A legacy Windows app is software created for an earlier Windows version, programming environment, or generation of software that is still in use or being maintained. “Legacy” describes its history; it does not, by itself, mean the app is unsupported, broken, unsafe, or incompatible with current Windows.
What does “legacy Windows app” mean?
There is no single formal Microsoft definition for the phrase in its compatibility guidance. In ordinary use, it describes an application designed for an earlier Windows environment or software generation. The term may refer to an old but actively maintained program, as well as one that has not been updated in years.
Keep three separate questions in mind:
- Is the app old? “Legacy” usually describes its age or inherited design.
- Does it work on a particular Windows version and device? That is a compatibility question about the app and its environment.
- Is the Windows version supported? That is a lifecycle question about whether Microsoft still provides servicing and support for the operating system.
Microsoft’s Windows Compatibility Cookbook says Windows aims to remain highly compatible with existing apps, while noting that changes to security, reliability, and features can cause compatibility breaks.
Will an old Windows program run on Windows 11?
Possibly, but age alone cannot predict whether a specific program will work. Compatibility depends on the application’s assumptions and dependencies, including its interactions with Windows, drivers, and hardware. Microsoft’s general compatibility information can guide planning, but it does not establish that an individual program has been tested or will work on your device.

For business migrations, Microsoft says it maintains its Windows 10 compatibility promise for Windows 11. Microsoft-reported App Assure data puts enterprise compatibility, including line-of-business apps, above 99.7%. That is an aggregate figure reported by Microsoft, not an independently verified rate or a guarantee for any particular app or organization. Microsoft also describes App Assure assistance for eligible customers with more than 150 devices; check the current program terms and eligibility.
How do I check whether an old program works?
- Check the app publisher’s support information. Look for the specific Windows versions, editions, and hardware configurations the publisher supports.
- Identify your target environment. Record the Windows version and edition, device hardware, and any required drivers or connected equipment.
- Test the workflows you rely on. For ordinary use, check the app’s essential functions. For a business-critical app, validate the full workflow—including integrations, data handling, and peripherals—before migrating.
- Use Microsoft compatibility guidance as context, not a substitute for testing. Its compatibility verification guidance addresses verification as a developer task; aggregate compatibility results do not prove your own app’s behavior.
Does “legacy” mean the app is unsupported?
No. “Legacy” is descriptive, not a formal Windows support status. An older app might still receive updates and support from its publisher; another might not. Check the publisher’s information for the named app rather than inferring its support status from its age.

Application support is also separate from Windows support. Windows 10 version 22H2 was the final feature update, and standard support ended on October 14, 2025. The applicable lifecycle depends on the Windows edition and servicing terms. Microsoft says eligible consumers and organizations can enroll qualifying PCs in the paid Extended Security Updates program for continued Critical and Important security updates. Can an app still run after Windows support ends?
Yes. Microsoft notes that an out-of-support operating system may still work with programs and hardware. That does not mean the operating system continues to receive standard security updates or technical support; Microsoft also warns that newer software or hardware may be less likely to work well with an older OS.

What does a Windows app manifest say about compatibility?
A Windows executable manifest can declare the Windows versions an application targets. Microsoft explains that this declaration can affect compatibility behavior: Windows may provide behavior expected by an app targeting an earlier version, while new software can use newer behavior. The manifest communicates a target and support intent; it is not proof that the app works. Microsoft recommends listing a Windows version when the app has been tested, or is being tested, on it.
