A fixed-pixel display is a display implementation whose screen supports one pixel width and height. In practical terms, the screen’s pixel dimensions are fixed rather than changeable. The term describes how the display is configured, not how good its picture looks.
What “fixed-pixel display” means
The Android 4.4 Compatibility Definition describes a fixed-pixel display this way: “the screen is a single panel that supports only a single pixel width and height.” Android Open Source Project, Android 4.4 Compatibility Definition, section 7.1.6.
Here, “pixel width and height” refers to the dimensions the display supports. The definition is about that technical characteristic; it does not rate sharpness, color, contrast, or overall image quality.
Examples of fixed-pixel displays
The Android 4.4 document identifies physically integrated devices such as phones and tablets as typical examples. The Government of Canada’s terminology database also lists flat-panel LCD and plasma screens as examples of fixed-pixel HDTVs. TERMIUM Plus, Government of Canada.

How it differs from a variable-pixel implementation
In the Android 4.4 document, the contrast is with variable-pixel implementations. These may lack an embedded screen and send video to an external display, or have an embedded screen whose pixel dimensions can change. The distinction is whether the implementation supports one fixed set of pixel dimensions or can vary them; it is not a comparison of picture quality.
Scope of the definition
The Android terminology here comes from its Android 4.4 Compatibility Definition Document. It establishes how that document classifies display implementations, not a universal current standard for every device or platform. TERMIUM Plus supplies additional examples but does not establish a cross-platform regulatory rule.
