There is no universal penalty. What happens depends on the country, the job, the exact question or reporting rule, and whether security clearance or a specific citizenship-related appointment condition applies. The official examples below do not establish that dual nationality by itself automatically ends civil-service employment.
First establish what was supposed to be disclosed
“Failing to disclose” can describe different situations, and they do not necessarily have the same consequences:
- An applicant leaves a citizenship off an application or gives an inaccurate answer to a question that was asked.
- A clearance applicant or employee omits information requested during an interview, reinvestigation, or event-triggered review.
- An employee acquires another nationality later but does not report it, even though a particular policy may require ongoing reporting.
- No question was asked and no continuing reporting duty has been established.
Citizenship is also distinct from holding or using a foreign passport, having foreign-government employment, or taking an oath of allegiance. A rule may address one of these without treating them as interchangeable. Check the wording of the applicable form, statute, staff policy, or clearance rule before drawing conclusions.

How the rules differ in three official examples

What an omission may mean for eligibility, clearance, or employment
Eligibility is not the same as clearance
In the UK example, the nationality rules generally allow dual-national candidates to qualify through one nationality, while some reserved positions carry additional requirements. The same guidance identifies background information as relevant to clearance. That does not establish an automatic employment penalty for failing to volunteer a nationality after appointment; the cited guidance is about eligibility and reserved-post conditions.

Clearance reviews are individualized
The U.S. Department of State notice describes case-by-case consideration of dual citizenship. Separately, Security Executive Agent Directive 4 identifies a required but incomplete or omitted report about a foreign passport or identity card as a relevant adjudicative factor. That is not the same as a guaranteed denial, and the directive’s current applicability should be checked with the relevant agency.
Some appointment rules set a specific prerequisite
The Philippine CSC summary concerns a defined group and a condition to satisfy before appointment. It should not be generalized to all Philippine civil servants or to every person who holds two citizenships. Whether it applies turns on how the person acquired or reacquired citizenship and the stated exceptions.

What to do if you are concerned about an omission
- Identify the governing jurisdiction and employer. Rules for one country or agency do not settle another agency’s requirements.
- Pin down your role and process. Establish whether you are applying or already employed, whether the post is reserved or sensitive, and whether you have or are seeking clearance.
- Read the exact question and reporting rule. Check the application, interview instructions, staff handbook, statute, clearance guidance, and any continuing duty. Note whether it asks about citizenship, passports, foreign allegiance, or another fact.
- Record the relevant timeline. Distinguish citizenship held from birth from citizenship acquired later, and identify when any passport, status, or other relevant circumstance changed.
- Ask the appropriate office how to correct or report the information. Contact the employer’s HR or recruitment team, or the security office handling the clearance. Do not hide, destroy, or retroactively alter records.
- Consider qualified local legal advice if action is threatened. If there is an active investigation or proposed adverse action, an employment or nationality lawyer familiar with the applicable jurisdiction may help assess the specific rule and response.
