School solar panels usually produce less electricity when clouds reduce the sunlight reaching them, but they do not necessarily stop producing. During a utility outage, however, ordinary grid-connected panels generally shut down. A school can use solar while the grid is down only if its system is designed to disconnect safely and operate as backup power or a microgrid—often with batteries—and the supported loads depend on system capacity and operating conditions.

What clouds do to a school’s solar output

Solar panels generate electricity from both direct sunlight and diffuse light scattered through the sky. Clouds reduce the light reaching the panels, so output often falls, but the amount varies with cloud cover, weather, location, time of day, and the system itself. There is no single reliable percentage reduction for every “cloudy day.” NOAA describes the role of direct and diffuse light and how satellite observations can support cloud tracking and near-term solar forecasts: NOAA’s explanation of clouds and solar energy.

Clouds are only one influence on production. Season, time of day, dust, haze, shadows, rain, snow, and dirt can also affect how much a system generates. A school-specific estimate requires its site and system details; general weather descriptions cannot establish the output of a particular rooftop array.

Can panels produce power on an overcast day?

Yes. Diffuse daylight can still reach panels through cloud cover, though reduced light can mean less electricity at the moment the school needs it. Batteries may shift some energy from higher-production periods to later periods or help manage short-lived output changes, but their capacity and conversion losses limit what they can deliver.

Can clouds ever increase solar output?

Unusually, yes. NOAA describes “cloud lensing” and side illumination around broken clouds that can temporarily raise sunlight at ground level. The effect is not a dependable source of power: NOAA says cloud lensing is unusual and typically lasts 5–10 minutes. It also describes a San Francisco-area event on April 22, 2020, that lasted four hours between noon and 4 p.m. PST. That exceptional event should not be used as a normal production assumption.

Why grid-connected solar usually shuts off during an outage

A conventional grid-tied solar installation generally stops supplying power when it detects that the utility grid is down. This safety behavior helps prevent the system from energizing utility lines while crews may believe them to be de-energized. The U.S. Department of Energy explains that solar panels need a properly configured inverter and storage system to operate independently of the grid: DOE guidance on solar and resilience.

So, seeing panels on a school roof does not by itself mean classrooms will have power in an outage. The installation must be designed and commissioned to isolate from the utility safely and supply local loads. Local codes and utility interconnection requirements also apply; the U.S. explanations linked here do not determine requirements in every jurisdiction.

What lets a school use solar power while the grid is down?

Outage operation requires equipment and controls that can safely separate the school’s electrical system from the utility and manage local power. A solar-plus-storage system can serve selected circuits when it is designed for backup. A microgrid coordinates local generation, storage, and loads, and can disconnect from the larger grid to operate autonomously.

In DOE’s campus microgrid example, the solar array initially shuts down. Once the utility connection is opened and the local microgrid establishes supply, the array can operate within that isolated system. During a longer event, operators may reduce or disconnect noncritical loads. See DOE’s microgrid overview.

Which school loads can stay on?

A backup system may support designated critical circuits rather than the entire campus. The National Laboratory of the Rockies’ solar-resilience presentation describes a critical-load subpanel for essentials such as refrigeration, lighting, and pumps. Which circuits a school can actually power depends on its design, inverter capability, available battery charge, solar generation, controls, and load-management plan. A school should identify its priority circuits rather than assume every classroom and building system will run.

How long can batteries provide power?

There is no universal school runtime. Battery energy capacity describes how much energy it can store; power capacity describes how much it can deliver at one time. A battery may have enough energy for a long period but be unable to meet a high simultaneous demand, or it may deliver substantial power but run down quickly. Runtime also changes with the loads in use, the battery’s state of charge, solar production, weather, and system design. DOE discusses these distinctions and the role of storage in managing production: DOE’s solar and storage overview.

Storage can smooth brief cloud-related fluctuations or move energy to a later time; a design intended for short fluctuations is not automatically sized for overnight operation or a prolonged low-sun outage. Storage is not perfectly efficient, and the cited guidance does not establish a standard runtime for schools.

What school solar backup examples show—and what they do not

DOE says its SunSmart program helped equip more than 100 schools with backup solar and storage systems. The page does not state the year for that figure, so it should not be treated as a current program count or evidence that any particular school can remain powered for a specified period. DOE’s resilience discussion.

A National Laboratory of the Rockies presentation text version reports that Florida’s SunSmart Schools and Emergency Shelter Program launched in 2009 and that 115 schools had 10-kW PV and battery systems. It says the schools operated through recent hurricanes and other outages, but gives no named event or performance dataset, and the transcript page does not state a publication year. These are historical, presentation-reported figures—not a verified current inventory or a promise of runtime. National Laboratory of the Rockies presentation text.

How to evaluate an outage-capable school solar project

When comparing proposals, ask for specific design answers rather than relying on the presence of solar panels or batteries.

  • Grid isolation: Does the system safely disconnect from the utility and operate independently, and has that capability been commissioned?
  • Supported circuits: Which loads are designated critical, and what can be reduced or switched off during a longer outage?
  • Battery power and energy: What is the maximum rate of delivery, and how much energy is available for later use?
  • Duration and weather assumptions: Is the design intended to manage brief cloud fluctuations, overnight use, or longer low-sun periods?
  • Controls and coordination: How will the inverter, storage, solar array, and loads operate together when the utility connection is open?
  • Site resilience: How do siting, materials, and installation practices address the hazards relevant to the school?

The answers should be tied to the school’s actual loads, system configuration, and local interconnection rules. A general system description cannot establish how long a particular campus will stay powered.
