A burner phone is a prepaid phone or number intended for temporary use, often replaced or discarded afterward. It can keep some calls and contacts separate from your main line, but “prepaid” describes how service is paid for—not a special privacy feature. A burner phone does not guarantee anonymity or make its user untraceable.
What does “burner phone” mean?
People commonly use the term for a prepaid handset or phone number used temporarily. The Federal Communications Commission (FCC) used the phrase to describe prepaid cell phones in a 2018 enforcement document about a caller-ID scheme. That is terminology in the context of a case, not a finding that these phones are reliably difficult to trace or a recommendation to use one for privacy. FCC 18-135 (2018)
“Prepaid” refers to a payment and service arrangement. It does not mean the phone is anonymous, that the provider collects no customer information, or that the device is designed to evade tracking.

A second phone or number can be useful when you want a separate contact channel for a limited period. The benefit is compartmentalization: you can give out a different number for certain interactions without making your primary number the point of contact. It is not a guarantee that the other party, service provider, or anyone with access to the phone cannot connect that activity to you.

- Short-term listings or transactions: Use a separate number for a temporary contact channel, then stop using it when the interaction ends.
- Travel or temporary projects: Keep work, project, or travel calls distinct from the line you use every day.
- Device separation: A dedicated handset can separate the physical device as well as the number, which may matter if you do not want to use your usual phone for a particular purpose.
These are practical uses, not measured privacy outcomes. A second handset also means another device to buy, charge, activate, and manage, plus possible ongoing service costs.
Are burner phones untraceable?
No. A burner phone should not be treated as an invisibility tool. FCC guidance on customer proprietary network information (CPNI) says it can include the numbers a customer calls and the frequency, duration, and timing of calls. That means a carrier may hold call-related records even when a customer uses a separate prepaid number. FCC: Protecting Your Privacy

A separate number may reduce how often you share your primary number, but it does not erase provider records or establish anonymity. The FCC’s 2018 wording about phones being “difficult to trace” appeared in a case document describing the term; it should not be read as a technical guarantee. FCC 18-135 (2018)
Are burner phones legal in the United States?
Owning or using a prepaid handset is not, by itself, the misconduct described in the FCC enforcement cases. The FCC’s 2020 enforcement order describes an operator who used prepaid phones and numbers to mislead consumers and evade caller-identification and telemarketing obligations. The wrongdoing was the conduct, not merely having a prepaid phone. FCC 20-149 (2020)

Could prepaid phone registration rules change?
In 2026, the FCC opened a proceeding asking what information providers currently obtain from prepaid SIM customers and whether customer-information requirements should differ between prepaid and postpaid service. The FCC’s fact sheet summarizes possible requirements such as a name, address, government-issued identification number, and alternate phone number. These documents seek comment on potential requirements; they do not establish that those requirements have been adopted. Burner phone or a second number on your current phone?
The right option depends on whether you need only a distinct number or a separate physical device. Provider terms and specific device compatibility vary, so verify them before choosing.

If you are concerned about stalkerware or an abusive partner
Buying a second phone should not be treated as a complete safety plan. The Federal Trade Commission (FTC) warns that stalkerware can enable someone to monitor activity on a device. Its guidance says not to contact an advocate or law-enforcement official from a device that may have stalkerware on it. What to check before choosing a prepaid phone
- Whether you need a separate device or only a separate number.
- Network compatibility, carrier lock status, and coverage where you plan to use it.
- What information the provider requests during activation.
- The handset’s upfront cost, recurring service charges, and whether service is included.
- How you will handle emergency access and account recovery if the number changes or stops working.
- What call-related records the provider may retain; a separate line is not a promise of anonymity.
