Renters in Spain may be eligible for general rent assistance, a separate program for people aged 35 or younger, or urgent housing support for specified vulnerable situations. These programs are administered locally, so eligibility and open application calls depend on the autonomous community or the cities of Ceuta and Melilla. Tenants also have rights under the Urban Leases Act (Ley de Arrendamientos Urbanos, or LAU), but rent limits and update rules depend on the lease and circumstances.
Which housing assistance might apply to you?
Spain’s State Housing Plan for 2026–2030 provides several different routes. The assistance is conditional: the amounts in the plan are maximums, not guaranteed payments, and a plan provision does not by itself ensure a vacant home or an open application call.

| General rent assistance | Lower-income households renting or using a dwelling or room as their usual, permanent home. Applicants generally need an eligible lease or use agreement, habitual residence, income within the applicable limit, and rent within the ceiling. | For a dwelling, up to €250 per month, with possible increases subject to a 40% rent limit in specified circumstances. For a room, up to €150 per month, also subject to the 40% limit. |
| Youth rent assistance | Applicants aged 35 or younger, including people aged 35, who meet the program’s other conditions. | Assistance for two years, with a possible extension of up to two more years if the regional authority agrees and eligibility continues. |
| Immediate housing support | People in specified vulnerable situations, including violence, eviction from a usual home, homelessness, inadequate housing, or a housing emergency. Single-parent families and other people assessed as especially vulnerable are also included. | Support intended to secure a suitable dwelling or, if that is not possible, other suitable accommodation. The plan sets maximum monthly amounts, detailed below. |
| Rental non-payment coverage | Young people and vulnerable groups may fall within the framework for coverage when rent is unpaid, subject to the applicable local mechanism. | This is a landlord-facing coverage framework, not a rent subsidy paid to a tenant. Autonomous communities and Ceuta and Melilla develop the specific mechanisms. |
General rent assistance
The State Housing Plan sets a general household income threshold of up to five times IPREM, Spain’s public income reference indicator. The decree allows higher thresholds in defined cases, including certain disability, family, or victim circumstances. Rent ceilings and other conditions also apply. The maximums listed above do not mean that every eligible applicant receives the maximum amount.
In general, this assistance cannot be combined with another public rent payment for the same purpose. The plan lists exceptions for certain vulnerable groups; check the rules of both programs before assuming two payments can be combined.
#1 Best Overall
Youth rent assistance
The baseline income ceiling is five times IPREM, with specified higher limits for some disability and family circumstances. The standard maximum monthly rent is €1,000 for a dwelling or €600 for a room. In a municipality or settlement with 10,000 residents or fewer, the standard ceilings are €500 for a dwelling and €250 for a room. The decree permits higher ceilings in defined exceptional cases.
If you move to another home within the same autonomous community or city while receiving the aid, you must notify the granting authority within the required period and meet the new contract requirements to preserve it.
Immediate housing support
The plan covers situations including gender-based or sexual violence, trafficking or exploitation, eviction from a usual home, homelessness, shanty-town or inadequate housing, and housing emergencies. Regional authorities and, where relevant, social services assess vulnerability and help arrange the response. Income limits and exclusions apply.

The plan sets a maximum of €300 per month for a usual dwelling, capped at 60% of the monthly rent, and €200 per month for a room, also capped at 60%. Calls for this support are intended to be continuous and permanent, subject to budget and administration. If you are in immediate danger, contact emergency services, social services, or the relevant housing authority directly.
How to find and apply for local assistance
The national plan sets baselines, but autonomous communities and the cities of Ceuta and Melilla administer the assistance and publish application calls. A national rule cannot confirm that a local call is open or determine an individual’s eligibility.
- Contact the housing authority for the place where the home is located. Check its current call, eligible costs, deadlines, income calculation, rent ceiling, and required application documents.
- Identify the route that fits your circumstances. Ask whether the general, youth, or vulnerable-person program applies, and whether a local non-payment mechanism exists if that is the issue.
- Gather supporting documents. Depending on the route, these may include your lease or room agreement, proof of habitual residence, income records, and evidence relevant to age, disability, family circumstances, violence, eviction, or an emergency.
- Check the payment and compatibility rules before applying. Confirm how and when any approved assistance is paid, whether another benefit affects eligibility, and what you must report if your household or home changes.
What tenant protections does the LAU provide?
The LAU is the core statute for ordinary urban residential leases. A particular tenancy can be governed by different versions or transitional rules, so check the contract date, lease type, and applicable law before relying on a general rule.
Rank #2
Minimum lease extensions
For qualifying housing leases, the LAU establishes minimum mandatory extension periods of five years when the landlord is an individual and seven years when the landlord is a legal entity. The Act’s conditions, notice requirements, and exceptions apply.
Repairs and an uninhabitable home
Landlords have statutory conservation duties. If conservation work or work ordered by a competent authority makes the rented home uninhabitable, the tenant may choose to suspend the lease or end it without compensation. During a suspension, rent and the contract period are paused until the work is finished.
Deposit and its return
The LAU requires a cash deposit equal to one month’s rent for a residential lease. If the amount due has not been returned within one month after the keys are handed back, it accrues legal interest. Regional procedures for lodging deposits can differ, so keep the contract, payment evidence, inventory, and a record of handing over the keys.

Starting rent on a new contract
In a declared stressed residential market area, the LAU can limit the starting rent on a new contract by reference to the rent under the home’s previous residential lease in the preceding five years. Further rules may apply to certain large landlords and under the relevant reference-price system. This is not a nationwide cap for every rental: the area’s declared status and the circumstances of the home and landlord matter.
Annual updates under the September 2026 measure
Royal Decree-Law 26/2026 was published on 30 September 2026. It states that it enters into force the day after publication unless an individual provision says otherwise. Its extraordinary limit covers annual rent updates falling between its entry into force and 31 December 2027.
Under the measure, where rent is at or above the applicable maximum reference-price limit, no increase applies. In other cases, the parties may agree a different update under the law; without a new agreement, an increase cannot exceed 2%. The applicable index, lease terms, location, and legal status must be checked for the individual tenancy. This is not a rule that freezes every rent or permits every rent to rise by 2%.
Quick Recap
What to do if there is a dispute or urgent risk
- Keep the lease, payment records, deposit evidence, notices, and written messages with the landlord.
- If you receive an eviction notice, face homelessness, or are in immediate danger, contact the relevant regional housing authority or social services promptly; use emergency services where appropriate.
- For a rent increase, deposit dispute, or question about how the 2026 measure applies to your contract, seek case-specific advice promptly. The contract date, location, landlord status, and facts can change the answer.
