A web search site, usually called a web search engine, is an online service that finds information for you by searching an index it has already built and returning the pages it judges relevant to your query. It does not search the live internet from scratch each time you type a question, and it does not list every page that exists.
The core definition
A web search site is an online service that answers a user’s query with a list of results drawn from an organized collection of web content. The collection is called an index. The service’s software gathers pages, analyzes them, stores what it learns, and then selects matches when someone searches. Most people use the term “search engine” for the same thing, and the two phrases are interchangeable in everyday use.
Three ideas in that definition matter most: the service works from an index, the index is built by automated software, and the index is incomplete. Each one changes how you should read the results you see.
How a search site moves a page from the web to your results
Search providers describe their work in stages. Google’s Search Central guide to crawling, indexing, serving, and ranking, last updated 10 December 2025 (UTC), uses this model, and Bing’s official documentation on crawling, indexing, and ranking follows the same basic sequence. The exact systems differ between providers, but the stages below explain what happens in most search services.

- Discovery and crawling. Automated programs, called crawlers, find pages by following links and other known addresses, then fetch their content. Google calls its program Googlebot.
- Indexing. The provider analyzes what it fetched, including page content and attributes, and decides whether to store the page in its index. Where several pages carry the same content, the system may group them and choose one canonical version to keep.
- Serving and ranking. When you submit a query, the provider searches its index and orders matching results by estimated relevance. Google says its ranking uses many signals, including the wording of the query, the relevance of the page, its usability, expertise indicators, location, and your settings.
The three stages are related but separate. A page can be crawled and still not be indexed. A page can be indexed and still not appear for a particular query, because other pages rank higher for it.
What a search site does not do
A common misunderstanding is that a search runs across every live web page at the moment you type. It does not. Your query is matched against the provider’s stored index. This is why a page you published an hour ago may not appear yet, and why a page that was once visible can drop out after it is removed or deprioritized.

Why the index is never complete
No provider indexes the whole web. Google’s guidance states that it does not guarantee that every page will be crawled, indexed, or shown. Bing’s Webmaster Tools documentation similarly notes that some pages may not be present in the Bing index. The reasons are practical: the web changes constantly, some pages block crawlers or are hard to reach, some duplicate other content, and some pages are judged to have too little value to store. If you cannot find a page through a search site, the page may simply not be in that provider’s index, even if it is public and online.
How results are ranked, and what is not for sale
Ranking is produced by automated systems that weigh many signals together. Google’s Search Central documentation says: “Google doesn’t accept payment to rank pages higher, and ranking is done programmatically.” That statement applies to Google’s organic, unpaid results. It does not describe paid advertisements, which are labeled separately, and it does not tell you how other providers handle ranking. If you need to know how a specific provider treats paid placement, check that provider’s own documentation.

The distinctions above are general descriptions of common categories. Some services combine features, so a site may both search and offer a directory-style listing.

- Expect results to reflect the provider’s index at the time it was last updated, not a live scan of every page.
- Treat missing results as a coverage question as well as a relevance question. A page can be absent because it was never indexed.
- Separate organic results from paid advertisements, since ranking rules for each differ.
- Remember that personalization, location, and settings can change what appears for the same query.
Understanding these points makes the rest of how search works much easier to follow. The definition is simple: a web search site is a query service built on an index. Everything else, from crawling to ranking, is how that index is built and used.

Note that the scale of some providers’ indexes is often described in general terms, such as “hundreds of billions” of webpages and other information in Google’s public overview. That description is not dated in the source we reviewed, so treat it as a rough indication rather than a precise count.
