A movie streaming service makes films available over the internet for viewing on a compatible device. Most let you choose a movie and start it when you want, but the service may be free with ads, paid by subscription, or charge separately for a rental or purchase. A television, phone, computer, streaming stick, or box is the way you access the service—not the service itself.

What does “movie streaming service” mean?

A movie streaming service is an online service that supplies or makes films available to watch over the internet. With an on-demand catalogue, you select a title and decide when to start it. The Federal Communications Commission (FCC) defines “on-demand” programming as programming “that is not prescheduled by the programming provider” in its FCC 14-210 order. The European Commission likewise describes on-demand viewing as choosing programmes from a catalogue rather than watching to a schedule: Audiovisual media services.

The term describes the online service and its film offering, not a particular brand or piece of equipment. Netflix is one example of a service, while a smart TV or streaming stick is a device that can provide access to services. A provider may offer films alongside television programmes, so “movie streaming service” describes the film-viewing function rather than necessarily a films-only business.

How do movie streaming services charge?

Services generally make films available through one of three payment models. The model affects what you pay and what access you receive.

Model How access works What to know
Ad-supported video on demand (AVOD) You watch online without a direct viewing fee; advertising funds the service. Ads are part of the viewing offer. The FCC describes AVOD among online video business models in its 2024 Communications Marketplace Report.
Subscription video on demand (SVOD) You pay a recurring fee to access a catalogue and choose titles on demand. Access to a catalogue does not mean every film is included. The FCC’s FCC 14-210 order describes subscription on-demand access without an additional per-title fee beyond the subscription.
Transactional video on demand (TVOD) You pay for an individual title, commonly by renting or purchasing it. A rental provides time-limited access; a purchase is a separate transaction that may provide continuing access under the seller’s terms. Transactional video can also include electronic sell-through, or download-to-own, which is not necessarily a streaming-only entitlement. See the Congressional Research Service explanation of online video distribution and the FCC’s FCC 14-210 order.

These models are not mutually exclusive at the provider level: a service can offer more than one kind of access. Check the terms for the specific film you want rather than assuming a subscription includes it or that a rental works like a purchase.

Is streaming always on demand?

No. Some internet video is streamed as scheduled programming: the provider runs a continuous channel and viewers tune in to what is airing. This linear internet video differs from an on-demand catalogue, where you choose a title and start time. A provider may combine both formats. The FCC distinguishes AVOD, SVOD, TVOD, and virtual multichannel video programming distributors (vMVPDs), which package internet-delivered linear channels, in its 2024 Communications Marketplace Report. A vMVPD is related context, not another name for an on-demand movie service.

Do you need a streaming device?

Not necessarily. You can use a compatible connected television, phone, tablet, or computer. A streaming stick or box is an optional way to add streaming access to a television, especially if the TV does not provide the service you want. The FTC describes smart TVs, streaming boxes, and streaming sticks as ways to stream video through a television in its consumer guidance on streaming video services. Whether a particular service works on a particular device depends on compatibility.

What affects which movies you can watch?

A service’s catalogue is not necessarily permanent or identical for every viewer. Film availability can change over time and may vary by geography; the FCC notes geographic limits for some online video content in its 2024 Communications Marketplace Report. A service’s payment model also matters: a film may be included in a subscription, available with ads, or offered only as a separate rental or purchase. Check the current listing and terms for your location before paying.
