized.

Why agents need boundaries
Tools give model outputs consequences
When a model has access to a tool, its output can become a request to perform an operation. If that tool can send a message, modify a record, or run a command, a mistaken or manipulated decision may create an external side effect. Giving an agent broad access “just in case” increases the range of possible consequences. Least privilege reduces that range by exposing only the tools, data, and accounts needed for the task.
Content an agent reads can contain hostile instructions
Prompt injection is an attempt to mislead an AI into doing something the user did not ask for. It can be indirect: a web page, email, or other content that an agent is asked to inspect may contain instructions aimed at the agent. OpenAI compares the risk to social engineering, while NIST describes agent hijacking as malicious instructions inserted into ingested data that can lead to unintended actions.
This means an agent should not treat every piece of text it reads as an instruction with the authority of the user or application. More importantly, the system should not depend on the model correctly resolving every conflict. Its permissions and execution environment should keep an untrusted instruction from automatically becoming an unrestricted action.
The controls that limit agent actions
1. Limit capabilities and data
Start by deciding what the task actually requires. An agent that needs to summarize a set of documents may need read access to those documents, but not permission to edit them, access unrelated accounts, or send email. Restrict the available tools, data stores, and account scopes to the narrowest useful set. OWASP’s least-model-privilege recommendations connect this reduction in access to a smaller attack surface and less potential harm if a model is manipulated or makes a mistake.

Capability limits should be real system permissions, not just descriptions in the prompt. If a tool is not available to the agent, the model cannot invoke it through that tool interface. If a connected account has only read access, an agent request should not be able to turn that access into write permission.
2. Authorize actions outside the model
The application or downstream service that carries out an operation should decide whether it is permitted. For example, an agent may propose changing a record, but the service receiving that request should check the user’s identity, role, target record, and allowed operation before making the change. The model can help formulate a request; it should not be the final authority on the user’s permissions.
OWASP’s Excessive Agency guidance recommends downstream authorization rather than relying on the model to determine what it may do. The practical test is whether an unauthorized request is rejected where the side effect would occur—not merely whether the model was instructed to refuse it.

An allowlist states which tools and operations an agent may use, and an external component enforces that set. A system might permit an agent to search a specific knowledge base and draft a response while disallowing it from sending that response or changing the source records. The permitted actions should be defined in terms the tool layer or application can check.

The OWASP APTS Safety Controls say that an agent’s permitted tool and action space should be an explicit allowlist enforced by a component external to the model. This is important because a prompt-only restriction can be overridden, misinterpreted, or displaced by malicious text the agent encounters; an external check can reject the call regardless of what the model was told.
4. Isolate execution and constrain network access
Some agents run code or interact with a computing environment. Sandboxes and virtual machines can separate that work from other systems, while network egress controls can restrict which external destinations the process can contact. These measures help limit the agent’s reach if its behavior is compromised or manipulated. Anthropic’s account of environment-level containment describes sandboxing and network controls as part of the surrounding boundary.
Isolation is not a substitute for authorization. A sandbox may constrain where a process runs, but it does not by itself decide whether a particular user may access a particular record or send a particular message. Likewise, an allowlist of actions does not necessarily confine what a permitted command can affect if execution is not isolated. The controls address different parts of the risk.
5. Require human confirmation for selected actions
For consequential actions, require a person to inspect the specific operation before it executes. The review should expose meaningful details—such as what will be sent, changed, or purchased—so the reviewer can decide whether that exact action matches the user’s intent. A generic “approve agent” control gives less useful oversight than confirmation tied to the pending operation.

OpenAI’s prompt-injection guidance uses sending email and completing a purchase as examples of actions for which users should review details before confirming. Human confirmation is a layer of oversight, not a replacement for scoped access or external authorization: the system should still prevent the agent from presenting unauthorized operations as valid options.
6. Monitor the system and layer defenses
Input filtering and model-level defenses may help detect or resist malicious instructions, but containment should not depend on one detector or refusal behavior. OpenAI describes overlapping protections, monitoring, and sandboxing, and its agent-design guidance dated March 11, 2026 emphasizes constraining impact through system design. Operators should be able to inspect tool calls, permission decisions, and resulting changes so suspicious behavior can be investigated and controls improved.
Monitoring makes activity more visible; it does not itself stop an action. A useful design therefore pairs visibility with enforceable controls: a denied request should remain denied, and a logged operation should be attributable to the relevant agent, user, and authorization decision. The sources support layered monitoring and controls, but do not establish one required audit-log format.
How to design containment for a task
A practical design starts with the action the agent is meant to complete, then works outward from the possible side effects. This keeps the control set connected to the task instead of treating “AI security” as a single switch.

- Describe the task and its allowed outcome. Specify what the agent should produce or change, and what it must not do. Separate reading, drafting, and execution; those are different capabilities.
- List required resources. Identify the particular tools, data, accounts, and external services needed. Remove access that is not essential to the task.
- Set permissions in the application and connected systems. Configure the relevant account scopes and downstream authorization so that the system carrying out the operation checks whether it is allowed.
- Define and enforce permitted operations. Create an explicit allowlist for tools and actions, and put the enforcement outside the model. Test that an unlisted call is rejected rather than merely discouraged in instructions.
- Constrain the execution environment. If the agent runs code or handles files, use isolation appropriate to that environment and restrict network access to required destinations.
- Choose actions that require review. Identify consequential or hard-to-reverse operations and require a person to inspect the exact proposed action before execution.
- Record and inspect decisions and effects. Make it possible to review tool calls, authorization outcomes, and changes, then investigate unexpected requests or blocked actions.
- Evaluate with hostile and ordinary inputs. Include third-party content that attempts to redirect the agent, as well as normal task requests. Check whether unauthorized operations are blocked at the enforcement point and whether the agent can still complete its legitimate task.
This sequence is a design method, not a guarantee that every attack will be stopped. OpenAI explicitly cautions that its prompt-injection guidance may not prevent every injection, while emphasizing that layered measures can make attacks harder. The relevant success criterion is not only whether a model detects hostile text, but also whether a successful manipulation remains within the system’s permitted capabilities and impact.
How to compare containment designs
When comparing two systems, ask where each permission is enforced and what would happen if the model followed a malicious instruction. A design that depends on the agent saying “no” is materially different from one in which an application rejects the action even if the agent asks for it.
| Area to compare | What to inspect | Why it matters |
|---|---|---|
| Capability scope | Tools, commands, data stores, and accounts reachable by the agent | Narrower task-aligned access reduces the actions and information available after a mistake or manipulation. |
| Permission enforcement | Whether the application or downstream service makes the final authorization decision | External authorization is less dependent on the model interpreting its instructions correctly. |
| Action allowlist | Whether permitted tools and operations are explicitly defined and externally enforced | A prompt-only list does not provide the same boundary as an enforceable allowlist. |
| Isolation and network reach | Whether execution is sandboxed and which external services it can contact | Isolation and egress restrictions can limit the reach of a compromised or manipulated process. |
| Approval and reversibility | Which specific operations need confirmation, and whether effects can be rolled back | Review is most useful when the action is visible before execution; reversibility affects the consequences of mistakes. |
| Monitoring and auditability | Whether tool calls, permission decisions, and changes can be inspected | Operators need visibility to understand what happened and respond to unexpected behavior. |
What containment can—and cannot—establish
Containment is risk reduction, not a universal safety guarantee. It can limit the resources available to an agent, reject operations the agent is not authorized to perform, and constrain the environment in which it runs. It cannot prove that every prompt injection will be detected, that every permitted action is harmless, or that a particular deployment is safe under all conditions.

Claims about measured effectiveness also need their full context. Anthropic’s engineering article reports benchmark-specific outcomes and an example involving a product-specific command classifier; those results should be understood in relation to the named benchmark, model, attempts, and configuration in that article, not as general probabilities that any agent is safe. No general, independently applicable industry statistic establishes a universal containment success rate.
For the same reason, a model refusal, a prompt filter, a sandbox, or human approval should not be presented alone as “containment.” The meaningful question is how the layers work together: whether the model has only task-relevant capabilities, whether external systems enforce permissions, whether execution and network reach are constrained, and whether consequential actions receive appropriate review.
