After the 2022 crypto downturn, markets recovered and cryptocurrency became more closely connected to traditional finance. A major change was the U.S. approval of spot Bitcoin exchange-traded product (ETP) listings in January 2024, which gave investors another way to gain exposure to Bitcoin. That change in access did not make Bitcoin stable, settle regulatory questions, or prove that blockchain applications are broadly successful.

What changed after the 2022 downturn?

The clearest shift was not that crypto stopped being risky. It was that more people and institutions could participate through familiar financial channels, while crypto markets became more connected to mainstream finance. The evidence spans different places and periods: a U.S. regulatory decision, an IMF account of fund flows and prices in 2024, a Chainalysis estimate of North American on-chain activity, and IMF analysis published in 2025.

Those measures describe different things. Fund inflows are not the same as trading volume, on-chain value received is not investment return or a count of unique users, and assets under management are not a measure of price stability.

How did Bitcoin access change in the United States?

On January 10, 2024, the U.S. Securities and Exchange Commission approved the listing and trading of several spot Bitcoin ETP shares. An ETP lets investors get exposure through shares traded on an exchange rather than buying and custodying Bitcoin directly. The approval changed an access route; it did not remove Bitcoin’s price risk or amount to an SEC endorsement of Bitcoin.

Bitkey Bitcoin Hardware Wallet, No Screen - Self-Custody, No Seed Phrase
  • BITCOIN EXCLUSIVE, PHONE VERIFICATION: Bitkey is designed from the ground up exclusively for bitcoin — a dedicated hardware wallet for secure bitcoin storage. Approve transactions with a tap using your phone and NFC. No device screen is required.
  • SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
  • NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
  • 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
  • BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.

In the statement accompanying the approval, SEC Chair Gary Gensler emphasized that distinction: “Though we’re merit neutral, I’d note that the underlying assets in the metals ETPs have consumer and industrial uses, while in contrast bitcoin is primarily a speculative, volatile asset that’s also used for illicit activity including ransomware, money laundering, sanction evasion, and terrorist financing.” Read Gensler’s January 10, 2024 statement.

What do the market figures show—and what don’t they show?

The dated figures below are useful evidence of recovery and expanding participation, but they are not live market data. Their definitions and periods matter when comparing them.

Measure Reported figure and period What it indicates
Bitcoin fund net inflows More than $12 billion into the top 12 Bitcoin funds in the first quarter after the January 2024 approval, as reported by the IMF in April 2024. Strong early demand for fund exposure; not a return figure or a measure of all crypto investment. IMF, April 2024 Global Financial Stability Report.
Bitcoin price high $73,805 on March 14, 2024, as recorded in the IMF’s April 2024 report. A dated price milestone, not a current quote or evidence that volatility ended. IMF, April 2024 Global Financial Stability Report.
On-chain value received in North America An estimated $1.3 trillion from July 2023 through June 2024, about 22.5% of global activity, according to Chainalysis’s 2024 analysis. A regional estimate of on-chain activity—not investment returns, unique users, or a government statistic. Chainalysis, 2024 North America analysis.
Bitcoin ETP assets and stablecoin market capitalization Bitcoin ETP assets exceeded $80 billion and stablecoin market capitalization exceeded $200 billion in the IMF’s April 2025 analysis. Report-period measures that the IMF discusses alongside broader retail and institutional participation and growing connections with mainstream financial markets; they are not live values. IMF, April 2025 Global Financial Stability Report.

Chainalysis described North American recovery and institutional momentum in its 2024 analysis. Taken together with the IMF’s later account of wider participation and growing financial links, that points to greater market integration—not to a guarantee of lasting gains or lower risk.

Bitcoin is not the same thing as blockchain

Bitcoin is a crypto asset and the network that records Bitcoin transactions. “Blockchain” refers more broadly to a class of distributed-ledger designs. Bitcoin’s market price and the prospects of a particular ledger application are related in public debate, but one does not establish the value or success of the other.

The Bank for International Settlements (BIS) argues that crypto has structural limits as a monetary system: it lacks a stable nominal anchor, scalability constraints can fragment activity, and reliance on intermediaries can persist despite decentralization claims. The BIS also notes that programmability and tokenization are not exclusive to crypto networks: they can be built using central-bank digital currencies, fast payment systems, and related data architectures. See chapter III of the BIS Annual Economic Report 2022.

That is a reason to assess a proposed blockchain application by the job it performs and how it works, rather than treating the word “blockchain” as proof of value. The evidence cited here does not establish broad commercial success for any particular post-downturn blockchain deployment.

Why regulation and financial connections still matter

Borderless networks do not make crypto markets independent of national rules or regulated institutions. A 2018 BIS study found that regulatory actions and announcements can affect crypto valuations, transaction volumes, and user bases, in part because crypto markets depend on regulated financial institutions and remain segmented across jurisdictions. That study helps explain a mechanism; it is not a current measurement of market effects. Read the BIS regulatory study.

For the United States, the SEC’s May 15, 2025 FAQ on crypto-asset activities is staff guidance, not a binding rule. The page says its answers represent staff views and “have no legal force or effect”; they do not amend applicable law or create obligations. Read the SEC staff FAQ.

The IMF’s policy discussion calls for comprehensive regulation, including prudential and conduct rules, and effective implementation of anti-money-laundering and countering-financing-of-terrorism standards. A practical way to evaluate claims about crypto or blockchain

When a recovery story or blockchain proposal is presented, separate the questions below. They help reveal whether the claim is about financial exposure, technology, regulation, or a specific use case.

  • Access and ownership: Is the exposure from direct ownership and custody, or from exchange-traded product shares? What does the product structure mean for the investor?
  • Risk and market links: What price volatility, concentration, or intermediary dependence is involved? Could shocks connect to traditional financial markets?
  • Jurisdiction and legal status: Which country’s rules apply, and to which product or activity? Is the cited material binding law, a regulator’s staff view, or policy guidance?
  • Use case and alternatives: What task does the ledger perform, who governs it, and what security and operating costs follow? Could another payment or data system do the same job?

The dated evidence supports a story of market recovery, easier institutional access in the United States, and stronger connections between crypto and mainstream finance. It does not show that crypto has become stable, that every investor benefits, or that blockchain is the best solution for every application.
