Rare-earth supply disruptions can raise the cost of materials and permanent magnets, and can delay or interrupt manufacturing. But higher input prices do not translate directly into an equal rise in what consumers pay: the International Energy Agency (IEA) estimates that tripling rare-earth prices would raise a car’s cost by about 0.1% in its 2026 outlook. That is a cost-share scenario, not a prediction for an EV’s sticker price. The reviewed sources do not establish a specific retail-price increase for phones, laptops or other electronics.
Why a supply disruption can affect prices and production
Rare earths pass through several stages before becoming usable components: extraction, beneficiation, chemical upgrading, separation into oxides, metal refining, alloying and magnet manufacturing. A shortage at any one stage can constrain the particular material or magnet a manufacturer needs, even if mines elsewhere are producing ore.
The impact can therefore show up in more than a material invoice. If a factory cannot obtain a magnet that meets its specifications, it may have to pay more to source one, delay production, reduce output or temporarily stop a production line. In the short run, that availability problem can matter more than the direct cost of the rare earth in the final product.

What the available figures say about price pressure
The IEA’s 2026 outlook and its 2025 commentary describe steep price gaps for selected materials, alongside a much smaller direct rare-earth share of vehicle value. These figures measure different things and should not be treated as a single forecast of consumer prices.

Why EV sticker prices are hard to predict from rare-earth prices
The IEA’s tripling scenario indicates that a large increase in rare-earth prices can have a small direct effect on total car cost because rare earths account for less than 1% of an average EV’s value. It does not show what a particular automaker will do with its prices: retail pricing also reflects other costs and commercial decisions that the scenario does not quantify.
Availability is a separate risk. After China introduced export controls in April 2025, shipments fell sharply. Automakers in the United States, Europe and elsewhere struggled to secure permanent magnets; some reduced factory utilization or temporarily stopped production. The IEA later reported that licences were granted and export volumes recovered, while a premium remained for magnets made outside China. These events show how a shortage can affect production and delivery even when the direct materials-cost share is modest.

What the evidence does—and does not—show for electronics
The IEA identifies electronics among the sectors exposed to rare-earth supply controls, and rare earths are used in high-tech manufacturing. However, the available sources do not quantify how a disruption would change the retail price of a particular phone, laptop or other device. A defensible percentage cannot be inferred from the broader material-price figures.

Why processing and magnet-making concentration matters
Mining is only one part of the supply chain. For 2024, the IEA reports that China accounted for 60% of global mined magnet rare-earth production, 91% of refined output and 94% of sintered permanent-magnet production. The high shares in refining and magnet manufacturing mean that adding mines elsewhere would not, by itself, remove dependence on downstream processing.
The April 2025 controls covered seven heavy rare earth elements and related compounds and magnets, according to the IEA. In October 2025, China announced expanded controls covering additional elements, some processing equipment, and certain internationally made parts containing Chinese-sourced material or produced using Chinese technologies. The IEA’s 2026 outlook reported that the expanded October measures had been suspended for one year, until November 2026, and that tighter dual-use controls for goods destined for Japan were introduced in January 2026. This is the policy status described in that outlook; controls and licensing can change.

The scale of downstream exposure should not be confused with losses already incurred. Under full implementation of the controls discussed in its 2026 outlook, the IEA estimated that up to USD 6.5 trillion per year in downstream production outside China could be at risk, including more than USD 3 trillion in potential direct automotive-sector losses. These are scenario estimates of production value exposed, not realized losses or forecasts of consumer price rises. The IEA’s executive summary notes that disruption effects extend beyond direct product sales because high-value services depend on rare-earth-enabled products (Rare Earth Elements — Executive Summary).
How the length of a disruption changes the risk
A short shock can be especially disruptive when manufacturers have few immediate substitutes or little time to adjust. Over a longer period, firms may be able to reallocate inputs or adapt, although that does not guarantee a smooth or cost-free transition.

An IMF working paper published July 17, 2026 modeled an 80% reduction in rare-earth supply. Under low substitution elasticities—which the authors interpret as horizons of less than one year—the model estimated GDP losses of 1.8% for Japan, 1.5% for the United States and 1.2% for Germany. With higher substitution elasticities representing longer horizons, aggregate losses became negligible. These are modeled national-output effects, not price forecasts for vehicles or electronics.
Which measures can make supply more resilient?
The IEA identifies diversification, strategic stockpiles, new refining and magnet capacity, and recycling as ways to strengthen resilience. They address different parts of the problem and are not immediate substitutes for one another.
- Diversification: Adds suppliers or production locations, but new mines alone do not resolve dependence on refining, alloying or magnet-making.
- Strategic stockpiles: Can provide a buffer during a disruption, but do not create lasting production capacity.
- New processing and magnet capacity: Targets downstream bottlenecks, though it must be able to produce the materials and magnets manufacturers actually require.
- Recycling: Can return materials to supply chains. The IEA estimates it could lower primary rare-earth supply needs by up to 35% by 2050; this is a long-term potential, not an immediate replacement for current production.
To compare any resilience measure, ask how quickly it can provide usable material, which value-chain stage it covers, whether it meets technical specifications, what scale and cost it can reach, and whether it reduces exposure to the dominant supplier. The IEA notes that announced projects in diversified regions remain especially limited in magnet production.
