A Google manual action is a Search policy enforcement action issued after human review. It can lower the visibility of affected content or remove it from Google Search results. A traffic drop by itself is not evidence of a manual action: check the Manual Actions report in Search Console, read the notice to learn what is affected, and correct the named violation before requesting reconsideration.
The practical distinction matters. A manual action is a specific notice about a policy issue; a decline in clicks or impressions can also come from ranking changes, indexing or technical problems, security issues, seasonal demand, or a site move. Diagnosing the cause first helps you avoid unnecessary sitewide changes.
What a Google manual action means
Google enforces its Search spam policies through automated systems and, when needed, human review. A manual action is the result of that human review. It means Google has identified a policy issue affecting some content on a site. Google says noncompliant content might rank lower in results or not appear in results at all.

The notice in Search Console is the practical confirmation point. If the report does not show an action, do not infer one from a graph or an unexplained loss of visits.

The action’s scope matters as much as its existence. A notice can concern a particular section or other portion of a site rather than every URL on the domain. The current notice is the best guide to the issue and affected scope for that site; older descriptions of the report illustrate sitewide and partial actions but should not be treated as a promise about what any current notice will say.
How to check for a manual action in Search Console
- Open the correct Search Console property. Sign in to the property that represents the site you are diagnosing. If the site has multiple properties, make sure the report belongs to the relevant domain or URL-prefix property.
- Open the Manual Actions report. In Search Console, go to Security & Manual Actions, then Manual actions. If an action has been issued for that property, read the report rather than relying on a traffic chart or an email forwarded by someone else.
- Record the notice’s policy reason and scope. Note what policy Google identifies and which part of the site it says is affected. Use those details to focus the investigation; do not assume that the whole domain is involved unless the notice indicates that.
- Check the Performance report separately. Go to Performance and open Search results. Compare relevant dates and examine clicks, impressions, pages, queries, countries, devices, and search appearances. Where applicable, compare Web, Images, Video, and News search types separately.
- Use enough historical context to find the pattern. Google recommends looking at up to the last 16 months of Performance data and comparing periods. Check whether the decline began around the notice date, whether it is concentrated in the affected pages, and whether it is limited to particular queries, countries, devices, or search types.
Performance data helps describe what changed; the Manual Actions report establishes whether Google has issued a manual action. Keep those two questions separate. A sharp decline on one page does not prove a policy violation, and an action affecting only part of a site does not establish that every traffic change elsewhere has the same cause.

Manual action or another cause of lost traffic?
Google Search traffic changes for multiple reasons. Use the report and the shape of the Performance data together before deciding what to fix.

Do not respond to an unexplained decline by removing large amounts of content, changing URLs, or rewriting unrelated sections before you know what happened. First establish whether there is a notice, where performance changed, and whether a technical, security, demand, ranking, or migration issue better fits the pattern.

Does a manual action lower rankings or remove pages?
It can do either in practical terms: Google says content that does not comply with its spam policies might rank lower or might not appear in results. There is no single traffic-loss figure that applies to every manual action. The effect depends on what content is affected and how much of the site’s Search performance depends on that content.
For diagnosis, distinguish the notice’s scope from the site’s total traffic. If the notice concerns a portion of the site, inspect that portion and compare its pages and queries in Performance. A decline elsewhere may have another cause. Conversely, a partial action can still matter substantially if the affected pages attract a large share of the site’s Search visits.

The notice is more useful than assumptions based on the domain name or the size of the traffic decline. It identifies the issue Google is addressing; Performance data helps determine how the change is reflected in Search visits.

Fix the underlying behavior before you submit a reconsideration request. A request is not a substitute for remediation, and sending one does not guarantee that the action will be lifted or that rankings will return to a particular level.

- Translate the notice into a focused audit. Use its policy reason and affected scope to identify the pages, practices, or sections that need review. Read the corresponding Google spam policy so that you understand the behavior at issue.
- Correct the underlying violation. Google’s documented examples include hidden text or links, cloaking, and sneaky redirects. Its spam policies also cover practices such as scaled content abuse, abusive scraping, and site reputation abuse. The remedy depends on the conduct identified; do not treat this list as a claim that every example appears in every notice.
- Check the affected area for related instances. Review the rest of the notice’s scope for the same behavior instead of fixing only one visible URL. Where the same practice occurs across multiple pages, address the practice across those pages.
- Submit a reconsideration request after the corrections are in place. Use the reconsideration process in Search Console and describe what you corrected. Explain the affected issue and the remediation in concrete terms; do not claim that an issue is fixed if it is still present.
- Allow time for review and watch for an update. Google’s FAQ says to allow several weeks for the reconsideration process. It does not provide a guaranteed processing date or a guaranteed ranking-recovery date.
If Google continues to find a violation, an older Google reconsideration guidance says a site owner may be informed that the site remains in violation. That historical description is not a current service-level commitment. Follow the current notice and Search Console messages for the status of your own request.
Site reputation abuse: the EEA distinction
Google’s site reputation policy has a narrow regional distinction. In an update dated August 2026, Google described different treatment for relevant site-reputation-abuse pages depending on whether Search results are shown to users inside or outside the European Economic Area (EEA). This exception applies to that policy; it should not be generalized to other manual actions.

Google says owners are notified through the Manual Actions report and the Search Console message center. Owners can address the issue or appeal through reconsideration; eligible sites may also have mediation available. The regional distinction does not mean a site-reputation concern is irrelevant inside the EEA, nor does it describe the treatment of unrelated policy actions.
What a manual action does not tell you
- It does not quantify lost traffic. The report is about the policy action, not a guaranteed estimate of clicks or revenue lost.
- It does not establish that all traffic sources are affected. The action concerns Google Search visibility, and its stated scope should not be expanded to other channels.
- It does not promise restoration on a schedule. Google’s public FAQ gives a several-weeks expectation for processing a reconsideration request, not a fixed completion date or a ranking-recovery deadline.
- It does not prove that unrelated pages have the same problem. Use the notice’s scope and the actual Performance pattern before making broader changes.
If a complex site has many affected sections, an experienced SEO professional may help organize an audit, but hiring a service does not guarantee rankings. Google notes that third-party SEO tools do not have access to its internal ranking data; the Search Console notice and your own site remain central to diagnosis.
