Ending a town’s Flock contract does not necessarily remove the cameras right away. Officials may end service, disable accounts, decide how to handle stored data, and then wait for hardware pickup—separate steps that can take place on different dates. The contract, local records rules, and vendor scheduling shape what happens next.
What does “de-Flocking” actually mean?
It can refer to several distinct milestones: a council vote, a contract’s termination or expiration, a system or account shutdown, a decision about previously collected data, and physical removal of the equipment. One milestone does not prove the others are complete.
For example, Flagstaff said its cameras were deactivated when the city canceled its contract in December 2025, but in January 2026 it was still arranging removal with Flock. In Mountain View, the city said its 30 automated license plate reader (ALPR) cameras had been off since February 2, 2026; the council voted to terminate the agreement on February 24, and the city said the equipment would be removed as soon as possible. What happens after the town decides to end the contract?
Officials check the agreement and set an effective date
A council may vote to terminate a contract, direct staff to do so, or decide not to renew it. The effective date and consequences depend on the agreement and local authority. Officials need to establish notice requirements, any early termination charges, who owns the equipment, who is responsible for removal, and whether the contract addresses data export or deletion.

Alexandria’s police department says the city can stop Flock service at any time, while a transition to another provider would require coordination among fiscal, legal, procurement, and operational staff. Service and account access may stop before removal
In Asheville, council voted on August 25, 2026, to direct the city manager to terminate the contract and request hardware removal. Police deactivated user accounts and system access after the vote, and the contract ended August 26. In a later city update, officials said Flock had confirmed a requested removal date of October 12 and expected retrieval within 60 days from that date because of technician scheduling backlogs. Stored data needs a separate decision
Turning off a system does not, by itself, establish what happens to data collected earlier. Some records may be deleted; others may need to be retained for an active investigation, evidence, public-records obligations, or other legal requirements. Ask what data is covered, who holds copies, what retention exceptions apply, and whether deletion can be confirmed.
Arlington County said it would delete data not required for active criminal investigations, consistent with applicable contractual, legal, and operational requirements. Its announcement also said the county would request removal of its 41 cameras from public property within 14 business days, while warning that logistics could make the process take longer. Retention rules vary by jurisdiction. Alexandria’s police department describes Virginia’s rule as requiring ALPR data to be purged after 21 days unless associated with an active case. It says data retained as part of a criminal investigative record or evidence is governed by state records-retention requirements and that data held beyond 21 days is moved out of the Flock system into the department’s digital evidence management system. When are the cameras physically removed?
There is no standard removal deadline established across the reported cases. Hardware pickup can depend on contract terms, equipment ownership, access to poles or rights-of-way, and vendor technician availability. A scheduled date or removal request is not proof that the equipment has been collected.

Dane County said 26 cameras remained after its contract expired on May 31, 2026, because Flock had not removed them by the date the Sheriff’s Office requested. The office covered the cameras as an interim measure to ensure they were not in use. Asheville also reported covering four cameras on city rights-of-way while awaiting pickup. These were actions taken in those jurisdictions; covering equipment does not establish that it has been removed or resolve questions about stored data. Will a town replace Flock with another system?
Not automatically. Replacing a service is a separate policy, procurement, and operational decision. Alexandria describes the work involved in a provider transition, while Englewood’s council voted unanimously to end its Flock contract but did not approve a proposed replacement at that meeting: the vote on a proposed Axon contract ended in a 3–3 tie. Englewood’s city attorney said the existing agreement appeared not to specify a removal deadline. Those outcomes are local examples, not a template for other towns. Axios Local’s Englewood report.
When a replacement is proposed, the useful questions are about the specific plan: who can access data, how access is audited, how long records are retained, what gets deleted, what investigations the system supports, what it costs, and what public oversight applies. Changing vendors alone does not answer those governance questions.
How to check what happened in your town
- Find the decision and its effective date. Check the council resolution, meeting record, or official announcement; distinguish a direction to terminate from the date service actually ended.
- Ask whether access is disabled. Confirm whether cameras stopped collecting data and whether user accounts or agency access were shut off.
- Request a clear data disposition. Ask what data was deleted, what is retained for investigations or legal obligations, who holds copies, and what the deletion timeline is.
- Check the hardware status. Look for a removal deadline, vendor pickup confirmation, or an official update if equipment remains in place.
- Separate replacement plans from the shutdown. Look for a distinct procurement decision and its approved terms rather than assuming another system has been selected.
Local status can change after an announcement, so use the town or county’s latest dated update to distinguish a plan from a completed shutdown, deletion, or removal.
