Google Reader Revenue Manager (RRM) lets a publisher place subscription paywalls, contribution requests and reader-engagement prompts—such as surveys, newsletter signups and registration requests—on the publisher’s own desktop and mobile web pages. The publisher configures the offer in Google Publisher Center, adds Google’s generated code to the site, and lets readers complete the configured action in the resulting prompt.
RRM is an integration and payment layer, not a content-management system. You still need a working website, access to its templates or theme code, and (for paid offers) a Google payments profile with bank details.
What Google Reader Revenue Manager is
Reader Revenue Manager is a Google Publisher Center product for publishers that want to turn reader attention into subscriptions, contributions or first-party engagement. It supplies the prompt and the web integration; your publication supplies the articles, website and editorial decisions.
The basic flow is:
- You add a publication in Publisher Center and open its Reader Revenue Manager section.
- You choose a prompt type and define its offer, wording and delivery rules.
- For a paywall, you create a pricing plan and product identifier, then mark the relevant content in your CMS.
- You place Google’s generated snippet in the site template or theme.
- A visitor sees the configured prompt on your site and either signs in, subscribes, contributes or provides the requested information.
Because RRM does not author or host your articles, it does not replace WordPress, another CMS, a custom publishing stack, an analytics system or your internal subscriber-support process.

Which reader prompts RRM supports
RRM separates money-collecting offers from engagement prompts. The distinction matters because the reader action, site code and payment requirements are different.

Google distinguishes contributions from voluntary donations. RRM does not support donation requests with no exchange of value. A nonprofit can instead use a non-monetization prompt to direct readers to its own external donation platform.
How to set up Reader Revenue Manager
Plan the publication, payment and code work before making a prompt live. The following sequence follows Google’s documented setup path.
1. Add the publication in Publisher Center
Open Google Publisher Center, add or select the publication, and enter its Reader Revenue Manager section. Publication ownership and payment-profile permissions are separate, so the person who manages the publication may not automatically control where money is deposited.
2. Choose the prompt and define its offer
Select a paywall, contribution request, survey, newsletter signup or reader-registration experience. Configure the text, call to action and any available delivery rules. A survey can contain as many as three questions from Google’s question catalog.
3. Create a subscription plan when access is paid
A subscription plan combines a price with a recurrence period. Google documents monthly, quarterly, half-yearly and annual billing periods. Optional free trials can last 7, 14, 30 or 60 days.

Plans begin in Draft status. A plan does not appear to readers until you change it to Live. Before publishing, check the currency, price, trial length, renewal wording and the pages that should recognize the entitlement.
4. Assign a Product ID to paywalled content
For a subscription paywall, configure a Product ID in RRM. Google says that identifier is added to posts in the publication’s CMS. The associated product-ID snippet belongs only on pages that should be protected, so your template or editorial workflow must be able to distinguish paywalled content from open content.
5. Generate and install the website snippets
RRM provides code for the selected experience. Add the appropriate snippet to the site’s page template or theme, which requires permission to edit that code.
- Use the paywall-related code and product identifier on pages intended to require a subscription.
- Use the open-access snippet on pages that should remain freely readable under a paywall.
- For contributions and surveys, Google documents using the open-access snippet across the pages where the prompt should be available.
Keep the snippet in the production template, not only in a single test article, and verify that it loads on both desktop and mobile layouts.
6. Configure payments before accepting money
Create or attach a Google payments profile and add bank details if the publication will receive subscription or contribution payments. Confirm that the person completing this step has the required payments permissions; publication ownership alone is not sufficient.

Use a staging page or a controlled live test to check the complete path: prompt display, sign-in, checkout, trial wording, entitlement recognition and access after purchase. Test an open article as well as a protected article so an overly broad snippet does not accidentally gate the entire site.

Pricing, fees and payment administration
Google’s getting-started help page states a 5% fee per transaction, including credit-card fees. The page does not state a publication year, so confirm the current rate in Publisher Center before setting prices or forecasting revenue.
RRM’s payment administration has two separate layers:
- Offer configuration: the price, recurrence, trial and Product ID are managed with the subscription setup.
- Funds receipt: the payments profile and bank details determine where eligible payments are sent and who can administer that profile.
Do not treat a contribution request as a free-form tip jar: Google’s documented model expects an exchange of value. If your legal or editorial model is pure donation, link readers to the nonprofit’s own donation service through a non-monetization experience instead.

The code is the bridge between Publisher Center and your pages. A correct configuration in Publisher Center cannot display a prompt if the snippet is missing, placed in the wrong template, blocked by the site’s consent or security rules, or attached to the wrong page type.
Open and protected pages
Paywalled sites normally contain both protected and open pages. Product-ID markup identifies the protected content; the open-access snippet tells RRM that a page should remain available without the paywall. Contributions and surveys use the open-access approach because those experiences do not require a subscription entitlement.
Theme and template permissions
Ask the person who controls the CMS theme, template or deployment pipeline to install the generated code. If your site uses a cached template, edge-rendered pages or multiple front ends, confirm that the snippet reaches every intended web property. A code change in one theme does not automatically update a separate mobile template or subdomain.

WordPress implementation
Google’s WordPress guide recommends Site Kit as the integration route. If Site Kit cannot be used, the same guide describes adding the code through WPCode. Whichever method you choose, verify the rendered page source and test a protected and open URL after deployment.

What readers see and how prompts are targeted
RRM can coordinate prompts with Google-account sign-in. With the Sign in with Google integration, a reader should receive one sign-in request at a time rather than overlapping identity prompts. Google One Tap can support registration, and readers who sign in through One Tap can be recognized for subscription and metered-content entitlements.
Publishers can set call-to-action delivery modifiers based on three signals:
- Device type: adjust the experience for desktop or mobile visitors.
- Referring source: use different treatment for visitors arriving from different sources.
- Visit frequency: distinguish a new reader at one visit per week, a casual reader at two to three visits per week, and a frequent reader at four or more visits per week.
Google’s documentation says location targeting and subscriber-specific retargeting are not currently supported. Therefore, do not design a campaign that depends on city-level rules or on repeatedly prompting people whom your system already knows are subscribers.

A survey prompt can ask up to three questions selected from Google’s catalog. The answers can help a publisher understand reader interests and inform content decisions. Google also documents an integration with Google Ad Manager so survey data can inform ad targeting.
That capability does not turn RRM into a general customer-data platform. Decide where responses are stored, who can access them and how your privacy notice describes the collection before enabling a survey. Keep questions narrowly relevant to the editorial or advertising purpose, and test the prompt on small screens where three questions may require additional scrolling.

Country availability and regional checks
RRM is available in more than 40 countries, but the feature set is not uniform. Google publishes a monetization list for subscriptions and contributions and a separate list of countries where engagement features are available without payment processing.
Check the current country list in Publisher Center for the publication’s legal and operating location. Do not infer that a country supporting surveys or registration also supports paid subscriptions. Payment methods, tax handling and eligibility can change independently of the prompt interface, and Google’s help page does not state a publication year for the “more than 40 countries” figure.
Common setup problems and practical fixes
The prompt never appears
- Confirm that the publication is selected in Publisher Center and that the prompt is enabled.
- Inspect the deployed page to ensure the generated snippet is present in the actual template, not only in an editor preview.
- Check that consent tooling, content-security rules or script optimizers are not blocking Google’s code.
- Use a page type that matches the configuration: a paywall product ID on a protected post, or the open-access snippet for an engagement prompt.
A subscription plan is missing from the site
Open the plan in Publisher Center and verify that its status is Live. Draft plans are configuration work and are not presented to readers. Also check that the Product ID in the CMS exactly matches the one configured for the plan.

Open articles are being gated
Review the template conditions. Remove product-ID markup from pages that should stay open and apply the open-access snippet where required. Test category pages, home pages and article pages separately because they may use different templates.
Checkout or payouts cannot be completed
Verify that the publication is eligible for monetization in its country, that a Google payments profile is attached, and that bank details are complete. If the person who configured the publication cannot edit payment information, ask the payments-profile owner to grant the appropriate permission.
Readers receive repeated or conflicting sign-in prompts
Check whether multiple identity tools are active on the same page. The Sign in with Google integration is intended to coordinate RRM requests so that only one sign-in request is shown at a time. Remove duplicate registration triggers from other scripts and retest in a clean browser session.
When RRM is a good fit
RRM is most suitable when you already operate a website and want Google-provided prompts, checkout and sign-in coordination without building every reader-revenue component yourself. It can support a recurring subscription, a value-linked contribution, or non-monetary goals such as registration and newsletter growth.

Before adopting it, make these checks:
- Your country supports the exact monetization or engagement feature you need.
- Your CMS can place different snippets on protected and open pages.
- You can maintain a Google payments profile and bank account for payouts.
- Your editorial and support teams can explain trials, renewals, access rules and cancellation handling to readers.
- Your privacy and consent notices cover sign-in, email sharing, surveys and any advertising use of survey data.
If you cannot edit templates, need donation-only fundraising, or require location and subscriber-specific retargeting, RRM’s documented controls may not match your operating model without additional systems.
