For the documented GitHub and NVIDIA AICR workflows, the verification step itself does not need a network connection when the required files are already on the machine. What needs internet access is the preparation step that collects those files. The one common exception is a verifier that resolves a KMS URI at runtime, which must reach the key provider and have credentials available. Because the verifier, artifact type and key mode all change the answer, there is no universal list of hosts to allow.

Separate fetching the inputs from checking them

Most verification failures on restricted networks come from treating two different jobs as one. Verification needs three kinds of material: the attestation or signature bundle, the trusted roots that establish which certificate authorities or transparency logs are accepted, and, for key-based schemes, the public key. Each of these can be obtained in advance or looked up at the moment of checking. The question is which of them your tool does at check time.

GitHub’s offline workflow, described in its documentation page titled Verifying attestations offline, uses a two-stage pattern:

  1. On a machine with network access, download the attestation bundle from the attestation API and obtain the trusted roots.
  2. Move those files to the target machine and run the verification command against local files only.

GitHub states the principle directly: “Artifact attestations can be verified without an internet connection.” That sentence describes the verification stage once its inputs are present. It does not mean a verifier can discover an attestation for an artifact from an isolated host, because the bundle still has to be there.

Tool-specific behavior

GitHub artifact attestations

The network dependency sits in the acquisition stage. The offline pattern depends on the attestation API and on retrieving trusted roots before the machine is disconnected. The documentation excerpt reviewed for this article does not list the exact hostnames involved, so an allowlist should be taken from the CLI version and enterprise network configuration you actually run, not inferred from this article.

GitHub also cautions that generating an attestation is not the end of the job. Its general documentation says: “Generating attestations alone doesn’t provide any security benefit, the attestations must be verified for the benefit to be realized.” A pipeline that creates attestations but never checks them, online or offline, gets no protection from them.

NVIDIA AICR public-trust bundles

AICR describes its public-trust bundle verification as offline by default and makes no verification-time network calls in that path. Two design details make this possible. The Rekor inclusion proof is embedded in the bundle, so a separate live request to the transparency log is not required. The trusted root can fall back to an embedded copy when the local cache misses. A host with the bundle and the AICR verifier can complete this check without outbound access, provided the bundle was produced with the public-trust configuration.

NVIDIA AICR with a KMS URI

When --key is given a KMS URI, the behavior changes. Resolving the URI calls the KMS provider to fetch the public key, and credentials must be available to the verifier. The provider therefore has to be reachable at the moment of verification. AICR’s documentation describes an alternative: export the public key once, then verify against the local PEM file. That later check does not touch the KMS.

What a passing result does and does not establish

A successful check means the specified cryptographic and policy conditions held for that artifact. GitHub’s documentation says that artifact attestations link an artifact to the source code and build instructions that produced it, and that consumers still need to define their own policy and assess risk. A passing verification is not a general safety certification. If your policy requires a particular source repository, workflow or signer, the verifier must be told to enforce it, or the pass only confirms a signature.

Checklist for your environment

  • Name the exact verifier and version. The behaviors above are specific to GitHub’s tooling and to AICR, and may change between releases.
  • Determine whether the tool discovers attestations remotely or reads a bundle you downloaded.
  • Identify where each trust input comes from: a local file, a bundle-embedded value, a cache, the attestation API, a transparency service, or a KMS provider.
  • Check whether the key argument is a local file or a KMS URI. A URI means a runtime network dependency.
  • Run the same command in the actual target network. Documentation does not give a universal firewall domain list.

When verification fails on an isolated host

  • Confirm the attestation bundle for that exact artifact is present on the host. A missing bundle is the most likely cause, because the verifier cannot fetch it at check time in the offline pattern.
  • Confirm the trusted root material was obtained while the machine was online and copied across with the bundle.
  • If a KMS URI is in use, test provider reachability and credentials from that host. Then consider exporting the public key and verifying against the PEM file instead.
  • Compare the artifact digest and bundle version with what was produced. A mismatch fails for reasons unrelated to connectivity.
