Yes, and you can play it in a browser. Civic Nightmare is a small, open-source, surreal political-satire RPG that takes an errand most people dread, renewing a passport, and turns it into a JRPG-style quest. The player is an ordinary citizen who must collect six signatures by travelling through an administrative world where every office has its own rules, machines and absurd logic. The paperwork is not just the story. As the creator puts it, “The bureaucracy is the level design.”

What the game is

Civic Nightmare is described by its creator, writing on DEV Community under the byline DaC, as part JRPG, part arcade game, part political satire and part bureaucratic nightmare. The DEV profile identifies the author as Daniele Cangi, an independent AI engineer and complex-systems architect. The game is built in Godot 4.6 and runs in a browser. Its source code is published in a GitHub repository.

The main quest crosses a hand-built overworld. Each authority the player visits has its own environment and its own procedure, so getting from one signature to the next means learning a new system each time. The numbers in the game, including six signatures and 27 approvals, are fictional design details. They describe the game’s mechanics, not real administrative statistics.

How bureaucracy becomes mechanics

The creator’s central design claim is that satire lands harder when it is built into systems rather than delivered through dialogue: “The biggest one was that satire works better when it becomes mechanics instead of just dialogue.” The examples below are the ones the creator describes.

Negotiation as blackjack

Haggling with an official is handled as a blackjack-like encounter. The player is not choosing lines of dialogue so much as playing a card-style contest against the office, which makes the negotiation feel like a gamble with stakes rather than a conversation with a clerk.

Twenty-seven approvals as a consensus machine

Approvals are processed by a physical consensus machine, a device that turns the slow, opaque chain of sign-offs into a playable object. The joke works because the mechanism is visible: approval is something you operate, not something that simply happens off-screen.

Monetary policy as pinball

Inflation stabilisation is rendered as a pinball system. Abstract economic management becomes a physical, reactive game in which the player tries to keep a volatile indicator in play. It is a clear example of how the game turns a dry subject into something you can feel in your hands.

The administrative corridor

One administrative corridor is staged as a forgiving pseudo-3D sequence. The creator presents it as a place where the bureaucratic maze is literal and navigable, with the corridor’s structure carrying the joke about endless procedure.

Satire through places and machines

The game’s critique is carried by architecture, queues, machines, monuments, checkpoints and interfaces, not only by its text. Optional areas extend the same approach. According to the creator’s article, they include a quantum UFO, a classified bunker, an unstable AI demonstration, a cybernetic fulfillment cathedral and a Red Phone. The creator’s term for the overall mix is “civic surrealism.”

The game’s presentation adds to the effect. The repository and the creator both describe a top-down RPG with CRT and VHS styling, which gives the bureaucracy a retro, slightly degraded look. The project does not describe itself as literally 16-bit, so the retro feel should be read as an aesthetic choice rather than a technical specification.

What you will find in the browser version

According to the creator’s article, the browser build includes:

  • The overworld and the six-signature main quest
  • Signature encounters and minigames
  • Optional investigations
  • Persistent progress saved in the browser
  • Touch controls
  • A final determination
  • CRT and VHS presentation

To play, use the browser link in the creator’s DEV Community article or the game’s itch.io page. Both are the public entry points the creator and project pages identify.

Progress and private browsing

Progress is stored locally in the browser. The repository README says the browser build uses IndexedDB-backed user:// storage. If the browser blocks site storage, your progress may not be kept, and private or incognito browsing is the most common case where this happens. If progress seems to disappear, check these first:

  • Confirm you are not in a private or incognito window.
  • Check that the browser allows site storage for the game’s address.
  • Avoid clearing site data between sessions if you want to keep your run.

The repository does not describe a cloud save or a way to move progress between browsers, so treat progress as tied to the browser where you started.

Which version is current?

The version labels do not agree. The repository README identifies the project as Civic Nightmare 2.2, while the itch.io page lists 2.0. Neither source on its own settles which build is current. If you need a version number for a bug report or a citation, check the repository’s release history before using either label.
