SoftBank and Arm’s reported effort to regain control of Arm China was still in progress on April 28, 2022. Two days later, the companies and investor HOPU announced that Arm China’s board had appointed Renchen Liu and Eric Chen as co-CEOs, with Liu registered as the company’s legal representative and general manager. The parties said the dispute was resolved and Arm China’s business arrangements with Arm would remain unchanged.
Why were SoftBank and Arm trying to regain control?
Arm China is the commercial route through which Arm licenses its intellectual property to Chinese licensees. Control of its operations therefore mattered to Arm’s ability to conduct that business in China.
In an April 28, 2022 report, The Business Times, citing Bloomberg, said the Arm China board had dismissed CEO Allen Wu in 2020 over alleged conflicts of interest. The report, based on people familiar with the process, said Wu had refused to leave and retained the company seal and registration documents, allowing him to continue running day-to-day operations. Those claims were attributed reporting, not findings established by a court.
What was reported, and what was confirmed?
| Date | What was reported or announced | Status |
|---|---|---|
| 2020 | Arm China’s board dismissed Allen Wu as CEO, according to the 2022 Business Times report. | The report also attributed claims about Wu’s refusal to leave and possession of company documents to unnamed people familiar with the process. |
| April 28, 2022 | The Business Times reported that the board, with support from Chinese authorities, was pursuing registration of a new legal representative and company stamp. A split CEO arrangement was described as likely. | An effort in progress, not a final outcome. The report said the resolution could still change. |
| April 30, 2022 | Arm, HOPU Investment, and SoftBank announced a unanimous board vote appointing Renchen Liu and Eric Chen co-CEOs. They said Liu had been registered and accepted by Shenzhen authorities as legal representative and general manager. | The parties said the longstanding governance issue had been resolved. |
The distinction matters: the April 28 headline described a developing effort, while the April 30 announcement recorded the outcome the parties said they had reached. The April 30 announcement is the primary source for the appointments and the shareholders’ account of the resolution.

What changed for Arm China’s business?
The parties said Arm China would remain an independent operating company, majority owned by Chinese investors, and would continue as Arm’s exclusive commercial distribution channel for licensing Arm IP to Chinese licensees. They also said the strategic partnership, IP license agreement, and business model were unchanged. These are statements about the arrangement announced on April 30, 2022, not a current ownership breakdown.
The dispute was significant because it concerned governance of the company serving that licensing channel, not an announced change to Arm’s underlying licensing model. The same 2022 announcement said Arm China would continue developing its own IP.

Arm’s 2026 SEC filing reported that SoftBank beneficially owned approximately 86.4% of Arm’s issued and outstanding share capital as of May 21, 2026. That is ownership of Arm Holdings, the parent company—not Arm China. The filing also describes Arm’s use of certain controlled-company governance exemptions. See Arm Holdings’ 2026 SEC filing.
Separately, SoftBank said on April 21, 2026, that Rene Haas would take the additional role of CEO of SoftBank Group International while remaining Arm’s CEO and a member of Arm’s board. That announcement does not establish his role in Arm China governance. SoftBank’s announcement concerns those Arm and SoftBank Group roles.
The sources here do not establish Arm China’s present-day leadership or a current ownership breakdown for the venture. The co-CEO appointments are a dated 2022 announcement, not confirmation of who leads Arm China in 2026.

What the 2022 dispute did—and did not—mean
- It was a governance dispute: the reported conflict centered on executive authority and control of company documents and registration, rather than a publicly announced change to Arm’s licensing model.
- The reported plan was not the final word: the April 28 account described steps underway and said the outcome remained uncertain.
- The announced resolution named two co-CEOs: Arm, HOPU, and SoftBank announced Liu and Chen’s appointments on April 30, 2022.
- Arm’s parent ownership is a separate matter: SoftBank’s 2026 stake in Arm Holdings cannot be used to infer its ownership of Arm China.
