A “free tier” is not a production-capacity promise. It can mean limited model access, a temporary platform allowance, subscription credits, or simply no separate fee for an agent framework—while the model calls and tools still incur charges. Before building around one, identify the exact product, account eligibility, quota, data terms, and billing trigger, then measure usage per completed task rather than per final answer.

What does “free” mean for an agent?

Agent products use the word free for different parts of the stack. A model API may waive charges for some usage; a managed platform may provide a quota for a limited period; a subscription may include API credits; or an agent API may have no separate harness fee while its model and tool usage remains billable. Those offers are not interchangeable.

An agent task may involve multiple model calls, tool calls, and reasoning loops before it returns one user-visible answer. The useful unit for forecasting is therefore a completed task, not a chat turn or final response. Count intermediate calls, tools, failed attempts that still consume quota, and any retries your application or SDK makes.

The provider terms below were checked on October 7, 2026. Limits, prices, and credit rules can change; verify the current product page and your account’s applicable terms before launch.

How do the current offers differ?

Service or offer What “free” means Eligibility and duration Limits and billing boundary Data-use terms in cited material
Gemini Developer API A free tier for developers and small projects, with free input and output tokens, access to certain models, and Google AI Studio access. Account and geographic eligibility details: not stated in the cited pricing material. Limited access to models and rate limits apply. The cited material does not establish a universal quota across models. The paid tier offers higher rate limits and access to more models and features. The free tier says content may be used to improve products. The paid tier says content is not used to improve Google’s products.
Google Cloud Agent Platform express mode A temporary, quota-limited platform tier for basic generative AI services and Google Drive as a data source. For new Google Cloud users, up to 90 days. No billing information is required to sign up. Existing users or users who enable billing transition out of the 90-day free tier to a paid tier. Express mode has separate project- and region-scoped quotas, including a limit of 10 Query or StreamQuery requests per minute per project and region, plus limits on resources, writes, sessions, memory operations, and model calls. Paid usage provides extended quotas and additional services. Not stated in the cited express-mode material.
Google managed agents Available under a free rate limit and usage quota; usage beyond the free allowance is pay-as-you-go based on Gemini model tokens and tool usage. Eligibility and duration of the free rate limit: not stated in the cited overview. One interaction can involve multiple reasoning loops. Managed-agent environments are permanently deleted after seven days of inactivity. Not stated in the cited overview.
OpenAI Agents API The public-beta agent harness has no separate fee; tokens and tools used by agents are charged according to the applicable pricing. Public beta; a free usage allowance or duration is not stated in the cited announcement. Token and tool charges still apply. Rate limits, prepaid-credit exhaustion, and organization or project usage and spend limits can all affect requests. Not stated in the cited announcement.
Anthropic Claude Agent SDK Monthly API credits are included with Claude Max and Team plans and cover the Claude Agent SDK, Claude API, and Claude Managed Agents. The cited help page, updated October 7, 2026, does not state a credit amount, duration beyond monthly allocation, or geographic eligibility. Credit amounts and other limits: not stated in the cited page. Not stated in the cited page.

These offers cannot be ranked by a single “free requests” figure: they apply to different products and billing paths, and the cited sources do not provide comparable workload quotas across all of them.

What should you verify before choosing a tier?

Record the exact product and usage path—not just the provider name. For example, the Gemini Developer API is distinct from Agent Platform express mode, and a no-separate-fee agent harness is distinct from free model usage.

  • Eligibility and scope: Check whether the offer applies to your account, project, region, plan, and model. Do not assume an account-level allowance applies to every project or service.
  • Duration and renewal: Establish whether access is ongoing, temporary, or a monthly credit. Note what happens when the period ends or an included credit is consumed.
  • Included capability: Confirm the precise models, tools, data sources, and features permitted on the free path. A basic platform allowance may not include the broader service set.
  • Quota dimensions: Look for request rates, token rates, concurrency, resource limits, and tool or session limits. A single requests-per-minute number does not describe total capacity.
  • Billing transition: Identify what action starts paid usage, whether billing must be enabled, and where project or organization spend limits are configured.
  • Data handling: Compare the service-specific data terms, not a provider-wide assumption. In the cited Gemini API pricing terms, free-tier content may be used to improve products while paid-tier content is not used for that purpose.
  • Operational lifecycle: Check how long environments, sessions, or other resources persist and what deletion or cleanup rules apply.

How do you estimate agent usage without undercounting it?

Measure the whole task

For a representative task, log each model request and tool invocation, including intermediate reasoning loops and unsuccessful attempts. Record model, input and output tokens where available, tool usage, retries, and whether a call was rejected before processing. Separate the amount consumed by a successful task from the additional headroom needed for retries and workload variation.

Use the exact model and pricing date

Published costs can be model-specific and time-bound. As an example from Google’s Gemini Developer API pricing page, Gemini 3 Flash input tokens are listed at $0.75 per million through December 31, 2026, then $1.50 per million beginning January 1, 2027. Its output tokens, including thinking tokens, are listed at $3.75 per million through December 31, 2026, then $7.50 per million beginning January 1, 2027. These are prices for that model row, not universal API prices. Confirm model, modality, tier, and effective date before calculating a task estimate.

Set a task-level budget and a stop condition

Translate the measured task profile into an application-level budget: a maximum number of model calls or tool steps, a token or cost ceiling where supported, and a defined response when the ceiling is reached. Set monitoring and alerts against the account or project’s actual billing controls. A free allowance can reduce an initial bill, but it does not replace a cap on work your agent is allowed to perform.

Why are you getting a 429, and what should you do?

A 429 response does not always mean the same thing. OpenAI’s help guidance distinguishes rate limits from exhausted prepaid credits and organization or project usage and spend limits. Diagnose the response before changing retry behavior or billing settings.

  1. Inspect the error code and type. Determine whether the request hit a rate limit, ran out of prepaid credit, or encountered a usage or spend limit.
  2. If it is a rate limit, reduce request pressure. Pace bursts and use the retry guidance for the error. A short burst can exceed an effective short-window limit even when an average rate appears below a displayed per-minute figure.
  3. Honor Retry-After when present. OpenAI says its official SDKs retry eligible rate-limit errors and honor this header when provided. Avoid adding a second, overlapping retry loop without accounting for SDK retries.
  4. Do not resend continuously. Unsuccessful requests count toward per-minute limits, and repeatedly sending the same request can prolong a rate-limit problem.
  5. If credits or a spend limit are exhausted, resolve the account condition. Repeating the request does not restore credits or spending headroom. Review the relevant balance or project/organization limit before resuming work.

Does an agent API have an additional fee?

It depends on the product and which layer is being charged. OpenAI’s public-beta Agents API announcement says: “There are no additional fees for using the Agents API – you simply pay for the tokens and tools your agents use, as outlined on our pricing page.” That is a statement about the harness fee, not a claim that agent operation is free. Model tokens and tools remain billable.

Apply the same distinction to other offers: a managed platform’s free quota, an included plan credit, and a waived framework fee each have their own boundaries. Check which calls and tools draw from the allowance and what is billed after it is used.

When is a free tier suitable for production?

Do not treat “free” as a readiness signal. A tier can be appropriate for a limited launch only if its documented quota and service behavior match the expected workload and the application can fail safely when that allowance is unavailable. Before relying on it, confirm that you can tolerate its model and feature restrictions, rate limits, data terms, and resource lifecycle.

  • Load-test your own representative tasks within provider limits; do not extrapolate from a single successful prompt.
  • Budget for intermediate calls and tools, then set application-level usage limits and billing alerts.
  • Handle throttling, depleted credits, and spend caps as distinct states rather than retrying all failures alike.
  • Decide what users see when the free allowance is exhausted: a queued task, a reduced-capability path, a clear temporary error, or a deliberate paid upgrade.
  • Recheck the provider’s current terms before launch and after material account, model, or plan changes.

A temporary free platform tier may be useful for exploration, while a plan credit or no-harness-fee API may help evaluate a different layer of the stack. Production suitability follows from the precise quota, billing path, data policy, and recovery behavior—not from the word “free.”
