A “no-logs VPN” is a provider’s claim that it does not retain particular records of your online activity or VPN connections. The label alone does not tell you which records are excluded, what information may still be collected for operating the service, or whether the provider’s systems follow the policy. To judge the claim, examine the policy’s specific data categories, any independent audit’s scope and date, whether its report is available, operational-data disclosures, and the provider’s jurisdiction. An audit is evidence about the systems and period it examined—not a guarantee of future behavior or complete anonymity.

What does “no logs” mean?

“No logs” is not a precise, standardized list of data a VPN must avoid retaining. Providers use the phrase to describe different exclusions, so the useful question is not simply whether a service says it keeps no logs, but which records it says it does not keep.

Activity records and connection records are distinct. A policy might address browsing history, the websites or services you access, traffic contents, DNS queries, your source IP address, the IP address assigned by the VPN, connection timestamps, session duration, and other identifiable connection metadata. A broad headline does not establish that every category is excluded; look for each one in the policy.

Can a VPN collect data and still claim to keep no activity logs?

Yes. A no-activity-logs statement does not necessarily mean a provider collects no data of any kind. A privacy policy may describe information used for account administration, diagnostics, analytics, speed tests, crash reports, or service operation. Read those disclosures alongside the logging claim and note what information is collected, why, and whether it can be linked to you.

The distinction matters because “no browsing history” and “no information collected” are not equivalent promises. The provider’s complete policy—not a short marketing description—is where exceptions and other collection practices should be assessed. ExpressVPN’s policy, for example, says it does not collect specified activity and connection logs while also describing categories of data that may be collected depending on how the service is used: ExpressVPN privacy policy.

How to evaluate a VPN’s privacy policy

  1. Identify the policy you are reading. Note the service name and the policy version or the date you accessed it. Privacy terms can change, so a claim without a date is harder to evaluate over time.
  2. Make a category-by-category list. Check whether the policy addresses browsing history, destination services, content, DNS queries, source and assigned IP addresses, timestamps, session duration, and identifiable connection metadata. Treat each as a separate question rather than assuming that one exclusion covers them all.
  3. Record what the provider may collect. Look for account administration, diagnostics, analytics, speed tests, crashes, and other service-operation data. Note the stated purpose and whether the policy explains how the information is handled.
  4. Inspect the audit, if one is cited. Identify the auditor, engagement type, review date, and systems or practices examined. Determine whether it covered a written policy, software, VPN server infrastructure, operating procedures, or a combination—and whether you can read the underlying report.
  5. Compare evidence across time. Newer audits and transparency reports can provide additional evidence about reviewed systems and disclosures. They do not certify that future conduct will remain unchanged.
  6. Keep the privacy claim in perspective. A VPN provider is positioned to handle traffic passing through its service. Using a VPN does not, by itself, establish complete anonymity or protect against every form of tracking.

What an independent VPN audit can—and cannot—show

An audit is more informative when it examines relevant working systems and operational practices, states its scope and review date, and makes findings available for readers to inspect. A review of a written policy alone is different evidence from an examination of server infrastructure and procedures. The word “audited” is not enough to tell you which kind of review took place.

Read the report itself when it is available. A provider’s announcement may describe the engagement and reproduce an auditor’s conclusion, but it remains the company’s account unless you also examine the independent report. Even a published report supports conclusions only about the systems and period within its scope; it is not a promise about all systems, all future periods, or absolute anonymity.

Proton VPN

Proton VPN’s announcement says Securitum reviewed VPN and server configurations, operating procedures, and staff. The announcement reproduces a conclusion from Securitum’s 2026 report that the technical evidence examined did not indicate that the reviewed Proton VPN server infrastructure logged users’ browsing activity, DNS queries, destination services, network traffic contents, or user-identifiable connection metadata. That finding is bounded by the reviewed infrastructure and engagement; the announcement is not a substitute for inspecting the full report: Proton VPN audit announcement.

The same announcement says Proton VPN’s policy was tested in “over 400 legal cases.” That is the provider’s reported count, not an independently verified statistic in the materials cited here. Proton’s support page also describes a 2019 legal case in which the company says it was ordered to provide logs to help identify a user but could not do so because the logs did not exist. The page discusses Swiss jurisdiction and logging obligations from the provider’s perspective; it should not be treated as a universal account of what every government can require: Proton VPN support: Does Proton VPN keep logs?.

ExpressVPN

ExpressVPN’s privacy policy specifies activity records it says it does not collect—such as browsing history, traffic destinations, content, and DNS queries—and connection records it says it does not store, including IP addresses, timestamps, and session duration. The policy also describes data that may be collected depending on service use, so those exclusions should not be read as a claim that no data is ever collected.

ExpressVPN says KPMG LLP assessed its TrustedServer system and privacy-policy claims as of 2025-02-28 under ISAE (UK) 3000 Type 1. Its trust center lists other audits and biannual transparency reporting. The provider’s descriptions identify the engagement and date, but the underlying reports were not available in the cited materials for independent examination: ExpressVPN trust center.

How much should jurisdiction and legal-request claims matter?

Jurisdiction is relevant context, as are a provider’s explanations of how it responds to legal requests. But a company’s description of its obligations is not a substitute for primary legal sources, and a single reported case does not establish what every court or government can require in every jurisdiction. Treat legal-request statements as claims to examine alongside the policy and audit evidence, not as a universal guarantee.

Is there a reliable way to know whether a no-logs claim is true?

No single label, policy passage, audit announcement, or legal case proves a provider’s behavior in every circumstance. A more careful assessment combines specific policy exclusions, transparent disclosures about other data, an independent review whose scope and date are clear, access to its findings, and evidence of transparency over time. There is no neutral, independently verified market-wide figure in the cited materials showing how often no-logs claims are accurate, so a prevalence or reliability percentage would be misleading.
