H.R. 1945 proposes to designate America’s National Churchill Museum in Fulton, Missouri, as a National Historic Landmark. It would also authorize federal cooperative agreements for protecting historic resources and interpreting the site, and require a separate study of whether it should become a unit of the National Park System. That study would not make the museum a national park, and the Congressional Budget Office says the landmark designation would not change its ownership or management.

The bill’s latest status is not clear from the available official records: a secondary tracker reports Senate passage on September 29, 2026, while the opened Congress.gov page showed an earlier action. The official House calendar dated October 1, 2026, concerns a related Senate bill, not a confirmed final action on H.R. 1945. The records therefore do not establish that H.R. 1945 became law. LegiScan’s H.R. 1945 tracker and Congress.gov’s bill page show the differing status information; the October 1 House Calendar records action on S. 3490.

What H.R. 1945 proposes

H.R. 1945, the America’s National Churchill Museum National Historic Landmark Act, would designate the museum and the included Winston Churchill Memorial as a National Historic Landmark. The property is at Westminster College in Fulton, Missouri. The memorial is already listed on the National Register of Historic Places, according to the Congressional Budget Office’s February 23, 2026 bill analysis.

The bill also addresses federal support and a possible future park-system designation. Those are distinct from the landmark designation itself:

  • Cooperative agreements: The bill authorizes the Interior Department to enter into agreements to help protect historic resources and provide interpretive facilities and programs.
  • Special resource study: It directs a study of whether the site should be designated as a unit of the National Park System. The study assesses that possibility; it does not itself confer park-system status.
  • Ownership and management: CBO says the proposed landmark designation would not change who owns or manages the museum.

What National Historic Landmark status means here

The bill would make the designation through legislation. That differs from the ordinary administrative process described by the Interior Department, which includes local input and scholarly review. Interior says properties considered through that process must have exceptional national importance in American history and historical authenticity. This agency description explains the standards for the administrative process; H.R. 1945 would designate the museum by statute instead. Interior’s statement on H.R. 1945 gives its account of that process.

Landmark status should not be confused with becoming a national park. Under the bill, a special resource study would examine possible National Park System designation as a separate question. CBO’s explanation also distinguishes the landmark designation from ownership and management: it says those would remain unchanged.

Why the museum is associated with Churchill’s Iron Curtain speech

Winston Churchill delivered his “Sinews of Peace” address at Westminster College on March 5, 1946. It is commonly known as the Iron Curtain speech. A press release from Representative Bob Onder quotes Churchill’s line: “From Stettin in the Baltic to Trieste in the Adriatic, an iron curtain has descended across the continent.” The quote is from Churchill’s address at the college. The press release reproduces the sentence.

Interior says the museum was established in 1969 and is dedicated to Churchill’s life and legacy. Its building is the 17th-century St. Mary the Virgin church, designed by Christopher Wren. The church was badly damaged by bombing during the Second World War and later relocated from London to Fulton. The site also includes a large continuous section of the Berlin Wall in North America, transformed into a sculpture by Edwina Sandys. Congress recognized the institution as “America’s National Churchill Museum” in 2009, according to Interior’s background statement.

Has Congress passed the bill, and is it law?

The available records do not support a definitive claim that H.R. 1945 has completed the legislative process or become law. LegiScan reports Senate passage without amendment by unanimous consent on September 29, 2026. But the opened Congress.gov page showed an earlier February 2026 action, and the official October 1, 2026 House Calendar concerns the related S. 3490, which it describes as passed by the Senate in December 2025 and held at the House desk. That calendar entry is not a current action record for H.R. 1945.

Because the sources conflict or concern different bills, the safest conclusion is that the proposed effects described above are not proof of an enacted law. The available records do not establish a final presidential disposition for H.R. 1945.
