A chief digital officer (CDO) is a senior executive who leads or coordinates an organization’s digital strategy and transformation. The role often connects technology with changes to services, operations, customer or citizen experience, and organizational capabilities. Its exact authority varies: the title alone does not say whether the CDO owns IT operations, data governance, cybersecurity, digital products, or every part of digital delivery.

What does a chief digital officer do?

A CDO helps set a digital direction and turn it into coordinated work across an organization. Depending on the organization, that can include:

  • Setting digital strategy: defining priorities and plans for using digital technology to meet organizational goals.
  • Leading transformation: coordinating changes to processes, services, and capabilities rather than treating technology as an isolated project.
  • Improving service and customer experience: using digital services, service design, data, and emerging technologies to make interactions more responsive.
  • Coordinating across teams: aligning executives and business units whose work contributes to digital initiatives.
  • Taking on governance or security duties: where the mandate assigns them, coordinating cybersecurity plans or data security and governance.

These are common possibilities, not a universal job description. For example, Rwanda’s public-sector guidance assigns a CDO responsibility for sector-wide digital strategy and projects, including data security and governance. Malaysia’s National Digital Department describes responsibilities involving people-centered services, digitalization, service design, data sharing, emerging technologies, and cybersecurity action plans. Those examples show how a public-sector remit can be explicitly defined; they do not establish what every CDO must do.

How is a CDO different from a CIO, CTO, or chief data officer?

There is no standard boundary separating these executive roles. At one organization, the CDO may lead transformation while the CIO runs operational IT; elsewhere, responsibilities can overlap or be assigned differently. The same is true for technology leadership, data governance, cybersecurity, and product development.

Microsoft Chief Digital Officer Andrew Wilson describes the CDO as typically responsible for “digital transformation —business innovation fueled by progress in the cloud, AI, and other technologies.” That is his perspective, not a formal definition shared by every organization. The OECD’s account of public-sector digital leadership also emphasizes that titles and assignments vary across jurisdictions.

To understand a specific role, look past the title and check its actual mandate:

  • Can the CDO set strategy, or only advise on it?
  • Who owns delivery, staffing, and budget for digital initiatives?
  • Who does the CDO report to, and what executive sponsorship is in place?
  • Does the role cover customer-facing products, internal operations, or both?
  • How are responsibilities divided with the CIO, CTO, chief data officer, and security leadership?
  • Is the position a permanent executive function or a time-limited transformation mandate?

What makes the role effective?

A CDO’s influence depends on more than having the title. The role needs a clear mandate, enough authority to coordinate work across functions, and executive support for the changes it is expected to deliver.

Deloitte reported that its research covered 20 diverse companies that had recently undergone digital transformation. In that group, it observed dramatic operational improvement among CDOs with empowered roles, strong mandates, and executive support. This is a finding about those studied companies, not a general success rate or proof that appointing a CDO by itself causes better results.

Does every organization need a CDO?

Not necessarily. The title is one way to assign leadership for digital strategy and transformation; organizations can distribute that work among existing executives instead. Whether a dedicated CDO makes sense depends on the organization’s goals, structure, and need for cross-functional coordination. A title without decision-making authority or a defined remit may not provide the leadership the organization expects.
