The 2017 U.S.–Russia contest over Alexander Vinnik’s custody is over. Greece arrested Vinnik in July 2017 after a U.S. request, but he was later transferred through France to the United States, where he pleaded guilty in 2024 to conspiracy to commit money laundering tied to the BTC-e exchange. The Associated Press reported that he returned to Russia in February 2025 in a prisoner exchange involving American Marc Fogel.
Why were the United States and Russia seeking Vinnik?
Vinnik, a Russian national, was arrested in Greece in July 2017 at the request of the United States. U.S. prosecutors accused him of operating BTC-e, a cryptocurrency exchange they said was used to launder criminal proceeds. Russia also sought his extradition in a separate case. In September 2017, CyberScoop reported that a Greek ruling on the U.S. request was expected by October 4; Vinnik’s lawyer said Vinnik would not oppose Russia’s request. That reported preference did not determine the eventual route.
The competing requests were about custody and separate legal proceedings—not a single joint case. At the time, the question was which country Greece would send him to. The later path ran through France before Vinnik reached the United States.
What did the U.S. case allege about BTC-e?
In its 2017 announcement of a 21-count indictment against Vinnik and BTC-e, the U.S. Department of Justice said the exchange allegedly received deposits valued at more than $4 billion. This was an allegation in the indictment, not a finding that Vinnik personally laundered that amount.

The DOJ’s 2024 account used a different measure: it said BTC-e processed more than $9 billion in transactions and had more than one million users during its operating period, roughly 2011 through July 2017. Transaction volume is not the same as alleged deposits or proven criminal proceeds, so the two figures should not be combined or treated as interchangeable.
Separately, the U.S. Treasury Department’s Financial Crimes Enforcement Network announced civil penalties in 2017: $110 million against BTC-e and $12 million against Vinnik. Those penalties are enforcement figures, not estimates of the exchange’s transaction volume.

How did the extradition route unfold?
- July 2017 — Greece: Greek authorities arrested Vinnik at the request of the United States. The DOJ announced a 21-count indictment against him and BTC-e.
- September–October 2017 — competing requests: Greece considered U.S. and Russian extradition requests. Contemporary reporting said a decision on the U.S. request was expected by October 4.
- France — intervening transfer: France made a competing request, and Vinnik was transferred there before the United States. OCCRP’s retrospective account describes this part of the route.
- August 2022 — United States: The DOJ announced that Vinnik had been extradited from Greece to the United States after more than five years of litigation.
- May 2024 — guilty plea: The DOJ reported that Vinnik pleaded guilty to conspiracy to commit money laundering related to BTC-e.
- February 2025 — return to Russia: The Associated Press reported that Vinnik returned to Russia after a prisoner exchange involving Marc Fogel.
What was the outcome of the U.S. case?
Vinnik pleaded guilty in May 2024 to conspiracy to commit money laundering related to BTC-e, according to the DOJ. The available account establishes a guilty plea; it should not be described as a U.S. trial conviction. The DOJ’s 2022 release characterized BTC-e as a criminal cryptocurrency exchange and said it laundered more than $4 billion in criminal proceeds; that is the department’s description in that release, distinct from the later reported plea and the 2017 indictment’s alleged-deposits figure.

What the headline means now
“U.S., Russia fighting to extradite” describes the 2017 custody dispute, not an unresolved case today. Greece initially faced competing requests, Vinnik subsequently went through France to the United States, and he later returned to Russia in the 2025 exchange reported by AP. The sources cited here do not establish that BTC-e is currently operating or available as a service.
