For U.S. federal individual income tax, most income counts unless a specific law excludes it. Income can be cash, property, goods, or services, and a missing W-2 or 1099 does not by itself make it nontaxable. The key is to identify what you received, why and when you received it, and whether a specific rule applies. This overview uses IRS guidance for 2025 returns; later-year rules may change.

How to decide whether a receipt counts as income

The IRS puts the general rule simply: “Most income is taxable unless it’s specifically exempted by law.” The rule is broad, but the treatment of any particular receipt depends on its category and circumstances. An information return can help identify or document income; it does not define what is income. The IRS explains the general rule in its Tax Topic No. 401, Wages and Salaries and Publication 525 (2025), Taxable and Nontaxable Income.

  1. Identify what you received. Consider money, property, goods, and services—not just amounts deposited into a bank account.
  2. Identify why you received it. Payment for work, business activity, investment returns, benefits, prizes, and canceled debts have different rules.
  3. Determine when it was received. For cash-method taxpayers, income is generally included when actually or constructively received. A check available before year-end may count for that year even if cashed later; an amount paid to someone else on your behalf may also count.
  4. Check for a specific exclusion or special rule. Some receipts are fully excluded, some partly taxable, and others taxable only in particular circumstances.
  5. Put it in the right stage of the calculation. Gross income, adjusted gross income (AGI), and taxable income are not interchangeable.

Common types of income that may count

Employment and services

Wages, salaries, commissions, fees, tips, bonuses, severance, and many fringe benefits are generally included. Compensation can also be paid in property or digital assets; taxable noncash compensation is generally valued at fair market value. If a W-2 is missing or incomplete, that alone does not remove the obligation to report taxable wages.

Self-employment, side work, and property activity

Freelance and independent-contractor work, gig work, online sales, renting personal property, bartering, childcare services, royalties, and business income can all have tax consequences. A 1099 or other form is not a prerequisite to reporting income. Whether a particular activity produces taxable income, and how it is reported, depends on its facts and applicable rules.

Retirement, government benefits, and other receipts

Retirement-plan distributions, pensions, annuities, unemployment compensation, and some survivor benefits may be taxable. Social Security benefits require a separate calculation and are not automatically fully taxable. Canceled debts, some tax refunds or reimbursements, alimony under applicable older instruments, court awards and damages, some scholarships, gambling winnings, and prizes or awards can also be included, subject to their own rules.

Examples of receipts that may be excluded or treated specially

Not every receipt is taxable. IRS Publication 525 describes examples including most gifts and inheritances, need-based public welfare payments, and life-insurance death proceeds received by a beneficiary. These examples are not blanket exemptions for everything associated with those categories:

  • Income later generated by inherited property is generally taxable, even when the inheritance itself is excluded.
  • Interest paid on life-insurance proceeds is taxable. A transfer of a policy for valuable consideration can also limit the exclusion.
  • Employer benefits may be excluded only when statutory limits and requirements are met. For example, the IRS says dependent-care benefits above $5,000 are included in W-2 box 1; Form 2441 is used to determine any exclusion.
  • Social Security benefits may be partly taxable depending on the taxpayer’s circumstances.
  • Whether an insurance payment or reimbursement is taxable can depend on factors such as who paid the premiums, what the payment compensates for, and whether a statutory exception applies.

For a less common receipt, use the item-specific treatment in IRS Publication 525 (2025), which is intended for preparing 2025 returns. For a later return year, check the applicable publication and any later legal developments.

How gross income becomes taxable income

A receipt’s inclusion in gross income does not mean its full amount is taxable income in the final calculation. The stages are distinct:

  1. Gross income: Include taxable income from applicable sources.
  2. Adjusted gross income: Subtract eligible adjustments, including specified adjustments listed on Schedule 1, from gross income.
  3. Taxable income: Apply the standard deduction or itemized deductions after calculating AGI, along with any other applicable rules.

The IRS’s AGI illustration uses $50,000 in wages, $12,000 in rental income, $8,500 in part-time Uber-driver wages, and $500 in bond interest: $71,000 total gross income. After $2,750 in adjustments, the example yields $68,250 AGI. These are illustrative figures, not a typical taxpayer profile or a general income threshold. See the IRS explanation of understanding adjusted gross income.

Some dollar limits apply only to particular items. For instance, Publication 525 (2025) gives a maximum exclusion of $1,600 for certain qualified employee achievement awards, with a $400 limit for nonqualified-plan awards. These are award-specific limits, not general thresholds for whether income is taxable.

When a broad rule is not enough

The federal overview may not resolve a specific receipt, and state or local tax rules can differ. If your situation involves an unusual payment, a different return year, a nonresident status, a filing-specific issue, or cross-border income, check the relevant IRS publication or topic and consider advice from a qualified tax professional. The facts and category-specific rule—not merely the label on a payment or the presence of a tax form—determine its treatment.
