Your stablecoins can become hard to redeem if the issuer fails, or hard to access if the exchange holding them fails. Those are different problems: the token may still exist on the blockchain while a redemption claim is disputed or exchange withdrawals are frozen. A dollar peg and disclosed reserves do not guarantee an immediate payout, a one-dollar market price, or deposit insurance.

Issuer failure and exchange failure affect different claims

A stablecoin is a blockchain token tied to an issuer’s redemption terms and, depending on the token and jurisdiction, legal protections. It is not automatically a bank deposit. If an issuer fails, the central questions are whether you have an enforceable right to redeem and how the issuer’s reserves and obligations are treated in the relevant insolvency process. If an exchange fails, the immediate issue is usually access to assets the platform holds for customers and how the account agreement and insolvency process treat those assets.

The token can continue to exist on-chain even when a holder cannot get dollars from its issuer or withdraw the token from an exchange. Conversely, an exchange may remain open while the issuer is unable or unwilling to redeem. A holder’s outcome depends on the specific token, issuer, account terms, jurisdiction, records, and proceedings; there is no single recovery percentage or payout timeline that applies to all stablecoin failures.

If the stablecoin issuer fails

Redemption depends on the issuer’s terms and legal status

Check who issued the token, who is eligible to redeem directly, and the applicable minimums, fees, conditions, and timing. A person who buys a token on a secondary market may not have the same direct access to the issuer as an eligible institutional customer. Even when a token is intended to be redeemable for one dollar, legal disputes, operational disruption, redemption limits, or insolvency proceedings can delay or restrict that process. The market price can also move away from one dollar.

Some U.S. holders have a specific reserve-priority framework

For holders of payment stablecoins issued by a permitted payment stablecoin issuer covered by U.S. law, 12 U.S.C. § 5910 provides a claim at par in an insolvency proceeding and ratable priority with other holders against required reserves. If those reserves are insufficient, the unsatisfied portion of redemption claims receives priority over other unsecured claims, subject to the statute’s terms. The law states that holders’ claims “shall have priority, on a ratable basis with the claims of other persons holding such payment stablecoins, over the claims of the permitted payment stablecoin issuer and any other holder of claims against the permitted payment stablecoin issuer, with respect to required payment stablecoin reserves.”

Covered permitted issuers must maintain identifiable reserves at least equal to outstanding payment stablecoins and establish timely redemption procedures. These provisions apply only to the covered category; they are not a universal guarantee for every token, do not eliminate disputes, and do not promise immediate payment.

MiCA protections are limited to covered tokens

Under the EU’s MiCA framework, the reserve of assets for covered asset-referenced tokens is legally segregated from the issuer’s estate. Issuers must also maintain a redemption plan for specified situations in which they are unable or likely to be unable to meet obligations, including insolvency or withdrawal of authorization. The plan is intended to support equitable and timely payments from proceeds of remaining reserve assets. Authorities may require recovery measures, and redemption can be temporarily suspended in circumstances recognized by the framework. These protections depend on the token’s classification and authorization; they should not be assumed for every stablecoin available to EU users.

A reserve disclosure is not a promise of instant liquidity

Reserve assets, their custody, legal segregation, and access arrangements all matter. A reserve report can help explain what backs a token, but it does not by itself establish your individual redemption rights or guarantee that assets can be distributed immediately during a failure. Circle, for example, warns that USDC’s secondary-market price can fluctuate and that legal or operational events may delay or restrict redemption.

If the exchange holding your stablecoins fails

When stablecoins remain in an exchange account, the customer depends on the platform’s ledger, custody arrangements, operational access, contract, and local law. A failure can stop withdrawals even if the stablecoin issuer is solvent. Whether customers can recover the specific tokens, must file claims, or face a delay depends on records, asset segregation, account terms, and the court’s treatment of the assets.

Exchange-held crypto is not the same as insured bank cash

Coinbase’s U.S. customer agreement says virtual currency balances are not protected by FDIC or SIPC insurance. Its terms describe the possibility of pass-through deposit insurance for eligible customer cash held at insured institutions, subject to conditions. That possible treatment concerns eligible cash, not stablecoins or other crypto.

Bankruptcy treatment can be uncertain

In its 2024 Form 10-K, Coinbase disclosed that crypto held in custody could be treated as property of a bankruptcy estate and customers could be treated as general unsecured creditors. The filing also says the company seeks bankruptcy remoteness and relies on UCC Article 8, while noting that courts have not yet considered this treatment for crypto assets. This is a company-specific disclosure of legal uncertainty, not a ruling that every exchange’s customers have the same status.

What to check before choosing where to hold a stablecoin

Check Why it matters
Issuer identity and authorization These determine which issuer promises and statutory protections may apply.
Direct redemption eligibility and terms Confirm who may redeem, along with conditions, minimums, fees, and stated timing.
Reserve assets, custody, and segregation Liquidity, custody, legal separation, and access can affect redemption and recovery.
Exchange agreement and custody structure Review what the agreement says about title, segregation, lending, and insolvency treatment.
Who controls the wallet keys Exchange custody makes access dependent on the platform. Self-custody shifts responsibility for key security and transactions to you, but does not change the issuer’s ability to redeem.

If a failure is announced, take practical steps carefully

  1. Identify which party is affected. Check whether the notice concerns the token issuer, an exchange or custodian, a reserve bank, or more than one party. The claims and remedies differ.
  2. Save records. Preserve account statements, transaction IDs, wallet addresses, issuer terms, exchange agreements, and relevant notices. These may help establish holdings and the terms that applied.
  3. Use official channels and current terms. Follow instructions published by the issuer, platform, regulator, or court handling the process. Check the applicable jurisdiction and do not assume that a route available to institutional customers is available to you.
  4. Do not assume a market quote equals redemption value. Secondary-market prices may diverge from a peg, and an exchange withdrawal being unavailable does not by itself establish what a holder will ultimately recover.

What the March 2023 USDC disruption shows—and does not show

Circle’s annual report describes a temporary USDC price dislocation during the March 2023 banking disruption, when funds at Silicon Valley Bank were temporarily inaccessible and redemption requests accumulated. Circle says the funds ultimately became available and the redemption backlog was cleared. It is an example of how reserve access and redemption liquidity can affect the market price; it does not establish how a different issuer failure or insolvency would resolve.

Does moving stablecoins to self-custody protect them?

Controlling your own wallet keys can reduce dependence on an exchange for access to the tokens, but it also makes key security and transaction handling your responsibility. Self-custody does not make an issuer solvent, create a direct redemption right, protect a token’s peg, or guarantee recovery from an issuer’s insolvency.
