That is Breton’s account, not an established finding about what caused Atos’s decline. Critics cited in the same report pointed instead to acquisition-led growth and difficulty adapting. What did Thierry Breton say about Atos?
Breton told members of the financial press association in Paris, “I have no responsibility, zero,” according to Bloomberg News, republished by Data Center Knowledge on March 4, 2024. He said he left Atos with no debt and in a good position to benefit from cloud growth. Both claims are his account, as reported in the March 4, 2024 report.
Breton led Atos from 2009 until 2019, before becoming a European Union commissioner. He said the company’s problems—including governance setbacks and strategy changes—began in 2021, after his departure. His team provided journalists with a three-page document listing events and the chief executives in charge after he left.
Why was Atos’s decline disputed?
The March 2024 report also described critics’ view that Atos’s rapid expansion through high-profile acquisitions left it with a patchwork of businesses that struggled to adapt to changes in IT. That explanation differs from Breton’s account, but the report does not establish that a particular executive, acquisition, or decision caused the company’s decline.

At the time of the report, Atos was seeking ways to address billions of euros in debt, and the French Senate was holding closed-door hearings into the company’s deterioration. Those details describe the situation as reported on March 4, 2024; they should not be read as a statement of Atos’s current status.

How to interpret the reported valuation figures
The March 4, 2024 report contrasted €8.2 billion at the end of 2020 with €266 million “today,” presenting the figures as part of Breton’s account of Atos’s decline. The report does not state a market-data methodology. The comparison is therefore a dated, attributed figure—not Atos’s present value and not evidence by itself of what caused the decline.
