“Putting a new spin on things” means presenting or approaching something familiar in a fresh way. The phrase is figurative: it describes a change in perspective or presentation, not literal spinning.

Does the title refer to a specific subject or work?

Not by itself. “Putting a new spin on things” can be a general expression, but the exact wording has also been used as a title in unrelated contexts. A 2014 Gerontological Society of America meeting program used it for a miniseminar about evidence-based management of dizziness in older adults.
