A remotely piloted aircraft (RPA) is an unmanned aircraft piloted from a remote pilot station, according to the International Civil Aviation Organization (ICAO). The RPA is the aircraft itself; the broader remotely piloted aircraft system (RPAS) includes the aircraft and the associated equipment and links used to pilot it.
What does RPA mean?
ICAO defines a remotely piloted aircraft as “An unmanned aircraft which is piloted from a remote pilot station.” The term describes how the aircraft is piloted, not its size or physical design. An RPA has no pilot on board, but it still has a pilot: the remote pilot controls it from a separate station.
ICAO’s broader term unmanned aircraft covers aircraft intended to fly without a pilot on board. Such aircraft may be remotely controlled, controlled from elsewhere, or pre-programmed to fly without intervention. An RPA is the remotely piloted category; the terms are not interchangeable.

RPA refers to the aircraft. RPAS, or remotely piloted aircraft system, refers to that aircraft together with the elements needed to operate it. ICAO defines an RPAS as the RPA, its associated remote pilot station or stations, required command-and-control (C2) links, and any other components specified in the type design.

- Remote pilot: The person charged by the operator with duties essential to RPA operation who manipulates the flight controls, as appropriate, during flight time.
- C2 link: The command-and-control link required as part of the RPAS.
How RPA relates to UAS and “drone”
ICAO’s terminology history treats RPAS as a subset of unmanned aircraft systems (UAS). A UAS is the wider system category; RPAS specifically concerns remotely piloted aircraft and their associated system elements. “Drone” is common informal language, but it does not replace the more specific ICAO terms in every regulatory context. Check the definitions used by the authority and rule relevant to the aircraft or operation rather than assuming that drone, UAS, unmanned aircraft, RPA, and RPAS mean the same thing legally.
ICAO’s working paper says the organization focused on remotely piloted aircraft for potential integration alongside crewed aircraft in non-segregated airspace and at aerodromes. That explains the terminology’s aviation context; it does not mean national rules everywhere use the terms identically.

Does the definition apply the same way in every country?
No. ICAO supplies international terminology, while national regulators may define or use terms differently. In its Aeronautical Information Publication, the U.S. Federal Aviation Administration says, “The United States has not formally established a definition for the term ‘RPA.’” The FAA instead defines “unmanned aircraft” in 14 CFR § 1.1. For a U.S. legal or operational question, consult the applicable U.S. rule rather than treating RPA as a formally defined domestic term.

ICAO’s Annex 6, Part IV sets international Standards and Recommended Practices for RPAS that are certificated under Annex 8 and used by operators authorized to conduct international RPAS operations. This is a qualified scope, not a rule that applies identically to every drone or domestic flight. ICAO lists the second edition as August 2026.

ICAO announced on 5 April 2024 that its Council adopted new international RPAS-related Standards and Recommended Practices, including Annex 6, Part IV. For broader technical background, ICAO’s Manual on Remotely Piloted Aircraft Systems (RPAS), Doc 10019, first edition, 2015, covers topics including airworthiness, operations, licensing, air traffic management, C2, detect and avoid, safety management, and legal and security matters.
