A confirmed breach can bring a fine, a points deduction, restrictions on registering players, withheld competition revenue, or even exclusion from a competition. There is no single automatic punishment: the regulator, rule breached, financial period, evidence, settlement and appeal all matter. UEFA decisions and domestic-league decisions follow separate rules and may both affect the same club.

What happens after a regulator finds a breach?

A finding of liability and a decision on punishment can be separate steps. The responsible body first applies its own rules to the evidence; it may then agree a settlement, impose a sanction, or hold a separate hearing to determine the penalty. A club may also have a right to challenge a decision under that competition’s rules. An appeal can change a sanction, so a first decision is not always the final outcome.

The available measures vary by regulator. UEFA’s Club Financial Control Body (CFCB) can agree settlements or impose a warning, reprimand, fine, points deduction, withholding of competition revenue, restrictions on registering players, disqualification or exclusion from a competition, or withdrawal of a title or award. A domestic league has its own rulebook and enforcement process; a UEFA measure should not be assumed to apply to a domestic case, or vice versa.

Who decides the case, and how can it be challenged?

UEFA competitions

UEFA’s CFCB monitors clubs’ financial compliance. Its First Chamber can enter into settlement agreements or impose disciplinary measures. UEFA also has an Appeals Chamber, and says final CFCB decisions may be appealed to the Court of Arbitration for Sport (CAS) in Lausanne. Which route is available depends on the decision and the applicable rules.

Premier League cases in England

The Premier League says its Board can investigate a suspected breach and refer a complaint to an independent Commission. The proceedings are private, while the Commission’s final decision is published. Available sanctions include fines, points deductions and other sporting sanctions. A party may challenge a Commission decision under Section W of the Premier League Rules.

Keep allegations, findings and penalties separate

A reported allegation is not a finding; a finding does not necessarily mean a penalty has already been decided; and a penalty may still be appealed. For example, the Associated Press reported on 2 October 2026 that Manchester City had appealed findings in its Premier League case and had not yet received a punishment. The report said sanctions would be heard separately. Any possible penalty described before that hearing is a possibility, not a decided outcome.

Which financial rules apply?

“Financial rules” is not one universal test. UEFA’s rules and the Premier League’s rules measure different things, use different periods and have different sanctions. The relevant version of the rules matters too: the Premier League’s previous Profitability and Sustainability Rules (PSR) remain in place through 2025/26, while a replacement system takes effect from 2026/27. Enforcement for earlier periods is preserved.

Regime What it assesses Timing or threshold Potential consequence described in the rules
UEFA football earnings Relevant income and expenses across three monitoring periods; an aggregate deficit may still comply if it stays within the acceptable deviation. Three monitoring periods. The acceptable-deviation amount is not stated in UEFA’s overview. Measures available to the CFCB include financial and sporting sanctions, or a settlement.
UEFA squad-cost rule Player and coach wages, transfer costs and agent fees as a share of club revenue. Ceiling phased from 90% in 2023/24, to 80% in 2024/25, to 70% from 2025/26. UEFA says breaches can bring predefined financial penalties and sporting measures.
Premier League PSR An adjusted-loss calculation over an ordinary three-season period. The Premier League’s 2024 statement described a £105 million loss threshold, reduced by £22 million for each season spent in the Championship during the relevant period. This is the PSR rule for that period, not the 2026/27 system. Fines, points deductions or other sporting sanctions were available.
Premier League system from 2026/27 Squad Cost Ratio (SCR) limits relevant on-pitch spending; separate financial-resilience tests assess working capital, liquidity and positive equity. SCR’s Green Threshold is 85% of football revenue plus net player-sale profit or loss, with a multi-year allowance. UEFA’s 70% squad-cost rule still applies to Premier League clubs competing in UEFA competitions. Under the SCR explanation, a club above the Green Threshold but below its Red Threshold may face a levy after tests and offsets. Exceeding the Red Threshold brings a sporting sanction, summarized as six points plus one further point per £6.5 million over that threshold.

The 2026/27 SCR points formula belongs to the new Premier League regime; it should not be applied to PSR cases, UEFA cases or leagues with different rules. The old PSR threshold is likewise not a description of the new SCR limits.

What recent cases show

Everton: a points deduction changed on appeal

In a Premier League PSR case, Everton admitted the breach. An independent Commission initially imposed a 10-point deduction. An independent Appeal Board upheld two of the club’s nine grounds concerning the sanction and substituted a six-point deduction. The appeal changed the penalty; liability was not the issue under appeal. The case shows why it is important to identify whether a reported figure is an initial sanction or the result after appeal.

Manchester City: findings and punishment were at different stages

As of the Associated Press report dated 2 October 2026, an independent Premier League Commission had found serious financial-rule breaches, City had appealed the findings, and no punishment had yet been decided. AP described a reprimand, fine, points deduction or expulsion as potential outcomes. They were possibilities at that time, not a final sanction or prediction.

UEFA’s 2025/26 monitoring cycle: different rules, different responses

UEFA reported that Newcastle United, Juventus, Nice, Santa Clara, Astana and Partizan did not comply with the football earnings rule assessed over financial years ending in 2023, 2024 and 2025. UEFA described settlement targets and financial measures in some cases. Separately, nine clubs identified as exceeding the squad-cost ceiling for calendar 2025 faced fines calculated by reference to the excess. Those were decisions for that monitoring cycle, not a standard tariff for every club or breach.

How to compare two reported cases

A points deduction or fine is meaningful only when it is tied to the rule and stage of the particular case. Check these details before comparing outcomes:

  • Regulator and competition: Was the case handled by UEFA, the Premier League or another body?
  • Rule version and period: Was it UEFA’s earnings or squad-cost rule, the Premier League’s PSR, or its SCR system from 2026/27? Which financial years or season were assessed?
  • What was breached: Was the issue a financial excess, reporting, cooperation or another obligation? What scale of excess or conduct was established?
  • How the case was resolved: Was there a settlement, a Commission decision or another hearing? Is the figure an initial or final sanction?
  • Appeal status: Has an appeal been filed or decided, and did it concern liability, the penalty, or both?

These distinctions matter because a UEFA earnings decision, a UEFA squad-cost fine, an older Premier League PSR case and a future SCR sanction are not interchangeable precedents.
