On 2 July 2024, the UK National Crime Agency (NCA), the Police Service of Northern Ireland (PSNI) and the U.S. Federal Bureau of Investigation (FBI) jointly disrupted DigitalStress, a DDoS-for-hire service. Rather than simply removing its website, the NCA says it took control of the site, disabled the service and replaced it with a mirror page that warned visitors their information was being collected. The NCA described DigitalStress as responsible for tens of thousands of attacks a week worldwide, but its public notice does not explain how that estimate was measured.
What happened to DigitalStress?
The NCA announced the operation on 22 July 2024. It reported that DigitalStress operated at digitalstress.su and that the PSNI had arrested one of the service’s suspected controllers earlier in July. The agency dates the joint NCA, PSNI and FBI action to 2 July: the site was taken over, its attack function disabled, and its visitors shown a law-enforcement warning page.
The warning stated: “We are watching you. Is it worth it?” It also said the agencies had taken down the site and arrested a suspected controller. The public notice does not name that person or report charges, a trial or a conviction.
How the mirror-site tactic worked
A conventional domain takedown makes a site unavailable. In the NCA’s account, the DigitalStress operation went further: after taking control of the site and disabling its service, investigators used a mirror page to communicate with people who visited it. The agency said it had covertly and overtly accessed communications platforms used to discuss launching DDoS attacks and warned users that their information had been collected.

The NCA said it would analyze the information for law-enforcement action and pass information relating to users overseas to international law-enforcement partners. Deputy Director Paul Foster said: “Anyone using these services while our mirror site was in place has now made themselves known to law enforcement agencies around the world.” The notice does not say how many users were identified, how many records were referred, or what happened to individual users.
The NCA has not disclosed the technical methods used to access or take control of the site or its associated infrastructure. The public account supports describing the operation’s effects, not inferring how investigators gained access.
What scale did the NCA report?
The NCA said DigitalStress was responsible for “tens of thousands” of attacks every week around the world. That is the agency’s estimate: its public notice gives no counting period, measurement method or independent validation. It should not be read as a separately verified attack count.

- FOR OUR HEALTH: The radiation emitted by the router seriously endangers our health. Prolonged exposure to it with high frequencies may cause headaches, loss of memory, sleep disturbance, and more. Many studies link radiation to a host of other sicknesses and neurological problems. So We need radiation shielding bags to protect our families from harmful radiation.
- QUALITY MATERIALS: The radiation shielding wifi cover is made of Copper/ Nickel/Polyester Fiber which is certified to provide 99.999%protecting across the frequency range of 10KHz to 3GHz and still over 99.6% effectiveness at 5.6GHz. This fabric has good conductivity and a shielding effect.
- PAY ATTENTION: The WIFI router radiation cover is made of high-quality copper-nickel material. When exposed to air for a long time, it will naturally oxidize, and the surface color will appear as spots and turn black. It will not affect its function and shielding efficiency, it just shows the authenticity and high quality of the material.
- BIG SIZE: The router cover measures 14” x 16”, suitable for both Wifi routers with or without antenna and for most types of routers in the market. Our protective bags have Velcro at the seal. You are able to better enclose your router. we suggest wrapping the entire router when you are sleeping or outside. Please note, that the cover is not advised to wash
- GOOD SERVICE: If you are not completely satisfied with your purchase, simply return it to Amazon within 30 days for a full money-back refund. And any questions about the product, just send us an email and we will spare no effort to solve it.
The same notice places the operation within Operation Power Off, an international effort against DDoS-for-hire services. Other enforcement figures belong to separate cases: for example, the NCA’s reference to 48 booter sites concerns a distinct FBI-led operation in December 2022, while the U.S. Department of Justice’s May 2025 announcement concerned another action involving nine domains and four arrests in Poland. Neither figure describes DigitalStress.
Why DDoS-for-hire services matter
A distributed denial-of-service (DDoS) attack attempts to overwhelm a website or other internet-connected resource with traffic so that it becomes difficult or impossible to use. The FBI describes booter and stresser services as paid offerings that allow people to direct attacks at targets, often using access to existing botnets—networks of malware-infected devices capable of generating large volumes of illegitimate traffic.
Such services lower the barrier to carrying out an attack. As Foster put it: “Booter services are an attractive entry-level cyber crime, allowing individuals with little technical ability to commit cyber offences with ease.” The NCA warns that DDoS attacks can disrupt businesses and critical national infrastructure, potentially interfering with access to essential services such as fire, police or ambulance services.

What the law says—and which jurisdiction applies
The legal consequences depend on where the conduct and affected systems fall under the law. The NCA says DDoS attacks are illegal in the UK under the Computer Misuse Act 1990. Separately, the FBI warns that hiring a booter service to attack a protected computer can carry consequences under the U.S. Computer Fraud and Abuse Act. These are jurisdiction-specific statements, not a claim that one statute applies worldwide.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesFor people in the United States affected by a DDoS attack, the FBI directs victims to contact a local FBI field office or report through the Internet Crime Complaint Center. This is U.S.-specific reporting guidance.
What is known about the suspected controller’s case?
The NCA’s 22 July 2024 notice calls the arrested person a “suspected controller” and says the PSNI made the arrest earlier that month. It does not identify the person or provide a charge, court proceeding or outcome. Without a case-specific public update, it would be inaccurate to describe the person as convicted or to state that the case has concluded.
