After polls close, election officials secure ballots and electronic voting records, report preliminary totals, count remaining eligible ballots, reconcile records during the canvass, complete required audits, and certify results. Election-night totals are unofficial; the exact steps and deadlines depend on state and local rules.
What happens after polls close?
- Election materials are secured and transferred. Officials secure ballots and electronic vote records and transfer them to the elections office. Local rules and security plans govern how that happens.
- Preliminary results are reported. Local officials release early totals after polls close. These totals are unofficial, even if reporting appears complete.
- Officials count eligible ballots that remain. Depending on state rules and deadlines, this can include provisional, absentee or mail, military, and overseas ballots. A provisional ballot is held separately while officials check eligibility and whether the voter has already voted.
- The canvass compiles and reconciles the vote. Officials aggregate valid ballots and examine vote totals and records for discrepancies, including mismatches between voter and ballot counts.
- Audits and any recounts take place under applicable rules. Audits verify voting equipment or results; recounts ret tally ballots in a contest or subset of contests and may change official results.
- Officials certify results. Certification is the official attestation that results account for votes cast. Results are not final until required processes are complete and certification occurs.
Why can election results change after election night?
Election-night reporting is preliminary. Eligible ballots may still be counted after Election Day under state deadlines, and the canvass may identify and resolve discrepancies between voter and ballot totals. Audits add verification in many states, while some contests may undergo a recount. These are separate stages of the process, not proof that an early report was the final count. The U.S. Election Assistance Commission explains that results remain unofficial until certification in its guidance on results, canvassing, certification, and audits.
How are provisional ballots reviewed?
Officials keep a provisional ballot apart from other ballots while they review the voter’s eligibility. For federal elections, federal rules require an eligible voter who is missing from the voter list or challenged as ineligible to be offered a provisional ballot, subject to statutory exceptions. Officials count it if they determine the voter is eligible. A free access system must let the voter learn whether the ballot counted and, if not, why. State law sets the specific review rules and deadlines. See the EAC’s provisional ballot guidance.
What varies by state and locality?
There is no single nationwide timeline for processing every ballot or certifying every contest. State law determines when different ballot types may be counted and what deadlines apply. The certification authority and procedures also differ, sometimes by level of contest.

California illustrates why local rules matter: county officials may process vote-by-mail envelopes before Election Day, but cannot publicly release those results until polls close. The later official canvass processes specified provisional, conditional-registration, and eligible vote-by-mail ballots. That is a California example, not a national rule. For a specific ballot, check your local election office for tracking information or provisional-ballot status. California’s Secretary of State describes the official canvass process.
How to tell when results are final
Look for certification by the responsible election authority, not just a complete-looking election-night tally. The EAC states, “Election results are unofficial until they are certified.” Certification follows the applicable counting, canvass, and verification requirements; its timing and the official responsible vary by jurisdiction. The EAC explains the distinctions in its results and certification guidance.
