A credit card skimmer is an illegal device placed on or inside an ATM, fuel pump, or checkout terminal to steal payment-card data. Some capture the card’s magnetic-stripe information; a scheme may also record the PIN using a hidden camera or fake keypad. Skimming is the theft of data—not the later unauthorized purchase or counterfeit-card use.
How does a credit card skimmer work?
The FBI defines skimming as devices illegally installed on or inside ATMs, point-of-sale terminals, or fuel pumps that capture card data and record cardholders’ PIN entries. A skimmer can be an overlay fitted over a genuine card reader, or it can be concealed inside equipment. Captured data may be stored for someone to retrieve later or transmitted wirelessly.
When a card is swiped, a skimmer can copy information from its magnetic stripe. To obtain a PIN as well, criminals may use a hidden camera aimed at the keypad or a fake keypad overlay that records keystrokes. A skimmer does not necessarily take money at the moment the card is used; stolen information can be used later for unauthorized transactions or counterfeit cards.

| Location | What to watch for | Important limitation |
|---|---|---|
| ATM | A reader or keypad that appears loose, crooked, damaged, scratched, or marked with adhesive; an unusual attachment near the keypad may also be suspicious. | Not every device is visible, and appearance alone cannot establish whether an ATM is compromised. |
| Fuel pump | Check the card reader and surrounding parts for looseness, damage, scratches, or adhesive marks. | Skimmers may be hidden inside the pump equipment, beyond a customer’s view. |
| Store or other point-of-sale terminal | Notice a reader or keypad that looks different from the surrounding equipment or appears altered. | A suspicious-looking terminal is not proof of skimming, and a normal-looking one is not a guarantee of safety. |
How can you reduce the risk of skimming?
- Inspect before using. Look for loose, crooked, damaged, scratched, or adhesive-marked parts. If anything seems wrong, use another terminal and alert the business or operator.
- Protect your PIN. Cover the keypad while entering your PIN at an ATM or other terminal. This can help block a camera’s view, but it does not prevent a fake keypad from recording keystrokes.
- Choose a safer payment route when practical. At a fuel station, the FBI advises using a pump in direct view of the attendant, paying inside, or using contactless payment if available. The FBI says tap payments are more secure and less likely to be compromised; this is general guidance, not a guarantee that a transaction or terminal cannot be compromised.
- Do not rely on inspection alone. Some skimmers are concealed inside equipment, so a visual check can reduce risk but cannot rule out a compromised terminal.
What should you do if you suspect skimming?
- Stop using the terminal. Do not swipe, insert, or enter a PIN on equipment that appears tampered with.
- Tell the business or operator. Report the specific ATM, pump, or checkout terminal so it can be checked.
- Contact your card issuer promptly if you used the terminal and suspect your data may have been captured, or if you see unfamiliar activity. Ask the issuer what steps to take for your card.
- Report suspected skimming to the FBI’s Internet Crime Complaint Center (IC3) at https://www.ic3.gov/.
If you notice unauthorized transactions, contact the financial institution that issued the card as soon as possible. The FTC notes that liability can depend on how quickly unauthorized use is reported; the exact rules depend on the card and circumstances. See the FTC’s guidance on lost or stolen credit, ATM, and debit cards.
